CTSS-III INDUSTRY DAY

ARRIVAL, CHECK-IN, AND EVENT PROCEDURES

1. Industry Day participants must be pre-registered before the Industry Day events. Late registrants will not be allowed.

2. Check in with Industry Days coordinators at the Industry Days registration desk located in lobby.

3. Industry Days coordinators will review the registration information for the Industry Days Plenary/Overview session, verify your previously provided registration information, provide you with Industry Days materials and your name badge (which must be worn at all Industry days sessions), and direct you to the Industry Days conference room.

4. Plenary/Overview session will begin immediately at 0900 (ONLY ONE PLENARY SESSION WILL BE HELD ON February 11, 2014) Please be in place.

5. In order to fully participate in the one-on-one sessions, industry representatives are strongly encouraged to attend the Plenary/Overview session.

6. The one-on-one sessions begin promptly as scheduled.

Event Rules of Engagement

1. The government intends to use this forum to better refine its requirement, not to elicit trade secrets.

2. All information will be treated confidentially and discreetly. The contractor is encouraged to be honest and forthcoming.

3. Contractor personnel shall be limited to a total of three (3) attendees per participating company.

4. Sales pitches not desired; no promotional give-aways.

5. No electronics, cameras, cell phones, tape recorders, or other reproduction devices are allowed.

6. No hard copies of any government documents will be provided.

7. Marketing brochures not desired.

8. Total time allotted for the contractor's one-on-one briefing session is 30 minutes. 15 minutes to respond to government questions, 10 for contractor led topics, and 5 for wrap-up.

9. Contractor’s allotted time will not be extended.

10. Contractor personnel will be required to sign in and sign out during the visit and must stay within the confines of the Industry Days meeting areas designated at all times.

11. Contractor personnel must be identified in advance, and only advance substitutions (24-hour in advance notice) will be permitted.

12. The government reserves the right to inspect all material, briefcases, etc., entering or leaving the facility.

13. Due to space constraints, please arrive no earlier than 30 minutes prior to start of session.

NOTE: Failure to comply with the aforementioned guidance will result in the removal of participant from the premises.

1. The CTSS-III Industry Day will be held on Shaw Air Force Base which is located in

Sumter, South Carolina.

2. Please NOTE that the plenary session and the one-on-one session are NOT being held in the same location. Addresses and a map showing both locations are included on the following pages.

3. Due to space constraints, please arrive no earlier than 30 minutes prior to start of session.

QUESTIONS FOR ONE-ON-ONE SESSIONS

1. Describe any contract type arrangements that your firm has successfully applied to a service requirement where the structure needed to be highly flexible?

2. When deploying contractor personnel to Southwest Asia, or similar environments, what risks does your firm see as inherent in this situation and how has your firm successfully mitigated them on other efforts? Feel free to provide any suggestions you wish the government to consider in developing the requirement that could help mitigate these risks.

3. The government is considering the use of Firm-Fixed-Price Contract Line Item Numbers (CLIN)s for portions of this requirement. Please advise what portions your firm believes have sufficient detail to be fixed-priced and/or additional items that would be candidates for fixed-pricing if the scope is further defined.

4. A significant amount of the requirement is “augment”, where the contractor supports members of the local Communications Squadron. What risks does your firm see as inherent with this approach and how can the government structure the requirement to minimize these risks? Does your firm have any alternate suggestions for detailing these critical services?

5. As the government is currently developing the Communications Technical Support Services (CTSS-III) requirement, please advise of any lessons, best practices, etc. that your firm has experienced or learned from similar procurements that you would like the government to consider in the development of the final acquisition documents.

Added: Jul 24, 2013 12:21 pm Modified: Jan 16, 2014 11:24 am Track Changes The Communications Technical Support Services (CTSS)-III requirement for the Department of the Air Force Central Command has been transferred from Department of the Navy Space and Naval Warfare Systems Center - Atlantic to the Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization (DITCO)-Scott AFB, IL. CTSS III is anticipated to be a single award indefinite delivery / indefinite quantity contract.

DITCO anticipates releasing a draft request for proposal (RFP) in the November/December 2013 timeframe and the formal RFP released in the January/February 2014 timeframe with proposals due in the March/April 2014 timeframe. Anticipated award is expected in the third quarter of calendar year 2014. Attached to this notice are a draft version of the basic contract level Statement of Work and an attachment that outlines the anticipated task orders to be supported with the associated locations, tasks, descriptions, and clearance requirements.

All questions/comments shall be submitted via email to Christopher Enriquez at christopher.m.enriquez.civ@mail.mil. The subject line of the email shall include:
