About this file

This document is a Question and Answer addendum for the CSRT 2026-2 Request for Proposals issued by a Wisconsin County for transportation services. The RFP solicits contracted transportation services including ride-sharing operations, vehicle deployment, technology platform management, and ancillary services such as prescription and package delivery. The County is providing five leased vehicles for contractor deployment, with deployment discretion granted to the selected contractor. The service requirements include compliance with ADA standards, curb-to-curb transportation, a 15-minute pickup window standard, and integration with a technology platform supporting passenger and driver applications, scheduling, reporting, vehicle tracking, and fare payment capabilities. All drivers must be W-2 employees rather than independent contractors. Historical and projected ride volume data is provided in Appendix O. The deadline for submitting questions for the current CSRT 2026-2 RFP is October 24, 2025, at 4:00 PM Central Time. No bidders conference or pre-bid meeting is scheduled; questions must be submitted through the process outlined in the RFP.

The County will handle fare structure integration and fare reconciliation directly; the contractor is responsible for managing reconciliation and reporting of all fare types and payment methods including cash, card, vouchers, and third-party payers. Call center operations may be conducted through a centralized national or regional facility with no geographic requirement mandating a Wisconsin location. The anticipated service partners include Wisconsin Veterans Home – King, ThedaCare, and local pharmacies for package and prescription delivery services. Revenue-sharing expectations for package delivery services are outlined in section 6.19(g) of the RFP. Specific performance metrics include on-time performance standards, with enforcement and penalty provisions detailed in section 6.27 and Appendix G. This document represents clarifications from a previous RFP iteration and is provided for informational purposes only for the current solicitation cycle.
