About this file

This is an environmental requirements exhibit for a janitorial contract issued by the City of West Sacramento, California. The exhibit establishes sustainability and environmental compliance standards for janitorial services across thirteen municipal locations, including City Hall, community centers, fire and police stations, and treatment facilities. The contract requires contractors to participate in the City's Three-Waste Stream Recycling Program (trash, recycling, and organics), properly manage all interior and exterior waste collection, and maintain strict contamination monitoring protocols. Contractors must procure environmentally preferable products, including cleaning supplies certified by Green Seal (GS-37), EPA Safer Choice, Cradle to Cradle, or LEED-compliant standards, with all paper products meeting minimum post-consumer recycled content requirements per SB 1383 compliance. The exhibit mandates use of ASTM D6400-certified compostable liners, biodegradable and non-toxic cleaning products free from ammonia, chlorine, and volatile organic compounds, reusable microfiber cloths rather than disposable products, energy-efficient equipment, and water-conservation practices. Contractors must provide employee training on environmentally preferable cleaning techniques and sustainability best practices, submit compliance documentation within forty-five business days upon request, and promptly report facility leaks, water waste, and hazardous waste observations to designated facility managers.

The exhibit permits exemptions from environmentally preferable purchasing requirements only when products are unavailable at reasonable cost, fail to meet City quality or safety standards, or are unavailable within reasonable timeframes, with all exemption requests requiring written approval from the City's Sustainability Division prior to procurement. Failure to comply with these environmental requirements constitutes potential breach of contract. The document establishes mandatory compliance with California SB 1383 waste reduction and recovered organic waste procurement standards while maintaining operational efficiency and cost-effectiveness through sustainable resource use and lifecycle cost analysis of alternative products.

The Contractor shall:

· Empty all interior trash, recycling, and organic collection containers during each scheduled service period.

· Deposit collected materials into the appropriate designated exterior collection containers.

2.5 Contamination Monitoring

· If the Contractor observes repeated or excessive improper disposal by City staff, the Contractor shall promptly notify the designated Facility Manager.

EP products shall be procured when guidelines indicate that their overall life-cycle costs are lower than environmentally harmful alternatives.

3.2 Environmentally Preferable Paper Products

· Limit the use of disposable cleaning products (e.g., paper towels) and prioritize reusable microfiber or fiber cloths.

· Use cleaning methods and equipment that minimize water consumption where appropriate.

· Use energy-efficient equipment, including ENERGY STAR-rated products where applicable.

· Regularly maintain and repair equipment to extend lifespan and minimize waste.

4. Other Sustainable Practices The Contractor shall:

· Promptly report observed leaks, running fixtures, or water waste to the City’s Contract Manager.

· The environmentally preferable product does not meet City quality, safety, or performance standards.

· The environmentally preferable product is unavailable within a reasonable timeframe.

All exemption requests must be submitted in writing to the Sustainability Division and approved by the City prior to procuring non-compliant products.
