FIRST STAGE EMBANKMEN'1'
INTRODUCTION
1. Purpose. - ~his is the first of three reports to be submitted describing the Copan Lake project. The purpose of this report is to describe the first stage left embankment foundation. Reports Nos. 2 and 3 wili describe the spillway and second s'tap-e embankment foundations, respectively.
2. Authority. - The pro,1 ect was authori zed for cons truct ion by the Flood Control Act of 1962. In addition to Copan, other pro.1ects reconunended for construction are Sand Lake, Birch Lake, Skiatook Lake, and Cruldy Lake. The Birch Lake project was completed in Harch 19'77 and construction of the Skiatook project began in June 1977.
3. Location and descrirtion of project. - The project is located on the Little Caney River at river mile 7.4 in Washington County, Oklahoma, approximately 2 miles southwest of Copan, Oklahoma.
The Little Caney River is a 69-mile tributary of the Caney River, a component in the Verdigris River watershed, and oriv,inntes in soutneastern Kansas and flows in a southerly direction through northeastern Oklahoma. The watershed is approximately 1~0 miles lonl!. and has a maximum width of 16 miles and is compr:i.sed of rolling terrain with moderate timber cover and heavy growth alonf; T10st of the river. '1'he confluence of the Little Caney and the Caney R:i.vers is approximately 2 miles northwest of Dewey, Oklahoma. The drainfl.f,e basin is about 520 square miles, of which 505 square miles is above
,the damsite. The project is a component part of the flood control and water conservation planned for the Caney TIiver and Birch Creek basins. The project will provide flood control protection for about 3,500 acres downstream and overall benefits for an additional 49,000 acres along the Caney River yalley. The pro,1ect will also provide recreational facilities and a water supply for the area. The reservoir at conservation pool, elevation 710.0, will have approximately 43,000 acre-feet, a surface area of 5,000 acres, and a shoreline of 30 miles. 'l'he reservoir at top of flood pool, elevation 732.0, will provide approximately 184,000 acre-feet for flood storage. The structure is an earthen dam and a concrete gate controlled spillway. The overall length of the dam is approximately 1-1/2 m1les lone. The ga,te controlled spillway is' located on the right embankment side. 'l'he dam rises 70 feet above the streambed •
GEOLOGY
4. ,peneral ~eol0.El.. and '~~raphy. -The project is located in the Osage Plains subdivision of the Interior Lowlands physiographic province. The Little Caney River is a mature meandering stream flowine through a wide valley underlain with thick alluvial material.
Outside the valley, the terrain is gently rollinp;, with occasional outliers of resistant rock strata. The maximum relief is 200 feet.
'l'he bedrock is predominantly shale and sandstone belonging to the Ochelata Group o~ Upper Pennsylvanian age.
5. Geology of damsite. - All bedrock strata at the site are assigned to the Torpedo and Warm formations in descending order.
The Torpedo formation, comprised mainly of sandstones and shales, is the bedrock under each abutment. The vlann formation, consisting of shales, sandstones, and limestones, is the bedrock underlying the flood plain and the basal sections of the right and left abutments.
'rhc predominant structure feature is an eroded anticline that has a fault intersecting the darn axis at station 63+00A. The fa.ult and anticline axes are about normal to the drum axis. The throw of the fault is about 6 feet. 'I'he dip and strike are controlled by the anticline. 'rhe left abutment strata dip about 1_1/2° eastward and the strik.e is U20oE. The right abutment rock.s dip about 1_1/2° to 3° westward and the strike'is N42°E. The regional dip is to the west.
FomlDA1'ION EXPLORATION
6. Preliminary exploration. - Preliminary exploration at the project site was conducted within the period from Novcr.-.ber 19611 through 1,1arch 19'{3. Geological logs are included as appenuix I.
See plate 4 for plan view of explorations.
'T. Investigations during construction. - Tulsa District and project personnel inspected the area at the base of the left abutment in September 1976. l'he limits of the area are between stations 82+00A 'and 84+50A, from 100 feet to 300 feet upstream. The area consisted of saturated silt and gravel material. The contractor removed object,ionable material as directed prior to backfill , operations in this area. He also removed additional cbjectionable material along the base of the abutment between stations 8l+50A and 82+70A, and from the axis to approximately 200 feet downstream.
In October 19'T6, District and project personnel inspected the area from station 50+00 to station 56+00. The area was within the old river section. The area was inspected to delineate the extent of saturated silt within the embal'lkment limits. Equipment could not traverse the area due to th~ poor stability of the silt deposits;
therefore, a dragline was used to remove the objectional material and scrapers were used .to haul the material to the waste area.

