About this file

This is a Combined Synopsis and Request for Quotation (RFQ) for the establishment of a Blanket Purchase Agreement (BPA) to procure Cognitive Processing Therapy (CPT) trainer services. The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 1, is soliciting quotations from small businesses for licensed trainers to conduct CPT case consultations. The requirement is set-aside for small businesses under NAICS code 621330 (services of psychologists) with a size standard of $9 million, and the Product Service Code is AN41. This is a five-year BPA with performance beginning at the Boston VA Medical Center, 150 S Huntington Avenue, Boston, MA 02130. Quotations must be submitted by August 27, 2026, at 9:00 AM EST to sebastian.freeze@va.gov, with questions accepted until August 20, 2026, at 4:30 PM EST.

The evaluation will be based on three primary factors: Price (line item pricing for hourly rate services), Technical capability (proof of clinical and behavioral psychology licensing, quality control plan, and specifications compliance per the Performance Work Statement), and Past Performance (three references for equivalent work completed within the past ten years). Contractors must be registered in SAM.gov, SBA's VetCert database for veteran-owned small business verification, and vendorized through VA Form 10091 prior to award. The Performance Work Statement outlines that contractors will conduct one to two weekly one-hour case consultation calls with CPT clinicians, advise on development and implementation of CPT protocol modifications for four clinical trials, conduct fidelity reviews of 10-15% of study recordings using standardized rating systems, and attend quarterly staff meetings. All contractor personnel will require a Tier 1/Low Risk background investigation designation and must comply with VA records management, information security, and personnel vetting requirements, including completion of VA-provided records management training.

PERFORMANCE WORK STATEMENT

COGNITIVE PROCESSING THERAPY (CPT) TRAINER Services Background:

The purpose of this BPA and the aim of several WHSD VA funded randomized controlled trials is to investigate the efficacy of modifications to the evidence-based psychotherapy, Cognitive Processing Therapy (CPT). These advances include: 1.) Trial 1: adding a Case Formulated approach to specifically target psychosocial functioning in PTSD; 2.) Trial 2: integrating memory support skills in CPT to enhance learning and recall of therapy materials; 3.) Trial 3: integrating patient communication strategies into CPT to increase engagement and reduce premature attrition, and 4.) Trial 4: enhancing CPT to broaden the scope of care options for complex patients. Expert support by researchers/clinicians in the field is critical for 1.) material development, 2.) specialized case consultation that is provided to study staff and practitioners on the 4 trials, and 3.) provision of independent, expert fidelity ratings to address adherence and competence to the intervention. Expert treatment developers’ input on material development on therapy enhancements under investigation in clinical trials will increase the likelihood that the enhancements are theoretically consistent with the core manual. Including case consultation by experts in the field in both the experimental and active control conditions will also equate the conditions, ensuring that any observed effects are due to intervention differences, not the presence of supervision in one group. Expert national researcher/clinicians of CPT with 10 or more years of experience in conducting CPT reviews on clinical trials will provide this service. These experts will also conduct fidelity reviews of clinical practice in each trial in order to ensure that the deliverance of therapy is adherent to the treatment model and delivered competently. As national experts in the administration of the therapy (CPT) and the conductance of clinical trials, the experts will be consulting on the implementation of the treatment protocol and offering expertise regarding parameters around the modification to CPT.

This procurement requires not solely the expertise of licensed clinical & behavioral psychologists, but also those that have the knowledge and experience to enhance the development of the evidence-based practices currently implemented in VA in these randomized control trials. These national experts’ services are performed in support of a research program. All activities are conducted to meet research objectives and standards.

Unfortunately, this specialized research and treatment development expertise is not widely available within the VA; therefore, due to the limited number of personnel with appropriate training, investigators must engage qualified experts from outside the VA. For the purpose of continuity/efficiency and long-term success of this program, the WHSD would like to maintain the current service delivery in the form of a blanket purchase agreement.

Scope of Work:

Guidance on the development of the therapy modifications being tested in the clinical trials as well as the final product developed for dissemination in the field.

Therapist case reviews for both the experimental and control therapy conditions to providers and/or study staff.

Expert conductance of fidelity reviews to ensure quality control and adherence and competence of the delivery of the study protocols.

Contractors will contribute to ensuring treatment differentiation between study conditions while maintaining fidelity within each condition, a requirement unique to randomized controlled trial design.

Experts will be responsible for the following specific tasks.

Specific Tasks:

1.) Lead one to two one-hour calls weekly in accordance with study guidelines.

2.) Advise on the development of the novel enhancements to and implementation of the study protocol funder investigation. Expert advice is sought from PIs to ensure development of novel interventions that are consistent with theoretical principles underlying the core treatment protocol.

3.) Conduct fidelity reviews. Apply standardized fidelity rating systems to recorded or observed sessions, including scoring, documentation, and feedback consistent with research protocol requirements. The number of fidelity reviews depends on the study but is typically 10-15% of total study tapes.

4.) Attend staff meetings as needed. The need is estimated to be once per quarter or less.

Deliverables:

To conduct CPT case review calls (one to two one-hour calls weekly to participating CPT clinicians, recommend modifications; attend provider trainings; advise on the implementation of the CPT protocol; and attend staff meetings as needed.

Deliver fidelity rating reports that include standardized scoring, narrative feedback, and documentation suitable for research audit and quality assurance purposes.

Period of performance: One year for each trainer; plus additional years under the BPA.

The A&A requirements do not apply and a Security Accreditation Package is not required.
