RESPONSE

1 Can we request a pre-bid meeting to review the bid requirements and pricing sheet. In doing so; would like to request an extension in the bid due date? A pre-bid meeting is not required for this solicitation.

Is the mob and demob a separate lump sum fee or a one time daily fee.

For example, if I want to charge $10 for mobilization and $10 for demobilization do I put $10 in the bid sheet or do I put $20 ?

Mob and demob is a one time daily fee.

The unit price is the sum of mob and demob.

A value of $20 is correct for the given example.

In previous bids; there were height requirements for the vac trucks which required specialized fabrication of the tanks. Are these height requirements for the vac truck that clean out the bus facilities still required?

There are no height requirements for WMATA's currently active bus facilities.

4 Are all hand tools and PPE to be incorporated in the labor rates? Costs of hand tools and PPE may be incorporated in vehicle or equipment rates.

5 Can contractor charge for Badging time and for the cost of backgrounds?

WMATA does not request processing fees for Badging (exception if the badge is lost).

All and any additional costs (including certificate of insurance) incurred by the contractor should be factored into your bid pricing.

Does WMATA have an area to store the street sweepings in? How is the contractor to handle the sweepings once they have completed their sweeping? Sweepings are typically contaminated with total petroleum hydrocarbons and should be sampled and analyzed prior to disposal

Bidder is expected to furnish suitable container(s) to properly store sweepings prior to transport and disposal. Temporary storage at a facility will require coordination through the COTR.

7 Average # of hours per month that a sweeper will be used?

This can be estimated by analysis of the estimated annual quantities for Line Items I- 21 and I-22. Monthly useage will be dependent on WMATA operational requirements.

Item # 23 and 24 as well as L-83 and 84, is the Supervisor vehicle a standard pick-up ?

There is no specified vehicle type for these line items.

9 Is Item # 27 and 28 a standard pick-up truck for the chemist or a small box truck ? There is no specified vehicle type for these line items.

Section 1 Part B, all of these waste streams require some type of truck to pump which we will get paid a mob/demob for and an hourly rate onsite. I assume that we have to cover all travel to the waste disposal facilities and off-loading time into these disposal rates?

Yes.

IFB #CQ19261

NON-HAZARDOUS REGULATED WASTE (LIQUIDS & SOLIDS) - IDIQ

WMATA Page 1 of 3 AMENDMENT #3 [IFB: CQ19261]

Section 1 Part B- can line items 41-45 unit of measure be changed to per ton as CY measurement can be subjective and all facilities accept waste on a per ton basis.

Units of measure will remain unchanged.

In Section 1 Part B- please elaborate what the difference is in the second column for REMOVAL or DISPOSAL?

The terms are used interchangeably. Both terms include removal and disposal of a waste. See revised Price Schedule Sheet.

In Part 1 (C) 46-50, is this waste all containerized and just needs transportation and disposal?

Yes.

Part 1 (D) can you elaborate on what you expect for this line item; it says removal and disposal of cartridges; is this from the system their in. Or is this from the filter itself? These would be pumped into vactors for disposal?

Part I (D) line items are intended to cover transportation and disposal of individual cartridges that have been removed from a stormfilter structure. Use of a vactor is not anticipated for these line items.

Part 1, Section II, item # 71- I assume contractor is getting paid a mob, demob and onsite time ? This line item only covers the disposal correct ? Same for # 72

Correct. These line items cover the cost of transportation and disposal.

Part 1, Section II items 73-76, assume these items are package by others and this line items are for transportation and disposal of the drums ? Can we get a separate line item for transportation per drum ?

Yes. Part I Items 73-76 are intended to cover transportation and disposal of the containerized wastes. There will be no separate line item for transportation per drum.

Item J-41- to clean the storm filters, a contractor may need a CSE crew, an air mover, crane truck and several other pieces of equipment. This can’t be bid as a price per unit unless we clearly know how many are going to be done in a day.

Are we getting paid for all the trucks under Part 1 for this service? Need clear scope of work here or needs to be done on an hourly rate with a mob/demobe fee.

This line item is per filter cartridge regardless of size (12-inch to 30-inch cartridges).