Impervious fill material was used for b~ckfill to repltfce the oQ.j'ectionable material. The Kansas City District Core Drill Section installed slope indicators in the area. for instrumentation: monitoring during fill placement operations.
EXCAVATION
u. General. - The prime contractor for constiruction of the left embanYJnent was the Guy H. James' Construct ion Company of Ol.lahoma City, Oklahoma. Initial work began in June 1976, with an anticipated completion date of April 1978. The subcontractor for borrow area ahd embankment clearing and stripping operations was R and V 'l'rucking Company of Perry, Oklahoma. The general sequence of operations was as follows:
a. Clearing wi thin the embankment and borrow area. limits.
b. Excavation of a 30-foot bottom width diversion channel at station 44+65A.
c. Diverting the river through the diversion channel at station 44+65A.
u.. Clearing the old channel wi thin embankment limits.
e. Construction of the upstream permanent cofferdam and the downstream and other temporary protective cofferdams.
f. Plue;ging existing oil wells within the borrow area and embankment limits. \, 'rhe equipment listed below was used for all excavation and backfill operations.

9. Foundation preparation. - A cutoff trench was excavated ihto rock in the left abutment section from station 82+70A to station 88+03A. Dozers, scrapers, and a dragline were used to excavate the rock. The contractor utilized the excavated material in construction of haul roads. Cleanup ,operations in the cutoff trench were performed in increments to expedite the contractor operations. After cleanup oper'a.~ions in an area were completed, the :area WFl,smappe'tl,' phot'ogl~aphecl, approved, an~ simultaneously coyered with impervious material.. A foundation schedule is presented in table 1. Foundation photographs of the left abutment cutoff trench, inspection trench, and embankment sections are included as exhibits A and B. Location of each cutoff trench photograph is shown on plate 3. A D-9 pushcat and scrapers were used to excavate the 5-foot deep, l2-foot bottom width inspection trench. 'l'he inspection trench extends from station 46+95A to station C32+70A. l~xcavation of the inspection trench was also performed in ' increments. After an area was exca.vated, it was inspected and.
photor;raphed. Pro,1ect laboratory personnel obtained. soil samples from the inspection trench as required, and classification of the sarnples is shown in table 2. In addition, classification and enr,ineerinf, properties analysis data by Hemphill Corporation, a subcontractor for installation of piezometers in the embankment, are shown in tables 3 through 6.
CHARACTER OF' FOUNDATION
10. Character of founda.tion. - The f01.mda.tion for the left embankment cutoff trench is the upper shale member of the Wann formation and the basal sandstone member of the Torpedo formation.
'i'he underlying Wann shale is the foundation from station 82+70A to ) station D4+05A. The Torpedo sandstone is the foundation from statior. A
84+50A to station U8+03A. rrhe gradations,l contact of the s!lndstone and shale is at station 84+03A. 'l'he shale from station 82+7'0 to station 84+05 is moderately hard and gray to dark gray. The few fractures found in the area were mostly tight, slickensided, and contained brecciated shale. The foundation was easily cleaned with shovels, brooms, and air, and no additional treatment was necessary.
'r'be area from station 84+l0A to station 88+03A is a I:loderately hard to hard, thin bedded, light gray to f!.,ra,y, shaly sandstone. A few hairline, tight fractures were found in t.he area; however, no add.itional foundation treatment was necessary.
FOUNDA'I'ION GROUTING
11. Drillinr, ~ grouting. - The drilling and grouting operations were performeq. in accordance with the contract plans and specifications.
The subcontractor for the drilline and grouting operations was Hemphill Corporation of 'l'ulsa, Oklahoma. The operation began in September 1976 and was cornpletetl in January 1977. Each hole was drilled full depth, pressure tested, and. grouted from the bottom upward 'by settin£.: the packer at succeedingly shallower depths. Two packer settinE,s were used in each primary hole and one packer setting for each secondary hole. 'rhc packer setting depth in' each hole is illustrated on the grout profile plates of thi9 report. A total of 66 sacks of cement was placed during the groutine operations. Twenty-seven holes, representing a total of 2,9Bo lineal feet, were drilled in the cutoff
"L' trench section. Cement' placed per lineal foot of drilling was~002 sack., All holes were-drilled on the axis of the" cutoff trench "arid ',', '\\ each hole was inclined 15° from the vertical in an easterly direction~' No appreciable c;rout consumption was noted during grouting operations.
The majority of the grout was pumped at a 3:1 mix ratio. A grout compendium is presented in table 7 and a grout curtain profile is shown on plate 3.
12. Special treatment. - No additional work was required other than the work previously described in parap;raph 7 pertaining to investigations during construction.
13 •. Recommendation. - Periodic monitoring of piezometers and other instrumentation devices is recommended during and after inundation.
