About this file
This is a Foreign Country Contracting Prohibitions Affidavit required by Florida Statutes Section 287.138 for Hillsborough County Public Schools (HCPS) in connection with their Hood Cleaning Services solicitation (ITB #25406). The affidavit must be completed and executed by an authorized representative of any proposer submitting a bid or entering into a contract with HCPS for the kitchen hood cleaning services across approximately 218 school sites in the Tampa Bay area. The affidavit certifies that the contracting entity does not meet any of the prohibited criteria under Florida law regarding foreign countries of concern, including ownership by or controlling interest from the governments of China, Russia, Iran, North Korea, Cuba, Venezuela, or Syria. The document requires the legal company name, authorized representative's printed name and title, signature, and date of execution under penalty of perjury.
The affidavit is a mandatory compliance document with no associated pricing, set-asides, or contract term information. Failure to submit the completed and executed affidavit will result in rejection of the bid or proposal. This requirement applies to all vendors regardless of business size or classification and represents a federal and state-level procurement compliance measure to protect sensitive operations within educational facilities handling student nutrition services. The affidavit must be submitted alongside other mandatory certifications including Non-Collusion, Drug-Free Workplace, and Human Trafficking Prevention attestations prior to the August 27, 2025 proposal deadline.
