About this file
This document is a construction sequencing criteria exhibit for the Brush Creek Site 15 Dam Rehabilitation project managed by the West Virginia Construction Agency (WVCA) for the Green Valley Glenwood Public Service District (PSD). The project encompasses upstream riprap berm installation, riser work, downstream embankment grading, principal spillway pipe extension, impact basin construction, toe drain installation, and auxiliary spillway (ASW) excavation with roller-compacted concrete (RCC) placement. The anticipated project schedule spans from contract award in November/December 2025 through substantial completion by December 30, 2027, with two construction seasons (March 2, 2026 through December 30, 2027). The contractor must submit a detailed Gantt construction schedule with logic, tasks, dependencies, critical path, float, resources, and costs within 21 days of contract award and prior to beginning work. Multiple work plans including the Stormwater Pollution Prevention Plan, Safety Program, Clearing and Grubbing Plan, RCC Placement Plan, and excavation plans must be submitted within specified timeframes, with approval required before work initiation. The contractor should anticipate 14-calendar day review periods for initial submissions and revisions, with no additional contract time granted for inadequate work plan reviews.
The project is constrained by water supply requirements for the PSD's treatment plant, which withdraws approximately 1.5 million gallons daily. Liquidated damages apply if all Site 15 work is not completed by December 30, 2027 (LD15A) and if upstream riprap berm installation and riser work are not completed by December 30th of the construction season (LD15B). The contractor may drain the reservoir between August 1st and December 1st for upstream work but must close the new drain gate by December 1st to allow refilling. Downstream embankment work must be completed within the same calendar year and cannot proceed during limited work periods. The contractor must accommodate a future Site 14 contractor by stockpiling 9,220 cubic yards of earthfill materials from Site 15 in a designated staging area. No tree cutting is permitted between June 1st and July 31st, and in-stream work is prohibited during fish spawning seasons (September 15–March 31 for cold-water species; April 1–June 30 for warm-water species) unless waivers are obtained by the owner. The contractor is responsible for all costs associated with amending the approved Erosion and Sediment Control Plan and NPDES permit should schedule changes be necessary.

General Notes
• The Green Valley Glenwood Public Service District (PSD) utilizes Site 15 and the reservoir immediately downstream, Site 14 as their primary water supply reservoirs.
• Typical operation of these reservoirs by the PSD includes withdrawing raw water from Site 14 from the beginning of December to the end of May and withdrawing raw water from Site 15 from the beginning of June to the end of November.
• The PSD withdraws about 1.5 million gallons daily from either Site 14 or Site 15 with the treatment plant operating about 18 hours per day (1400gpm).
• The time limits and sequencing criteria identified below are intended to maintain water supply with typical weather and inflow conditions.
• Liquidated damages noted below are based on the completion of contracted work activities and are not based on reservoir pool levels or refilling durations. (i.e. the contractor is responsible for completing the work items necessary to allow refilling of the reservoir to begin, but is not responsible if the duration of refilling is delayed due to drought).
• The construction sequencing shown in the erosion and sediment (E&S) control plan is provided as the basis of design and was used to obtain the projects NPDES permit. If the contractor’s construction schedule and erosion and sediment control plan differ from the basis of design and NPDES permit, the contractor shall request a contract modification from the Contracting Officer, provide the amended E&S sequence and plan changes, and assist the owner with obtaining an amendment to the NPDES permit as necessary. The contractor is responsible for all costs associated with amending the approved E&S Plan, construction sequence, and NPDES permit.
• Work Plans - Contractors must prepare, submit, and receive approval of all work plans, product and material submittals, and shop drawings outlined in the contract documents prior to initiation of work or ordering materials included in the submittals. The contractor should plan for a 14-calendar day review of the initial submission, time for contractor revision & resubmission, & a 14-calendar day review of the revision. Additional revisions & reviews will be required as needed until approval. No additional contract time or delays will
BC15 Construction Sequencing Criteria_v4.pdf Page 2 of 5 be incurred for additional reviews and revisions of inadequate work plans. A summary of the work plans to be submitted is included in attachment 2.
• Preconstruction activities include any work necessary to prepare for construction such as developing, submitting, and approval of the construction schedule, work plans, shop drawings, and product submittals. The contractor is also permitted to setup office trailers, quality control testing facilities, associated utilities, and order and delivery of construction materials and other supplies during the preconstruction activities period once the respective work plans have been approved.
Time Limits
• All project work shall be substantially complete by December 30, 2027.
o Liquidated Damages (LD15A) – If all Site 15 work is not completed by December 30, 2027, liquidated damages may be enforced.
o A winter shutdown is not required for the project, however contractors should anticipate that winter weather conditions will impact the ability to perform work activities. Refer to the solicitation for the limited work period timeframe. The contractor must notify the Contracting Officer and seek approval for any work activities they plan to complete during the limited work period. The specifications and quality control requirements will be strictly adhered to and may limit the work that can be performed during the limited work period.
• Upstream riprap berm installation and riser work o The contractor may drain the reservoir starting August 1st of the construction season indicated by the construction contractor, per the approved schedule.
o The reservoir drain gate may remain open from August 1st to December 1st of the same year.
o The new reservoir drain gate shall be closed on or before December 1st to begin refilling the reservoir.
o In December, water supply gate II at elevation 2454.47 may remain open.
o All gates must be closed by December 30th to facilitate complete refilling the reservoir to normal pool elevation.
o Reservoir draining and all upstream riprap berm installation and riser work shall be completed between August and December 30th of the same year. The reservoir may be drained once during the contract.
o The contractor is permitted to work multiple shifts to complete the upstream berm work within the specified time period.
o Liquidated Damages (LD15B) – If the Site 15 reservoir draining, upstream riprap berm installation, and riser work is not completed by December 30th of the season in which the work is being performed, liquidated damages may be enforced.
• Downstream Embankment work o To support the Impact Basin and PSW conduit extension work, the reservoir may be lowered up to 10' from normal pool elevation per CS11. The contractor is encouraged to lower the reservoir only by the amount and duration necessary to perform the work.
o Lowering the reservoir for this purpose shall be limited to a duration of 3-months.
o This applies if the Impact basin and PSW conduit extension work is not completed during the period when the Site 15 reservoir is drained for the upstream riprap berm installation and riser work from August to December.

