1. SCOPE OF WORK
1.1. OVERVIEW AND PURPOSE:
GOAL: To secure a Vendor that has experience with multiple government agencies providing an externally hosted traffic data collection web application to display traffic data (volume, classification and speed). The Vendor will be asked to provide a web hosting site for the purpose of displaying traffic data (volume, classification and speed) from IDOT’s approximately 130 Continuous Count traffic locations and the approximately 20,000 annual short-term count locations. The secure web hosting site should be able to upload data to the different formats from all the traffic counters used by IDOT. The traffic counts need to be graphically displayed using a standard map interface such as Google or Bing Maps. The web hosting site must be able to generate the Federal Highway Administration (FHWA) required Travel Monitoring Analysis System (TMAS) monthly submittal to comply with current FHWA traffic data requirements. The traffic data on the web hosting site should be displayed by lane, direction and centerline. The Vendor must provide logins and passwords to control the security for both the uploading of the IDOT traffic data to the site, and for preparing the FHWA TMAS submittal. Backup capabilities of the continuous and short-term traffic data uploaded to the web hosting site must be provided.
1.2. SUPPLIES AND/OR SERVICES REQUIRED:
| (SEE ATTACHMENT AA) The mandatory requirements and requested information matrix lists the minimum requirements and requested information associated with this IFB and will be used in the evaluation process. Each of the requirements in the table must be answered affirmatively with no exceptions in order for your response to be considered competitive. Vendors are to specify whether each of the requirements is agreed to and satisfied by entering “met” or “not met”, and, provide the requested information/Vendor Narrative. In addition, the respondent must explain how their solution meets the requirement. If any mandatory requirement is not met, or requested information is not provided, the entire proposal will not be considered for award. If all responding vendors fail to meet a particular mandatory, that mandatory may, at the sole discretion of the State, be removed so the evaluation process may continue. | Upload traffic data | Web hosting site must be able to upload short term (24 or 48 hours) lane specific traffic data (volume, classification, speed) from the MHCorbin HiStar traffic counter catalogs and also upload the short term data provided in EXCEL output files (volume and classification) from MioVision video traffic counting equipment. The web hosting site must be able to upload standard daily files containing volume, classification, and speed data from the different traffic recording equipment types used at the continuous count traffic sites. These equipment types include but not limited to, TRS recorders (.PRN format), TIRTL recorders (.CSV format) Ver. 2 and Ver. 3 and GRIDSMART recorders. During the year a temporary web location must be created to establish the thousands of new short-term count locations based on data provided by IDOT. The temporary site must have the capability for IDOT to upload traffic data from the short-term traffic counters to review and delete traffic data prior to the entire year’s counts being moved to the production web hosting site making them available for the public. | ||
| Displaying traffic data on the web hosting site | The web hosting site must be able to display IDOT count locations on a common map background such as Google or Bing maps and have standard geographical tools available (zoom, pan, identify, etc.). The web hosting site must be able to search for specific IDOT traffic locations and display the raw traffic data by lane, direction, or centerline in a tabular format including 15 minute or 1-hour increments (depending on the collection interval). Individual count location traffic data must be available for export in an EXCEL spreadsheet format. The web hosting site should have the capability to display at least the last two (2) years of individual daily traffic data from continuous count sites provided by IDOT for viewing by the public. The web hosting site must provide search capability by station type (short term location or continuous location), county and city at a minimum. |
FHWA Traffic TMAS (Travel Monitoring Analysis System) monthly submittal The web hosting site must be able to run similar edits as the FHWA TMAS software to check the QA/QC of the continuous count traffic data prior to preparing the data for the TMAS submittal. Mechanisms must be in place to remove continuous count stations not passing the TMAS edits from the TMAS submittal file. The web hosting site must be able to generate the monthly Volume, Classification, and Speed TMAS submittal in a format acceptable to FHWA’s TMAS web application. The web hosting site must provide the ability to add inventory data on the continuous count traffic sites to meet the TMAS station inventory items required by FHWA and have the capability to add customized IDOT station inventory fields. The web hosting site must have the feature to generate the station location file as required by FHWA’s TMAS application.
Security The web hosting site must be able to display volume traffic data to the general public without a specific login, however a higher level of security using a login is required to view the speed and classification traffic data. The web hosting site must provide administrative controls using logins and passwords to limit the capability of uploading data to the site and preparing the TMAS submittal.
Backup The web hosting site must provide the capability of special login and password security to extract backup files of the IDOT short term and continuous traffic data that is residing on the site. The Vendor must provide field and file specifications of the backup formats from the site so IDOT can import the traffic data into an ACCESS database. Support Technical support must be provided during normal IDOT hours (8:00 am – 4:30 pm CDT) during the duration of the contract. The Vendor must provide support for batch uploads of IDOT location data, batch deletes or changes of traffic data based on IDOT provided files during the duration of the contract. Should the contract be terminated, all data associated with the services provided must be returned by the Vendor to the Agency. Transfer of Data Back to Agency – Prior to completion or termination of the contract, Vendor must take all necessary measures to assure that all data maintained in the hosted environment has been migrated back to the Agency in exportable tabular format specified by the Agency, including a data dictionary. Migration of Data to Another Vendor – Vendor must provide technical assistance transferring the data to a new or replacement system. The Vendor also understands that any person who fails to file a required certification shall be subject to a civil penalty of not less than $10,000 and not more than $100,000 for each such failure.

The Vendor may rely upon a certification of a prospective participant in a lower tier covered transaction that it is not debarred, suspended, ineligible or voluntarily excluded from the covered transaction, unless Vendor knows the certification is erroneous. Vendor may decide the method and frequency by which it determines the eligibility of its principals. Each Vendor may, but is not required to, check the Non-procurement List. If a Vendor knowingly enters into a lower tier covered transaction with a person who is suspended, debarred, ineligible or voluntarily excluded from participation, in addition to other remedies available to the federal government, the Agency/Buyer may terminate this Contract for cause or default.
