About this file

This Construction Supplemental document is from the State of Maryland, specifically involving the Department of General Services (DGS), outlining additional requirements for a construction contract effective July 2024. The supplemental details security requirements for contractor personnel, including mandatory display of company ID badges, cooperation with state site requirements, and potential removal of personnel who do not adhere to security protocols. While no specific construction project details are provided, the document establishes guidelines for contractor conduct, identification, and site access.

The document introduces two key financial provisions: an electronic transaction fee and requirements for American-manufactured goods. For projects valued at $5,000,000 or below, contractors must pay a 1% electronic transaction fee to the State, which must be included in the project quotation price and submitted within 45 days of payment. Additionally, the contract mandates the use of American-manufactured goods under § 14-416 of the State Finance and Procurement Article, with exceptions for emergency safety goods or when the State determines American goods are substantially more expensive, unavailable, of lesser quality, or against public interest. Contractors must certify compliance with these manufacturing requirements prior to contract award.