It is expected that contractor would invoice labor and other equipment in accordance with their appropriate line items.

Part 1 Section E- Aboveground ground storage tank work. Assume all of these items are accessible to large truck and all electrical, piping, etc disconnected by others. Cleaning to be performed under other unit rates in contract?

Correct.

Part II Section 1 (Analytical testing) in item l-3, should that include the TCLP RCRA 8 metals ?

Correct. Line item has been added to revised Price Schedule Sheet.

Part II, section K (Roll-offs and Frac tanks) items K-54 thru k-57, typically 25 CY boxes are standard for regulated waste hauling; not 10 cy or 30 cy.

Acknowledged. Referenced container sizes will not be changed.

Same section item # 62, is this price to incode labor and all trucks? Are we to assume vac truck or air mover ? How much waste is left in tanks, etc. Obviously a tank with 2 ft of material in tank will take longer than a tank with 2” of product left in tank. Need this qualified.

Unit price should include all labor, equipment and materials to perform a final cleaning of a frac tank prior to transport from a WMATA facility. It can be assumed that prior tank contents have been removed.

22 Who currentley has this contract? Question is not relevant to this solicitation.

23 May we have a copy of the bid tabs form the last contract? Question is not relevant to this solicitation.

24 Is there a bidders/vendors list? This is an open solicitation to to qualified bidders.

25 What time parameter are the estimated quantities based on, 1 year or 5 years? One (1) year.

Are all drums 55 gallons? What is the average number of drums picked up at located when requested?

Drums are 55-gallon capacity for this solicitation.

What is the average number of gallons picked up at a time when it relates to liquid?

The requested information is dependent on WMATA's ongoing operations; therefore, an average cannot be provided.

WMATA Page 2 of 3 AMENDMENT #3 [IFB: CQ19261]

Will there be traffic control required for any part of this contract? And if so, at what locations?

Traffic control and associated costs will be negotiated as required, when required.

Can you please send us your hazardous generator reports during the period of the last contract?

Reports will be made available to the successful bidder after contract award.

30 What is the purpose of the auto-crane?

The intended purpose of the auto-crane is to allow for the lifting of spent stormfilter cartridge filter out of a stormwater pretreatment structure, for the lowering of new stormfilter cartridge filters into a stormwater pretreatment structures, or for lifting of other items/equipment that are within the lifting capacity of the crane.

31 What is the purpose of the street cleaning?

To minimize the amount of sediment/solids entering storm drains from paved surfaces.

32 Who was the street cleaning company that was in the previous contract? Question is not relevant to this solicitation.

33 What is the distant that the street sweeper would need to clean?

The line item for the street sweeper on-site time is set as a per hour cost that would be based on a nominal operating speed.

You are requesting both lump sum and hourly bid items, are we required to give both or one or the other?

Both. Price Schedule Sheet should be completed in its entirety.

Regarding the street cleaner bid item 50 LS, how much time is anticipated for each event?

The intended duration of an event is one day.

36 Are the waste tanks registered? Tanks do not require registration.

37 Do the tank removals need to be reported to the state? WMATA retains responsibility for notifications to appropriate jurisdictions.

Is there a specific part number for each size storm filter utilized, if so, can you please give us the number for pricing purposes, how many will need changed of each size and how often do they need changed per year?

Cartridge size and media type should be sufficient for bidding purposes. Estimated quantities are provided in the Price Schedule Sheet. Changeout of cartridges is based on WMATA's operational requirements.

How are oily water and sludges handled ? Does contractor provide 2 trucks ?

One for liquids and one for sludges ?

Method(s) for collection and quantification of oily water and oily sludges to be determined by bidder. Quantification of each wastestream will be necessary when invoicing a completed task for payment.

Training certs we received through Contech to maintain the storm filters properly. During the training; I asked if the filter media can be changed out onsite or if the cartridge should be changed out. The manufacturer CONTECH specifically told us that they can’t be filled in the field due to uncontrolled settings and not being properly filled. Filling in the field is not allowed by the mfg and will void any warranty on the unit.

Bidder is responsible for providing unit pricing for Item J-41.
