1.0 INTRODUCTION

On January 27, 2026, Certified Asbestos Consultant (#97-2295 Exp. 12/08/26) and Lead Sampling

Technician (#LRC-0139) Jay A. Yowell, with Altec Testing & Engineering, Inc. (Altec), personally collected bulk samples of suspect asbestos containing materials, and / or collected bulk lead paint samples from the areas identified by the client as Site 2A, Site 2B, 3A, 3B, 4A, 4B, W1, W3 and

RBS Tank located at various locations throughout Hesperia & Oak Hills California where no obvious fire or other structural damage was observed to the structures. The planned work is a renovation project as no structural building components will be removed. Jay A. Yowell personally collected one hundred thirty-five (135) suspect asbestos samples (including layers) and twenty-seven (27) bulk paint chip samples. The samples were securely maintained in possession of CAC

Jay A. Yowell until they could be transported and personally delivered to the laboratory for analysis on January 29, 2026.

Asbestos

The project task was to inspect, assess and sample the scope of work areas (as determined by the client) for asbestos per Mojave Desert Air Quality Management District (MDAQMD) Rule 1000 /

National Emission Standards for Hazardous Air Pollutants (NESHAPS – 40 CFR 61 Subpart M) in accordance with AHERA Part 763-Asbestos (763.86) sampling protocol with delivery of a final report in electronic pdf format following completion of the site survey and laboratory analysis. This report includes a summary of the assessment/inspection, a table of positive asbestos-containing materials (ACM) samples by standard polarized light microscopy-polarized light microscopy (PLM) analysis, a table of positive samples by 1000-point count analysis (if performed), a table of non-

ACM samples, chain of custody form, laboratory reports and inspector’s certifications.

Asbestos sample analysis was performed by the following laboratory:

The EPA Housing and Urban Development (HUD) and California Department of Public Health

(CDPH) definition of lead paint is paint or other surface coatings that contain lead equal to or exceeding 1.0 milligram per square centimeter (by XRF device) or 0.5 percent by weight or 5,000 parts per million (ppm) by weight (bulk sample analysis).

Cal/OSHA in CCR Title 8 Section 1532.1 (d)(5)(B) indicates that surface coatings or materials that contain lead at concentrations below 0.06% dry weight (or 600 ppm) do not constitute a health hazard to employees engaged in typical lead-related construction work. This means that construction work (demolition of structures, manual scraping, manual sanding and other tasks) involving materials containing lead in concentrations below 0.06% or 600 ppm can be performed without the customary employee protection measures (respiratory protection, protective clothing, clothing change areas, hand washing facilities, biological monitoring, and training), which are otherwise necessary until employee exposure monitoring shows that airborne lead concentrations are shown to be below the Cal/OSHA lead Action Level of 2 µg/m3 and/or Permissible Exposure

Limit (PEL) of 10 µg/m3.

If lead concentrations exceed 0.06% or 600 ppm in the paint/coating, contractors must assume the materials have potential for causing lead exposures above the Lead Action Level of 2 µg/m3 and must perform employee exposure assessments to determine the airborne lead concentrations before downgrading the employee’s personal protection equipment (PPE).

Cal/OSHA requires bulk paint chip sampling (with results below 0.06% or 600 ppm) and/or employee exposure assessment air sampling to determine regulatory compliance for worker protection. This information and the sampling results referenced above should be provided to the intended demolition contractor.

Key Units of Measurement used in Lead Paint-Related Evaluations

• μg (microgram): One milligram is 1000 micrograms. One gram is 1,000,000 micrograms.

• Ft2 (square foot): One square foot is equal to an area that has a length of one foot (12 inches) and a width of one foot (12 inches).

• μg/dL (microgram per deciliter): Micrograms per deciliter used to measure the level of lead in blood to establish whether intervention is needed.

• μg/ft2 (microgram per square foot): Micrograms per square feet is the measurement used to measure levels of lead in dust samples.

• mg/cm2 (microgram per square centimeter): Milligrams per square centimeter. Used to measure lead in paint using an XRF device.

• percent: Percent by weight, used for laboratory testing of paint or coatings (1 percent =

10,000 μg/gram)

• ppm (parts per million): Parts per million by weight, equivalent to gg/gram (10,000 ppm = 1 percent). Used to measure lead in paint and soil.

Lead-Safe Work Practices

• Ensure that paint removal, stabilization or cleanup work is performed by licensed contractor personnel that are experienced in handling lead-containing materials.

• Contractor must document employee exposures during work.

• Prevent unauthorized access to lead work areas using barriers (tape, fencing) and signs.

• Remove all objects from the work area, including furniture, rugs, and window coverings, or cover them with plastic sheeting with all seams and edges taped or otherwise sealed.

• Close windows and doors in the work area and close and cover all HVAC ducts opening in the work area with taped-down plastic sheeting.

• Contain dust, debris, and paint chips use plastic on floors, remove or cover furniture in the work area, and use entry doorway barriers.

• Contractor employees in the work area must wear appropriate protective clothing and equipment.

• Mist or wet down painted surfaces before disturbing paint.

• Use only HEPA filter-equipped vacuums for dust removal (no dry sweeping).

• Minimize dust and paint chips - use methods and equipment to prevent the spread of lead-contaminated dust.

• Follow good hygiene practices before leaving lead work areas to ensure lead is not transported to break areas, public spaces, vehicles or home.

• Use proper cleanup procedures that will Ensure no potential hazardous lead dust remains after work is completed, leave the lead work area safe for re-occupancy.

• Ensure that all personnel, tools, and other items, including the exteriors of containers of waste, are free of dust and debris before leaving the work area.

Prohibited Work Practices

• Open flame burning or torching

• Use of heat guns operating at or above 1,100 degrees Fahrenheit

• Dry scraping, dry sanding, dry sweeping

• Use of powered tools (without HEPA filter vacuum attachment)

Waste Handling & Disposal

• Ensure that all waste generated during this process is properly sampled and laboratory-tested for waste characterization purposes.

• Ensure waste is properly contained (wrapped and sealed with polyethylene sheeting and/or placed into steel drums with lids) to prevent release into the environment and/or human/animal exposure.

• Ensure that transportation of waste requiring disposal at a hazardous waste landfill or treatment at a specific facility is accompanied by a proper manifest and is transported by a licensed hauler.

• Maintain a record of all waste manifest and disposal records for a minimum of 3 years (10 years is recommended).

The test report shall not be reproduced except in full, without written approval of the laboratory. The report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the federal government. The Company reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.

All components not quantified as asbestos content and non-asbestos content are considered to be non-fibrous matrix components. Matrix components may include, but are not limited to, gypsum, paint, silicate minerals, vinyl, binder, calcium carbonate, tar, and foam.

Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.

‡ A "Version" indicated by -"x" after the Lab ID# with a value greater than 1 indicates a sample with amended data. The revision number is reflected by the value of "x".
