About this file
CSRT 2026-2 Request for Proposals Summary
This is a Request for Proposals (RFP) issued by Waupaca County, Wisconsin for the provision of coordinated shared-ride transit services. Solicitation number CSRT 2026-2 seeks qualified contractors to provide an entirely outsourced demand-responsive shared-ride transit service, including a technology platform, ride provision, revenue collection, community engagement, and service promotion. The service will initially cover intercity rides within Waupaca County and intracity rides in the City of New London's Waupaca County portion, with intracity service in the City of Waupaca to begin after January 2026. The County issued the RFP on October 16, 2025, with a deadline for vendor questions by October 24, 2025, an estimated addendum issuance date of October 28, 2025, and a proposal closing date of November 6, 2025 by 4:00 PM Central Time. Proposal evaluation is estimated to begin November 6, 2025, with evaluations completed by November 12, 2025, an estimated contract award date of November 14, 2025, and a contract start date of December 1, 2025. The contract covers a base period from December 1, 2025 through December 31, 2026, with three one-year renewal options. No pre-proposal conference will be held.
The contract is a firm-fixed price per revenue service hour arrangement with anticipated weekly service levels of 680 vehicle-driver hours excluding holidays. Proposers must submit pricing for the base contract period and, for evaluation purposes only, fixed prices for option years 2027-2029 using a fixed Consumer Price Index-U (CPI-U) of 1.0 percent, though actual option year adjustments will use the then-current CPI-U. Federal grant funding of $1,637,500 (Section 5311) partially funds this contract, requiring contractor compliance with Federal Transit Administration regulations. Proposers must demonstrate minimum qualifications including a fleet of at least eight vehicles (model year 2017 or newer) with at least six non-leased vehicles, three years of prior ground transportation service experience, and an automated dispatch system. The County will consider leasing four vehicles from the Waupaca County Economic Development Corporation at $1 per vehicle annually (two Equinox models, one Bolt electric vehicle, one Traverse Premier, and one wheelchair-accessible Voyager), potentially reducing the contractor's required fleet. Contractors must carry automobile liability insurance with minimum combined single limits of $1,000,000 and maintain physical damage coverage on leased vehicles. This is not a lowest-cost bidder award; instead, the County will select the highest scoring technically qualified responsive and responsible proposer based on professional competence, technology platform capabilities, capacity, and price considerations weighted at 30, 25, 15, and 30 points respectively.

1.0 GENERAL INFORMATION
General Description Qualified contractors are being sought to provide an entirely outsourced coordinated shared-ride transit services in the specified service area as described in Appendix O, Waupaca County Wisconsin Transportation Feasibility Study Final Report, December 5, 2024. That study recommended a shared ride demand response service. In addition to managing the shared ride transportation service, the selected offeror will provide a technology platform, provision of rides, revenue collection, community engagement and service promotion of shared ride services.
The service requested will be a curb-to-curb and door-to-door based on rider need, demand-responsive advanced reservation and on-demand shared-ride transit service available to the general public, initially only for intercity rides in Waupaca County and intracity rides and destinations in that portion of the City of New London within Waupaca County.
Intracity rides within the City of Waupaca will be added after January, 2026, but is not part of the 2025 operational year. The agency anticipates that intracity rides within the Outagamie County portion of New London may be added during the option years of this contract without affecting the established span of service or requiring additional vehicle service hours. Many of the additional rides will be accommodated on vehicles initially assigned only to intercity service. Vehicle hours to accommodate unmet demand are already included in this Scope of Services and will be dispatched as necessary.
Fares must be collected by the vendor. The vendor shall accept pre-payment of fares on-line via apps (credit/debit), website, third parties, cash, and mail. The vendor shall be entirely responsible for maintaining the functionality of the technology platform software and hardware including in-vehicle equipment. Vendors must complete Appendix P which describes their planned technology used to support the shared ride services. 3. Vendor must maintain and operate a dispatch system integrated with the technology platform and with communications devices on-board each vehicle. That technology platform dispatch system must communicate with all vehicles as well as with riders and drivers. The platform should be capable of capturing ride completion data as materially required by FTA and to submit NTD reports. Vendors must provide details on their proposed technology platform as is defined in Appendix P. The County encourages collaboration between transit operators and SaaS technology providers.

Vendor must keep detailed logs and service records for pre-trip inspections, pull-in inspections, and all vehicle maintenance activities, assuring compliance with manufacturer-recommended preventive maintenance schedules to maximize the economically useful life of the fleet. The County desires that the vendor maintain vehicle records using a fleet management record system.
7. Records of each trip must be maintained on the technology platform and, at a minimum, provide required ride completion data as required by FTA and NTD reporting. It’s preferred that ride completion data be captured in real-time or near real-time (within 24 hours of the completed ride).
8. Driver screening and training information must be maintained on the technology platform.
9. Offerors are expected to describe how they will engage with stakeholders and riders at the beginning of this contract and on an on-going basis. That engagement will include:

The total cost provided must be all inclusive to carry out the services included in this RFP, in accordance with the terms and conditions of this RFP. Please sign and date Cost Sheet.
