About this file
This file is a Questions and Answers (Q&A) document for a Transportation Security Administration (TSA) solicitation for Spotters Kits (Solicitation Number 70T05025Q6116N001). The document contains four vendor questions and corresponding government responses addressing specific technical requirements, including night vision device specifications, equipment packaging, and mount details. Key technical clarifications include: TSA will place equipment in Pelican cases with custom-cut foam, requires night vision goggles with a minimum Figure of Merit (FOM) of 2300, and needs a Wilcox G24 mount for existing helmets that already have Wilcox L4 shrouds. The solicitation is a small business set-aside for commercial products, seeking firm fixed price quotes to be submitted directly to the contracting specialist Shenika Butler, with vendors requested to provide their recommended NAICS code for the procurement.

| VENDOR QUESTIONS | GOVERNMENT RESPONSES | |
| Q1 | Does the TSA require that the equipment be placed in the Pelican cases before shipment or will TSA accept the equipment and place the equipment in the Pelican cases themselves? | TSA can put the equipment in the pelican cases. However, the pelican case foam shall be custom cut to fit the optics so that the serial numbers can be read. |
| Q2 | For the Wilcox L4 G24 Mount requirement, Wilcox can not identify the lanyard and the shrouds without a valid Wilcox part number. Can the TSA provide a Wilcox part number for each item or additional information to help Wilcox identify the items? | TSA only requires the G24 breakaway mount. The Wilcox L4 shroud is already on the issues FAMS ballistic helmet |
| Q3 | BNVD- Single Gain Control System / night vision goggles :Do you know what the minimum FOM TSA is looking for? |
FOM stands for Figure of Merit. It's a performance metric used to assess the quality of an image intensifier tube, a key component in night vision goggles (NVGs). Essentially, FOM is calculated by multiplying the tube's signal-to-noise ratio (SNR) by its resolution (measured in line pairs per millimeter, lp/mm).
| It is either Min FOM 1900 or Min FOM 2300? | TSA requires that the NVD are min FOM 2300. | ||
| Q4 | Can you please confirm which Wilcox mount do you need? L4 is a shroud for the helmet and G24 is an actual mount from the picture? Do helmets already have shrouds? | Helmets already have Wilcox L4 Shrouds and require the G24 Wilcox mount. |
