(Attachment # 1) CRYPTOCURRENCY MANAGED SERVICES CLASSES 2 thru 4
SOLICITATION NO.: 15M50024QA4400003
SUPPLIES OR SERVICES AND PRICES/COSTS
CONTINUATION OF SF1449 - BLOCK 20 - SCHEDULE OF SUPPLIES/SERVICES
1. BASIS OF AWARD
It is determined that the acquisition is a Commercial Item in accordance with FAR Part
12 - Acquisition of Commercial Products and Commercial Services.
2. SINGLE AWARD
A single Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) award will be made to the vendor that provides the best value to the Government. Proposals must be for all services outlined in the requirement. Proposals that are not for all services will be deemed incomplete. Incomplete proposals will not be considered for award.
3. FIRM-FIXED PRICE CONTRACT LINE ITEM NUMBERS
The contract Price Schedule contains firm-fixed price line items. Only items identified in the Price Schedule are payable under this contract. The firm-fixed prices are considered payment in full for all labor, profit, overhead, G&A, fringe benefits, reports, logs, postage, advertisements, printing, photographs, equipment, supplies, materials, insurance, and all other costs associated with performance of the services as specified.
4. ESTIMATED QUANTITIES
Actual quantities required under this contract are unknown. The quantities will vary according to the operational requirement of the U.S. Marshals Service. The estimated quantities that may be required under this contract are specified in the Price Schedule.
The fact that estimated quantities are not ordered does not constitute a claim for equitable adjustment.
5. FAR 22.1002-2 WAGE DETERMINATIONS BASED ON PREVAILING RATES
Contractors performing on service contracts in excess of $2,500 to which no predecessor contractor’s collective bargaining agreement applies shall pay their employees at least the wages and fringe benefits found by the Department of Labor to prevail in the locality or, in the absence of a wage determination, the minimum wage set forth in the Fair Labor
Standards Act.
6. PERIOD OF PERFORMANCE
The contract term commences on the date of award and continues for 12 calendar months from the date of award. There are four 12-month option periods that may be exercised by

the government unilaterally. The Government may extend the contract for up to six months under FAR 52.217-8.
7. MINIMUM GUARANTEE
The minimum guarantee is calculated based on 10% of the total estimated dollar amount for the Base Period or Option Period, if exercised. The minimum guaranteed dollar amount may be met by ordering from any CLIN in the designated year of the contract
(i.e. Base Year or Option Year).
8. CONTRACT MAXIMUM
The contract maximum for this effort is $72,000,000.00.
9. EVALUATION CRITERIA
The contract award will be made based upon Experience, Technical Capability/Resumes, Price, Teaming Agreement (if applicable) and Quality Contract Plan (QCP). See FAR
52.212-2 “Evaluation – Commercial Products and Commercial Services” under
Attachment 4 in the Evaluation Factors for Award section. The Experience evaluation will be conducted upon oral presentation proceedings and Power Point Presentation. Each area / section of Technical Capability/Resumes must be addressed in the Written
Proposal. A completed Price Schedule (Attachment #7) must be submitted to address the price evaluation factor. The Teaming Agreement, if applicable, will be reviewed for acceptance. The Quality Control Plan (QCP) will be reviewed for compliance.
All non-price factors, when combined, are significantly more important than price.
