This is a Questions and Answers document for a Blanket Purchase Agreement (BPA) solicitation for Certified Phlebotomy Technician (CPT) trainers issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1. The document contains clarifications and responses to vendor inquiries regarding solicitation number 36C24126Q0687, which is set aside for small businesses under NAICS code 621330 (with a $9 million size standard) and PSC code AN41. This RFQ for commercial items is being conducted in accordance with FAR subpart 12.6, and the document serves to address questions submitted by prospective offerors regarding requirements, evaluation criteria, and administrative procedures prior to quote submission.

The Q&A document provides essential guidance for vendors seeking to participate in this procurement. Prospective offerors must be registered in SAM.gov and VetCert databases and must complete VA Form 10091 for vendorization at https://www.cep.fsc.va.gov/. For vendors claiming small business status under the Veteran's First Contracting Program, SBA verification is required in accordance with Public Law 109-461 and 38 USC 8127. The document emphasizes that offerors are responsible for monitoring SAM.gov for any amendments to the solicitation and that all FAR provisions and clauses are effective through Federal Acquisition Circular 2025-06.

CPT BPA Questions

1. Place of Performance/Remote Performance: The solicitation identifies the Boston VA Medical Center as the place of performance, while the primary recurring deliverables include CPT case consultation calls and fidelity reviews. Is continuous on-site performance in Boston required for the trainers, or may these services be performed primarily remotely, with in-person attendance provided when required for trainings, meetings, or other specific activities? On-site performance in Boston is not required for the trainers. There is the option to perform duties in host city and participate in meetings remotely.

2. Past Performance: For the requirement to provide three references for the same or equivalent performance completed within the past ten years, must the references reflect past performance of the offeror itself, or may the offeror submit relevant past performance attributable to proposed key personnel/trainers who will perform under the BPA? The three references can reflect work of the offeror or work that the proposed key personnel performed. However, the preference is for references of past performance to be for individual personnel experience.

3. Ten-Year CPT Clinical Trial Review Experience: The PWS states that expert national researchers/clinicians of CPT with 10 or more years of experience conducting CPT reviews on clinical trials will provide the services. Must each individual who leads weekly case consultation calls and/or conducts fidelity reviews independently possess 10 or more years of this experience, or may the requirement be satisfied through a team structure in which a 10+ year CPT expert provides oversight, review, and approval while other qualified personnel perform portions of the day-to-day consultation or fidelity-review activities?

For this service, expert national researcher/clinician must have 10+ years of experience conducting CPT consultation and reviews. The requirement cannot be satisfied by the provision of oversight of others who perform the tasks. The expert must perform these tasks.

a. Follow-up: If the 10+ year experience requirement may be satisfied through a team structure, are any specific PWS tasks required to be performed personally by the 10+ year expert—for example, applying the standardized fidelity rating system and scoring sessions—or may those responsibilities be shared with other qualified personnel subject to the expert's oversight and approval?

No. The task must be performed by the expert.

4. Clinical and Behavioral Psychology Licensure: The solicitation requires proof of clinical and behavioral psychology licensing. Please clarify the specific licensure required to satisfy this requirement, including whether each proposed CPT trainer must individually hold the required license, whether licensure in any U.S. jurisdiction is acceptable, and whether this requirement may be satisfied by proposed key personnel or subcontractors.

The CPT trainer must hold a clinical psychology license and that license can be from any U.S. state or jurisdiction. The requirement must be satisfied by the expert.

5. National CPT Expert Qualification: The PWS identifies the required personnel as “expert national researcher/clinicians of CPT” and “national experts.” Please clarify whether the Government has specific minimum qualifications or documentation requirements for demonstrating status as a national CPT expert beyond the stated 10+ years of experience conducting CPT reviews on clinical trials.

The minimum qualification is a licensed clinical psychologist with multiple years of experience providing training on CPT, as well as demonstrated experience delivering CPT in clinical practice. Experience can be demonstrated by submitting a curriculum vitae for the personnel the vendor has selected to perform the service.

6. Same or Equivalent Past Performance: For purposes of the past performance requirement, must the three references specifically involve CPT case consultation and/or fidelity reviews for clinical trials, or may references involving comparable behavioral-health clinical research, treatment-protocol consultation, fidelity review, or similar services be considered “same or equivalent performance”?

Yes, references involving comparable behavioral-health clinical research, treatment-protocol consultation, fidelity review, or similar services will be considered “same or equivalent performance.”

7. Pre-Existing and Independently Developed Materials: If the contractor uses or references materials that were developed prior to award, or develops materials independently and outside the scope of this BPA, will the contractor retain its existing rights in those materials? If so, what identification, marking, disclosure, or other steps are required before or during contract performance to distinguish such materials from data and deliverables produced under the BPA and preserve the contractor’s rights?

