TO ALL OFFERORS:

You are invited to submit a proposal in accordance with the requirements of the attached solicitation 75FCMC21R0041 entitled "Contact Center Training and Content (CTC)”. Note:

This is a total small business set-aside. The NAICS code applicable to this procurement is

541611 (Administrative Management and General Management Consulting Services).

Potential offerors are advised to review all sections of the solicitation. In particular, the

Government draws your attention to the following key sections of the document:

Section C Description/Specifications/Statement of Work

Section H.1 Conflict of Interest

Section L Instructions, Conditions, and Notices to Offerors (including all relevant information for submission of written questions and proposals)

Section M Evaluation Factors for Award

Your Phase 1 proposal must be received no later than 11:59PM EST on November 19, 2021.

Proposals received after the specified date and time will be handled in accordance with FAR

52.215-1 (Instructions to Offerors – Competitive Acquisition - Jan 2017).

Questions concerning the solicitation shall be submitted no later than 11:59PM EST on October

20, 2021 (See Section L.7 of the solicitation for further details).

If it is your intent to submit a Phase 1 proposal, we request that your intent be submitted no later than 10:00am EST on November 10, 2021 (see Section L.8 of the solicitation for further details). This is requested for planning purposes only and is not binding. Failure to submit a

Proposal Intent response will not preclude you from submitting a Phase 1 proposal.

Note: Based on Executive Order 14042 signed by the President on September 9, 2021 and published in the Federal Register at 86 FR 50985 on September 14, 2021, FAR 52.223-99

“Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (OCT 2021)

(Deviation)” has been included in Section I.9 of the solicitation.

The solicitation does not commit the Government to pay any cost for the preparation and submission of a proposal. In addition, the Contracting Officer is the only individual who can legally commit the Government to the expenditures of public funds in connection with the proposed procurement. NOTE: This procurement is currently subject to the availability of funds
