About this file

This is Addendum No. 1 to the bidding requirements and contract documents for the CSA 70 J - Paint Exterior Tanks & Booster Buildings project issued by the San Bernardino County Department of Public Works - Special Districts on January 22, 2026. The project involves the recoating and rehabilitation of ten water storage tanks and seven booster pump stations located throughout the Oak Hills service area, with work including surface preparation, application of epoxy and urethane coating systems, replacement of damaged fascia and soffit materials, and installation of new liquid level indicator systems. The addendum establishes February 18, 2026, as the deadline for contractors to submit technical questions and requests for interpretation to Project Manager Enrique Carrillo Jr., with bid submissions due February 26, 2026, at 2:00 PM. The bid opening will occur virtually via Microsoft Teams at the same date and time at the County's office located at 222 W. Hospitality Lane, 2nd Floor, San Bernardino, California. The contract period is 260 calendar days, with work scheduled to begin around March 2026, and liquidated damages set at $2,500 per day for delays beyond the specified timeframe. Bids shall remain valid for 60 calendar days after the bid opening date.

The addendum clarifies that soffit and fascia replacement is limited to damaged areas only and confirms that San Bernardino County inspectors, rather than third-party inspectors, will oversee the project. The coating system for tanks shall consist of an epoxy primer, epoxy intermediate coat, and urethane finish coat, with specific product standards provided, and all materials must comply with applicable air quality and health regulations without containing lead, zinc, or chromium compounds. The contractor is responsible for surface preparation methods, construction water, and all means and methods of construction, with no physical containment required for the tanks. Work may proceed concurrently on multiple sites pending inspector schedule coordination. Lead and asbestos testing was scheduled for January 28, 2026, with results to follow, and all workers must be authorized to work in the United States. The bid bond must be in the county's possession by the bid date, and contractors must acknowledge receipt of this addendum by signing and submitting it with their sealed bid proposal.