The contractor will use publicly available materials and will not develop new materials independently to accomplish tasks associated with this BPA.

8. Psychology Licensure Requirement: The Technical evaluation criteria state that the Contractor shall provide proof of clinical and behavioral psychology licensing. Please clarify whether each individual performing CPT case consultation and fidelity review services must be a licensed psychologist, or whether the requirement may be satisfied through appropriately licensed key personnel responsible for the clinical components of the work. The individual performing CPT case consultation and fidelity review services must be a licensed psychologist.

9. Apparent Coding Requirement: Under the Past Performance evaluation criteria, the solicitation states: “Demonstrated ability to perform outpatient and ancillary coding using encoder products and electronic health record systems, with the capability to meet required accuracy and turnaround standards. “This requirement does not appear to correspond to the CPT Trainer Performance Work Statement. Please confirm whether this criterion is applicable to this procurement. If not, will the Government remove or disregard this criterion for purposes of quotation evaluation? This was a mistake and should not have been on this solicitation. Please find the updated past performance criteria below for 4. ADDENDUM to FAR 52.212-2 EVALUATION- COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEVIATION AUG 2025):

Past Performance:

a Provide three (3) references of work, similar in scope and size with the requirement detailed in the performance work statement completed within the past ten (10) years. Refer to Past Performance Sheet in section D. References must include contact information, brief description of the work completed, and contract # (if relevant). References may be checked by the Contracting Officer to ensure compliance with prior requirements, responded to issues and performed in accordance with the PWS.

b Past performance information may also be obtained from other sources available to the Government to include, but not limited to, contracting officer’s knowledge of and previous experience with the supply or service being acquired; Customer surveys, and past performance questionnaire replies; Contractor Performance Assessment Reporting System (CPARS); or any other reasonable basis.

10. BPA Staffing: Please clarify whether offerors are expected to identify and submit qualifications for all CPT trainers/experts anticipated to perform during the five-year BPA period. Only the personnel proposed for the initial period/task requirements is required at this time.

11. Estimated Level of Effort: The PWS identifies one to two one-hour case consultation calls per week, fidelity reviews generally covering 10–15% of study tapes, and staff meetings approximately quarterly or less. For purposes of developing comparable pricing, can the Government provide its estimated annual number of labor hours, number of CPT clinicians requiring consultation, and/or estimated number of fidelity reviews anticipated per trainer?

It is estimated that the expert will provide approximately 80 labor hours annually including providing consultation to approximately 30 clinicians (consultation is conducted in weekly groups), and approximately 35 fidelity reviews.

12. Pricing Structure: CLIN 0001 requests an hourly price for licensed trainers conducting CPT case consultation, while the PWS also includes material/protocol development, fidelity reviews, provider training, and staff meetings. Please confirm whether the proposed hourly rate under CLIN 0001 is intended to apply to all services identified in the PWS, including case consultation, fidelity reviews, protocol/material development, training, and meetings. Yes. The hourly rate under CLIN 0001 is intended to apply to all services identified.

13. Five-Year BPA Pricing: Please clarify whether offerors should provide a single hourly rate applicable throughout the BPA period or separate hourly rates for each BPA year. This would be a single rate for every BPA year.

14. Number of BPA Awards: Please clarify whether the Government anticipates establishing the BPA with one contractor or multiple contractors/qualified sources. This is intended to be a multiple-award BPA with several qualified contractors.

15. Quote Submission Deadline: The Combined Synopsis/Solicitation Notice identifies a response deadline of August 27, 2026, at 9:30 AM Eastern Time, while the detailed solicitation states that responses must be received no later than August 27, 2026, at 9:00 AM EST. Please confirm the official quotation submission deadline and time. The submission deadline is now September 9th at 9:30 EST.

16. Incumbent: Is there an incumbent? If so, will there be an allowable transition? No incumbent.

17. Contract type: Would the government be open to a firm fixed price with a maximum number of hours/specific deliverables? No

18. Quote guidelines: Please confirm whether the Government has established any page limitations, formatting requirements, or required organizational structure for the quotation beyond the Price, Technical, and Past Performance submission requirements identified in FAR 52.212-1 and the solicitation. There are no additional formatting/organizational requirements besides those outlined in FAR 52.212-1.

19. Quote due date extension: Given that questions are due one week prior to the quotation submission deadline, would the Government consider extending the quotation due date to provide offerors with sufficient time to review and incorporate the Government’s responses to questions and any resulting amendments? The submission deadline is now September 9th at 9:30 EST.
