About this file

This document is a No Bid/Proposal Notice/Vendor Feedback Form designed for state procurement processes, effective July 2024. The form is a tool for vendors to provide feedback when they choose not to submit a bid or proposal for a state solicitation. It allows vendors to indicate specific reasons for non-participation, such as insufficient time allotted, unclear specifications, capacity limitations, or complications with doing business with the state. The form provides checkboxes for various reasons including other commitments, inexperience with required work, restrictive bonding/insurance requirements, and unsatisfactory prior contract experiences.

The form enables vendors to offer detailed feedback in a REMARKS section, capturing nuanced explanations for their decision not to bid. It includes space for vendors to provide their company name, contact information, and specific concerns about the solicitation. The purpose of the form is to help state procurement offices improve the quality of their solicitations and make the procurement process more responsive and business-friendly by gathering structured feedback from potential vendors who opt not to participate in a given solicitation.