Water Supply
• The Site 15 pool can be lowered and drained for specific construction purposes in accordance with Construction Specification 11 and the time limits noted above.
o The contractor shall maintain normal pool level when possible and only lower the amount necessary for construction to maintain the maximum available water supply.
o The Site 15 pool can be drained only to perform the upstream riprap berm installation and riser work.
• The contractors schedule should include time in the construction schedule for draining the reservoir.
o Time for draining the reservoir should be consistent with the contractor’s stream diversion and dewatering plan. The maximum drawdown rate shall be 1’ in pool elevation per day.
o The reservoir stage storage data is included in attachment 3.
Dam Safety - construction must always maintain an adequate level of dam safety. The criteria below are divided into upstream, downstream, and ASW work areas. These areas are depicted on the work area illustration at the end of this section. The upstream embankment work is considered work upstream of the dam centerline, which would include upstream embankment grading, riser work, embankment upstream stability berm, and wave protection work. The downstream embankment work would include downstream embankment grading, PSW pipe extension, impact basin construction, and toe drain installation. The ASW work includes excavation, RCC placement, and backfill within the auxiliary spillway areas.
• During Site 15 Upstream Embankment work:
o The pool must be drained per CS11 to perform the upstream riprap berm installation and riser work.
o See the Time Limits section above for Site 15 draining requirements.
o The Site 15 ASW shall not be excavated.
• During Site 15 Downstream Embankment work:
o The reservoir pool shall be operated at normal pool level (all gates closed), but may be lowered up to 10-feet from below the normal pool elevation to support the Impact Basin and PSW conduit extension work, per CS11 and the time limits noted above.
o The Site 15 ASW shall not be excavated.
o All downstream embankment work shall be completed within the same calendar year. Open excavations in the downstream embankments are not permitted during the limited work period. All embankment work needs to be completed, backfilled, and stabilized prior to December.
o The contractor should consider performing the downstream embankment work in the same construction season as the upstream embankment work to take advantage of the pool being drained during a portion of this season.
• During Site 15 ASW work:
o The reservoir may not be lowered or dewatered to support this work.
o The Site 15 embankment shall be in its original or proposed condition and shall not be modified during ASW work.
o The ASW shall not be excavated during the limited work period.

Considerations
• Site 14 is designed with imported fill from Site 15. The contractor shall stockpile 9,220 cy of
Earthfill materials, in accordance with CS 23, 10., A., 3), in the Site 15 staging area accessible from the public roadway for use by a future Site 14 contractor. The proposed stockpile location shall be shown on the contractor’s Staging and Stockpiling Plan. This stockpile shall be permanently stabilized in accordance with Construction Specification 6 – Seeding, Sprigging, and Mulching.
• Supplemental Pumping may be performed by the PSD to facilitate water supply and/or reservoir refilling. The anticipated pumping location and pipeline route is shown on the work area illustration, see attachment 1. The contractor shall accommodate and protect the pipeline route through the Site 15 work area. The PSD is responsible for all supplemental pumping work.
• No tree cutting shall be performed between June 1st and July 31st at Site 15.
• WVDNR Right of Entry Permit does not allow in-stream work to be performed during the cold-water fish spawning season (September 15-March 31) and warm-water fish spawning season (April 1 – June 30). Spawning waivers may be obtained from the WVDNR Environmental Coordination Unit. The owner will obtain a waiver for Site 15 once the contractor’s schedule is approved.
• The WVCA Contracting Officer can authorize adjustments to the requirements in this document to facilitate dam safety or water supply needs of the project.
• WVCA Contracting Officer approval is required for all contractor-imposed reservoir changes in pool level or gate operation.
• Regarding restoration of Staging Areas that have been regraded for the contractor’s operations. Following removal of any temporary geotextile, crushed stone, or other aggregate surfacing, staging areas that were graded to suit the contractor’s operations shall be restored to approximate original conditions/slopes prior to restoration with topsoil, seed, and mulch. The contractor shall include initial ground surveys for staging areas before excavation commences, reference CS 8.
• At Site 15 to facilitate access from the proposed RCC staging area (downstream left side) to the upstream portion of the ASW, a temporary access road could be proposed by the contractor as a part of their Staging and Stockpiling Plan (refer to CS8). Any changes to the limits of disturbance would require a contract modification to be issued by the Contracting Officer and the contractor would be responsible to work with sponsors to obtain an amendment to any appliable permitting impacted by the modification such as the NPDES permit or Army Corp of Engineers permit. The contractor would also be responsible for all work and costs to permit, install, remove, and restore any additional disturbed areas to original or better conditions.
• At Site 15 to facilitate access to the upstream slope stability berm, installation of a temporary access road could be proposed on the dam’s embankment by the contractor as a part of their Staging and Stockpiling Plan (refer to CS8). The contractor must verify that any work associated with installation of an access road does not extend into or cause damage below the planned embankment excavation limits; no embankment excavation will be permitted in the installation of temporary access roads.
