SECOND $TAGE EMBANKMENT
INTRODUCTION .
1. PurE.0s~. The purpose of this, the third and final report of three reports is to describe the foundation of the Copan Lake project. This report contains the description of the second stage embankment foundation.
Reports Nos. 1 and 2 described the first 'stage embankment and spillway foundations, respectively.
2. Authority. The project was authorized for construction by the Flood Control Act of 1962. In addition to Copan, other projects recommended for construction are Sand Lake, Birch Lake, Skiatook Lake, and Candy Lake. The Birch Lake project was completed in March 1977 and construction of the Skiatook project began in June 1977.
3. Location. The project is located on the Little Caney River at river mile 7.4 in Washington County, Oklahoma, approximately 2 miles southwest of Copan, Oklahoma. The Little Caney River is a 69-mile tributary of the Caney River, a component in the Verdigris River watershed. It originates in southeastern Kansas and flows in a southerly direction through northeastern Oklahoma. The watershed is approximately l.O miles long and has a maximum width of 16 miles, and is comprised of rolling terrain with moderate timber cover and heavy growth along most of the river. The confluence of the Little Caney and the Caney Rivers is approximately 2 miles northwest of Dewey, Oklahoma. The drainage basin is about 520 square miles, of which 505 square miles is above the damsite. The project is a component part of the flood control and water conservation planned for the Caney River arid Birch Creek basins. The project will provide flood contrdi protection for about
·3,500 acres downstream and overall benefits for an additional 49,000 acrgs along the Caney River valley. The project will also provide recreational facilities and a water supply for the area. The reservoir at conservation pool, elevation 710.0, will have approximately 43,000 acre-feet, a surface area of 5,000 acres, and a shoreline of 30 miles. The reservoir ~t top of floo.d pool, elevation 732.0, wi-ll provide approximately 184,000 acre-feet for flood storage. The structure is an earthen dam and a concrete, gate controlled spillway. The overall length of the dam is approximately 1-1/2 miles. The gate controlled spillway is located on the right embankment side. The dam rises 70 feet above the streambed. The bounding stations for the right abutment cutoff trench and the second stage left embankment section are as follows: the right abutment cutoff trench extends from station 10+40 to 22+20, and the second stage left embankment extends from station 27+20 to 5~+OO (see plate 2).
GEOLOGY
4. General geology and topograph~.' The pnoject is located in the Osage Plains subdivision of the Interior Lowlands physiographic province. The Little Caney River isa matura meandering stream flowing through a wide valley underlain with thick alluvial materiai (see plates 6 and 7). Outside the valley, the terrain resistant rock strata.

The Torpedo formation, 'comprised mainly of sandstones and shales, is the bedrock under each abutment. The Wann formation, consisting of shales, sandstones and limestones, is the bedrock underlying the flood plain and the basal section of the right and left abutments. The abutment rocks dip 1-1/20 to 30 westward and the strike is N42 0 E (see plate 8). (
FOUNDATION EXPLORATION
6. Preliminary exploration. Preliminary exploration at the project site ,."as conducted within the period from November 1964 through Narch 1973.
Geological logs are included as appendix I. See plate 5 for plan view of explorations.
7. Investigations during construction. Daily investigations of the inspection and cutoff trench excavation were conducted by field office personnel to assure contractural specification requirements. Tulsa District and project office personnel inspected the diversion channel cleanup operation on 28 July 1980.
EXCAVATION
8. Genera1. The prime contractor for completion of the second stage embankment and closure section was Sherwood Construction Company, Incorporated, of Wichita, Kansas. The subcontractor for drilling, grouting and installation of engineering measuring devices was Hemphill Corporation of Tulsa, Oklahoma. The subcontractor for plugging oil wells was Dewey Pipe Supply Company of Dewey, Oklahoma. Three additional oil wells were found during excavation of the outlet channel. These wells were plugged by L.D.
Cook Supply Company of Bartlesville, Oklahoma. The general sequence of operation was:

e. Installing engineering measuring devices and toe drain system.
f. Plugging oil wells.
g. Excavating the inlet and outlet channels.
h. Diverting the river through the structure.
i. Completing the left embankment and closure section.
The Contractor started construction of the project on 19 September 1978 and completed the ,."ork on 13 November 1980. ,Diversion of the river into the inlet channel was made on 18 July 1980.
The equipment listed below was used for all excavation and backfill operations:

9. Foundation preparation. The right abutment cutoff trench and wraparound extend from station 10+40 to 22+20. The contractor excavated the trench with D-9 pushcats, D-8 Dozers and scrapers. The excavated material was utilized in construction of haul roads and in backfilling the old river channel. Picks, shovels, air and water were used to achieve final grade.
After an area was cleaned, it was inspected, mapped, photographed and approved, prior to material placement. A foundation approval schedule is presented in table 1.
CHARACTER OF FOUNDATION
10. Character of foundation. The foundation for the right abutment cutoff trench is the Torpedo Formation. The foundation for the left wraparound cutoff trench section is the basal sandstone member of the Torpedo Formation~
The right abutment cutoff trench and wraparound extends from station 10+40 to 22+20. The foundation from station 10+40 to 16+90 is shale;
moderately hard., dark carbonaeous, sandy, with siderite seams and modules •
. Several tight hairline fractures occur in the area from station 10+40 to:
13+10, and also calcite coated fractures occur in the a:rea from station 14+60 to 16+40.
The foundation from station 16+80 to 21+60 is sandstone, moderately hard, fine grained, shaly and gray in color. A minor fault intersects the foundation at station 19+00. The strike is N 46 0 W and the dip is 45 0 southwest.
The foundation from station 21+60 to 22+20 is ,shale, moderately hard, contains sandy seams and is gray in color. A fe, ... hairline tight fractures occur in the area from station 20+40 to 22+40.
The foundation for the left wraparound cutoff trench from station 27+20 to 29+00 is sandstone. The sandstone is gray, hard, fine grained and contains thin irregular shale seams. No visible fractures were noted in the area and the foundation was easily cleaned with air and water (see exhibit A and B for photographs and plates 9 and 10). .
FOUNDATION GROUTING
11. Drilling and grouting. .The drilling and grouting operations \vere performed in accordance with the contract plans anh ~pecifications. The "subcontrac~tor began the drilling and grouting operations in April 1979 ai1d completed the work :in July 1979. Each hole was drilled full depth, pressure tested and grouted from the bottom upward by setting the packer at . ..
suc~eedingly shallower depths. Two packer settings were used in primary holes in the section from station 19+80 to 22+20. In the remaining holes of the cutoff trench, one packer setting per hole was used (see plate 11).
A total of 118 holes representing 8,260 linear feet, were drilled in the right abutment. A total of 26 sacks of cement.were placed. A total of 18 holes representing 1,080 linear feet was drilled in the left wraparound section. Cement placement per linear foot of drilling was .003 sacks.
Complete grout compendiums are presented for the left wraparound in table 2, and for the right cutoff trench drilling in table 3.
12. Special treatment. No special treatment of the foundation was required.
13. Recommendation. Periodic monitoring of piezometers and other instrumentation devices is recommended during and after inundation.
