1. Purpose. - This is the second of three reports to be submitted describing the Copan Lake project. 1he purpose of this report is to describe the spillway foundation. Report No.1 described the left embankment cutoff trench and inspection trench foundations. Report iio. 3 will describe the rir:ht ernbanYJll'ent cutoff trench and inspection trench foundations.
2. Authority. - The project was authorized for construction by the Flood Control Act of 1962. In Ildelition to the Copan pro.1ect, otcler projects recommended for construction were Sanel Lake, Sk.iatook Lake, anel Candy Lake. 'l'he Birch Lake project was completed in ;·1a.rch 1977, construction of the Skiatook pro,1ect beran in June 1977, and the access road for Candy Lake pro,]ect beran in Hover.1ber 1977.
3. Location and description. - The nroJect is 10cateel on the Li t tle Caney River at river mile 7.4 in 'w'ashinp'ton County, Oklahoma, approximately ~ miles southwest of Copan, OklahomA.. 'rhe Little Caney River is a 60-mile tributary of the Caney River, a component in the Verdic;ris River watershed., and orir.inates in southeast Kansas and. flows in southerly direction throur.h northeAstern Oklahoma. The watershed is approximately 40 miles lonr: and has a maximum widtb of 16 miles and is comprised of rollinr. terrain, with moderate timber cover and heavy r,rowth alonF, mont of the'river.
The confluence of the Little Caney and the Caney Hivern is approximately 2 miles northwest of Dewey, Oklahoma. The elrainage basin is about 520 squlire miles, of which 505 square r.liles is above the damsite. , The project is '1 component pert of the flood control and water (:c:lservation planned for the Caney River and Birch Creek basins. ~.:}';::! proj ect will provide flood control protection for about 3,500 acre's downstream ana overall Leneri ts for nn Midi tional 49,000 acres along the Caney River valley. 'l'he project will also provide, recreat'ional facilities and a water supply for the aree.. ':i,lhe reservoir at conservation pool, elevation 7l0.U, will have about 43,000 acre-feet, a surface area of ),000 acres, and a 30-mile shoreline. The reservoir at top of flood pool, elevation 732.0, will provide approximately 184,000 acre-feet for flood storar,e.

GJ.!.OLOGY
4. General geology and topography. - '':''he project is located in the, Osage Plains subdivision of the Interior' Low,lands physiographic province. The Little Caney River is a me,ture, meandering stream flowing throur;h a wide valley umlerlineu with thick alluvial material. Out::;iue the valley, the terrain is r;ently rolling, ",i th occasional outliers of resistant rock strata. The r.laxirnm relicf is 200 feet. The bedrock is prE:domir.antly shale and sandstone 1ft belonr;inf~ to the Ochelata Group of Uprer Pennsyl vani 9.n ace. •
5. GeoloEY of damsite . ..;. All bedrock strata at the damsite are assigneJ. to the Torpeuo and Hann formations in descendinf!, order.
The 23-foot-thick basal sandstone member of the Torpedo formation is the foundation for the spillway, nonoverflow s~ctions, left approach wall, stillinr.; basin, and stilling basin wP.lls. 'l'he ballant sections of the stillinrr casin walls (above elevation b'rG:!)
are situated on the sha.le overlying the sAIldstone. The right abutment rock dips about 1-1/2° to 3° westward and the strike is N 42° E. The re~ional dip is to the west. Refer to report ~o. 1 for description of left anbankment eeolorical features.

Ij. Preliminary exploration. - Prelin",inary exploration at ti1C pro.,ect site was conducted. within the period fron, November 1964 through i,larch 1965. Geological loes are included in appendix I.

7. Investigations during construction. - Daily inspections of the structural excavation were made by field office personnel to assure contractual specification requirements were followed.
Southwestern Division, Tulsa District Office, and field personnel inspected the excavation on 1) September 1976. The personnel inspected the excavation to evaluate and delineate areas where minor overbreak had occurred durinr. structural excnvatinn. 'l'he contractor was authorized to excavate rock in the areas where the material was objectionable. 'l'he contractor was authorized to remove additional overburden material from an area betw~en station 12+30B and the downstream cofferdam. The material in the area he.d continually sloughed into t'he area excavated for the derrick stone impeding the contractor's operations in the work area. The contractor was authorized to remove the objectionable material and also excavate a dewatering ditch between the derrick stone excavation section and 'the downstream cofferdam,.
8. Excavation. - 'l'he prime contractor for construction of the spillway was Clearwater Construction, Inc., Austin, Texas.

Initial rock excavation to elevations 6u6+ and 6Uo+ was a.ccomplished with two D-9 ripper equipped pushcats~ three 6}1 Caterpillar scrapers, and two Caterpilla.r front-end loaders. The excavated material was utilized in construction of the protective cofferdams outlet ch8l1nel traininf'. dike and haul roads. Operations were co~pleted in October 197G. Presplit and production blasting methods were utilized from elevations G86.o and
680.0 to foundation r,rade tolerances. Preli~inary presplit 8l1d production approval ulast tests were,performcd within the limits of r.1onoliths 1 through 3. Grade elevations and aliCnments were established prior to commencement of drilling operations within an area. 'fwo Inr'.crsoll-Rand rotary air drills were used to drill three inch-diameter presplit and production holes. The sracinr depth and load per hole varied with the depth of cut within an area. The drilling and blastin£, operations were performed in accordance with the contract plans and specifications. Drillinb and blastinr plan reports were submitted for each area prior to detona.tion. The drilling and blastinr: operations ber:nn in September 197G and were completed in October 1976. The drilling and bla.stinr operations were completerl prior to application of pneumatic protective or r.lass concrete placement. A gradall was used to scale the rock surfaces after presplit and excavation operations were cor.-Ipleteci. A refract all pneumatic wet r.lix applica.tion r:18.chine wan used to annly a 2-inch coat of protective concrete on the roc}; faces wi thin the structure limits. The pne~atic protective concrete aprlication process was performed in increr.1cnts a.s the excav~tion pro~ressed.
Each rock face wa.s scaled, drur'lJ'"W rock rer:ioved, WA,SllCtl clean with a hydro-blaster, approved, and photol2'raphed prior to concrete application. 'l'he followinp: is a list of equipr,ient used for the excavation and drilling operations. .
