CORRECTED FINAL DESIGN NARRATIVE

I. BACKGROUND INFORAMTION

A. INTRODUCTION: Architect-Engineer (A-E) services are required to complete detailed design for the demolition of old Jet Blast Deflectors (JBD), construction, and installation of new JBDs to accommodate F-35 Lightning II aircraft. Scope and requirements determination, dimension, as well as design consideration has been investigated by the A-E to provide the appropriate size and configuration to satisfy aircraft taxiing, parking, and jet blast requirements. The project location is Naval Air Station Fort Worth Joint Reserve Base, TX.

As per the contract, a concept design report and plans are to be submitted for review on or before

October 27, 2023. The concept submittal is based on information from the JBDs feasibility design report dated December 16, 2022, on broad guidance from NAS JRB staff, review of the UFCs, and other furnished material. Additionally, the concept design incorporates additional information collected during the site investigation of October 17, 2023.

The concept plan for the JBD project consists of the following:

a) Survey of existing facilities – Parts of the topographic survey completed as part of the F-35 Apron and Sunshade design are incorporated in the concept plans for the JBDs.

b) A geotechnical report will be prepared and submitted. Actual field coring is to take place tentatively on October 27, 2023.

The project includes the following general items:

a) Demolish the existing JBDs.

b) Complete removal of the materials, cutting off the anchor bolts at the apron surface, grinding the anchor to provide a smooth surface, and preparation of the site for the new blast deflector including foundations where necessary.

c) Design jet blast deflectors rated for the F-35A Lightning II.

d) The jet blast deflectors shall be sized, located, and designed to protect the facilities, equipment, and personnel around the F-35A sunshades and operations area.

e) The blast deflector shall be a Facility permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements; UFC 1- 200- 02; UFC 3-260-01, Airport and Heliport Design.

f) Replace flexible pavements and reconfigure concrete pavements to accommodate JBD installation.

g) Recommend a construction performance period for the complete project together with a project cost estimate with Corrected Final submittal.

Applicable Standards, Manuals, and Pamphlets include Local, State, National, and DOD standards which apply, including but not limited to: UFC, NFPA, NFC, ANSI, OSHA, ASTM, NEC, ICC, etc.

a) This project shall comply with DoD antiterrorism/force protection requirements per UFC 4-010-01.

b) The JBD must comply with UFC 3-260-1, Section 7, Jet Blast Effects.

c) UFC 3-260-1, Section 8, Jet Blast Deflector.

d) AFMAN 32-1084, Paragraph 2.1.17, Jet Blast Deflector, and

e) Engineering Technical Letter (ETL) 07-3; Jet Engine Thrust Standoff Requirements for Airfield Asphalt Edge Pavements.

II. JBDs PROJECT DESCRIPTION

The JBD project demolishes the existing blast deflectors as shown in Pictures 1, 2, and 3. The demolition includes removal of the materials, removal of the existing concrete and/or asphalt under the existing JBD, and preparation of the site for the new JBDs.

The Corrected Final plans are based on aircraft not being present on the construction site. The concept plan provides for two phases for the project. During the site visit it was mentioned that there may not be any aircraft on the site during the JBD project and, this was verified during the concept submittal phase. The following sheets have been revised:

a) Sheet GI002 is revised to show that the construction traffic will only use the Doolittle Gate.

b) Sheet CI101 is revised to show two phases without the aircraft being present. Sheet CI102 has been deleted.

Sheet C502 has been revised.

In general, the work will include:

• A construction fence with a gate has been added so access to Building 1643 is not blocked.

• Based on comments received, the F-16s will not be present and they will not need to be relocated during construction.

• The existing 3” asphalt over the 5” of concrete along the east JB area does not need to be removed and replaced, but based on comments received the asphalt over concrete will be replace with 8” of concrete.

• Per the final geotechnical investigations, the pavement under the existing north

JBDs will be removed and replaced to provide the thickness for the new JBDs.

• Taxiway Alpha will not be closed during construction.

• The existing security fence west of the new F-35A facility is reconfigured during another project – not included in the JBDs project. Picture 4.

• Obstruction lights on the new JBDs will not be required as directed by NAS JRB staff.

This is based on email dated August 29, 2023, which stated, “The government along with local Airfield management doesn’t see justification for obstruction lights for

JBDs, and we request removing the obstruction lights from the design.”

• South of Building 1655 there will be an additional opening in the blast deflectors to provide access to the ramp. Two ramps will be required to drop the 12” to 15” from the apron down to the concrete pavement south of building 1655.

• Jet Blast Warning Signs will be installed at each entry point and at the wash rack, fuel stand, and LOX shelter-10 signs.
