About this file
This document is a Calibration Standard Specification for a NAVAIR Force and Torque Calibrator, detailed for the Department of the Navy's Metrology and Calibration Program. The specification outlines comprehensive requirements for a calibration bench capable of measuring torque, force, and tension across extensive ranges: 4 in-oz to 6,500 ft-lbs for torque, 2.5 to 500 lbf for force, and 5 to 2,400 lbf for tension, with accuracy standards between ±0.5% to 2% of indicated value. The calibration bench must operate on 110-120 VAC power, function in temperatures between 60-85°F with 20-60% humidity, and include multiple adapters for various torque tools including wrenches, screwdrivers, multipliers, and watches.
Key technical requirements include a digital display with tracking and peak hold modes, ability to show multiple measurement units, and easy transducer switching. The bench must be transportable, with dimensions constrained to 60"L x 30"D x 72"H, and capable of being mounted on Naval vessel floors to withstand rough maritime conditions. Accessories must include adapters for different tool sizes, extensions for torque multiplier calibration, and test system kits for compression, tension, and cable tensiometer calibration. The specification is marked for public release and dated February 2025, with a document number of PAX CSS FY20-0008.

1.0 Scope
1.1 General
This document specifies the minimum requirements for a Torque and Force Calibration Bench, herein referred to (for the Calibration Standards Specification, CSS) as the “Calibration Bench”. The Calibration Bench will be used to calibrate torque screwdrivers, torque wrenches, torque power tools, compression and tension gauges, cable tensiometers, torque multipliers, and any other torque equipment that may be found in the Naval inventory. The Calibration Bench shall be of a commercial design or a modified commercial design.
1.2 Usage
The requirements of this CSS are tailored to the intended use of the equipment. The Calibration Bench covered by this CSS is intended for calibration of testing equipment in controlled environments in which Naval test equipment is operated. The Calibration Bench will be used by civilian and uniformed Navy personnel in shore-based laboratories, land vehicles and sea vehicles.
2.0 Requirements
2.1 Electrical Power Source
The Calibration Bench shall operate at a nominal value between 110 and 120 VAC and 50 to 60 Hz.
2.2 Environmental Requirements
The temperature ranges and humidity limits for both the operating and non-operating conditions are as follows. The Calibration Bench shall be able to perform at its specified requirements at a temperature between 60 and 85 degrees Fahrenheit. The Calibration Bench shall be able to perform at its specified requirements when the relative humidity is 20 to 60 percent.
2.3 Warm-Up
The Calibration Bench shall comply with the specified performance requirements after a warm up time not exceeding 30 minutes and a warm up time between transducers not exceeding 15 minutes. This will allow for the range to be varied in an efficient manner.
2.4 Material
The Calibration Bench shall be made of materials that are durable and capable of withstanding corrosion due to the environment in which the benches will be; this includes, but is not limited to, temperature controlled laboratories and calibration laboratories on Naval vessels.
2.5 Markings
The transducers shall be permanently and clearly marked with their operating range as well as an easy way to identify them (ex. Marked 1-5). The Calibration Bench itself, at a minimum, shall be permanently and clearly marked with the manufacture name, manufacture model number and serial number in a spot that is easily accessible when the Calibration Bench is against a wall.
2.6 Range and Accuracy
2.6.1 Torque Requirements
The Calibration Bench shall have the required equipment and transducers to cover the entire range of 4 in-oz to 6,500 ft-lbs of torque with an accuracy of at least ± 0.5% indicated value (IV). The Calibration Bench shall also be able to calibrate both clockwise and counter-clockwise torque.
2.6.2 Force Requirements
The Calibration Bench shall have the required equipment to cover the entire range of 2.5 to 500 lbf with an accuracy of at least 0.125% IV.
2.6.3 Tension Requirements
The Calibration Bench shall have the required equipment to cover the entire range of 5 to 2,400 lbf with an accuracy of at least 2% IV.
2.7 Digital Display
The digital display for the system should clearly display the value of the torque being applied. The system should have a tracking mode (where the number moves as the torque is applied) as well as a peak hold mode (where the peak torque applied is held on the display when the applied torque is removed). The display should also be able to show several units of measurement including, but not limited to ft-lb, in-lb, in-oz, Nm, mkg and lbf. The digital display should also allow a technician to change between the different transducers with less than 3 user inputs to change between the different transducers in order to receive the correct reading. The display should at a minimum show the following resolution.
ft-lb in-lb oz-in Nm mkg lbf up to 20 in-lb 0.01 0.01 0.1 0.001 0.001 0.01 up to 240 in-lb 0.01 0.1 0.1 0.01 0.01 0.01 up to 200 ft-lb 0.1 0.1 1 0.1 0.01 0.01 up to 500 ft-lb 0.1 1 ---- 0.1 0.01 0.01 up to 6,500 ft-lb 1 1 ---- 1 0.1 0.1
2.8 Connections
Provisions shall be made to ensure that the transducers are easily connected to the Calibration Bench both for storage purposes and when in use. The connections from each transducer to the Calibration Bench shall be clearly marked if multiple cables are used. The transducers shall be easily removable along with the display system (if needed) in order to send the transducers and display system to another location for periodic calibration.
2.9 Size Requirement
The Calibration Bench shall be capable of assembly and disassembly for the purpose of transport and delivery in and out of laboratories on US Naval vessels. It must fit through doors and hatches in segments that can be safely carried.
The Calibration Bench shall be constrained to the following dimensions: 60”L x 30”D x 72”H.
