About this file

This document is an Emergency Purchase Extension Approval from the State of Illinois Chief Procurement Office for General Services. It details the extension of an emergency contract with Polar Leasing Company, Inc. to provide two portable freezer/cooler units for the Stateville Correctional Center under the Illinois Department of Corrections. The original emergency contract was for a three-month term from January 15 to April 14, 2024, and this extension will extend the term an additional three months from April 15 to July 14, 2024. The extension is needed because the existing freezers/coolers at the facility were not maintaining proper temperatures, which is critical for the 24/7 food services operations.

The original emergency contract was for an estimated $16,344. The extension will also be for an estimated $16,344. Due to the specialized nature of the equipment, this procurement did not include Businesses Enterprise Program (BEP) participation. A competitive procurement process is not currently underway, as the facility's kitchen is planned to be remodeled under a Capital Development Board project in the near future. Denying the extension would result in the loss of perishable foods and disrupt the ability to prepare and serve meals to the incarcerated individuals in a timely manner.
