About this file

This is a construction specifications and bid solicitation document issued by the Iowa Department of Agriculture and Land Stewardship, Division of Soil Conservation and Water Quality, for nutrient reduction wetland projects across multiple counties in Iowa. The Bre911312B project involves constructing a nutrient removal wetland in the floodplain in Bremer County with comprehensive earthwork and infrastructure installation. Key project deliverables include 24,892 cubic yards of earthwork, 414 square feet of steel sheet pile weir construction, 3,162 linear feet of tile installation, 430 tons of riprap, 60 tons of clean stone, 63 cubic yards of concrete grout, and 8.8 acres of seeding. All construction work must be completed by June 1, 2025, with seeding finalized by June 30, 2025. A mandatory pre-bid conference is scheduled for July 15, 2024, at Denver City Hall, and sealed bids are due by 3:00 PM on August 1, 2024, with a public bid opening at 3:10 PM. The document also lists multiple additional nutrient reduction wetland projects (Bids 25-01 through 25-20) with various bid opening dates ranging from March 2025 through December 2025, with all bids now submitted through the IMPACS system rather than in-person.

Bidders must submit a bid bond equal to 10% of the bid amount and provide a Performance/Payment Bond for 100% of the contract price. The estimated construction cost range for the Bre911312B project is $350,000 to $450,000, with liquidated damages set at $175 per day for non-completion by June 1, 2025, and $125 per day for seeding not completed by June 30, 2025. Contractors must be registered with the Iowa Division of Labor and submit detailed documentation including subcontractor lists, principal suppliers, and required permits. The project is funded through state agricultural conservation programs focused on nutrient reduction and watershed management, with materials exempt from taxation. No specific set-aside designations for disadvantaged enterprises are mentioned in the procurement documents. Contract documents are prepared by Shive-Hattery Architecture + Engineering and are available through the Iowa Agriculture website, with construction observation provided for critical aspects including embankment grading, sheet pile installation, and seeding. Interested parties must request to be added to the plan holders list to receive meeting minutes and addenda prior to bid submission.

Division Engineering Prequalification

The Division contracts several types of professional engineering consulting, land surveying, and design services, and maintains a list of prequalified firms or individuals interested in performing such services. Prequalification is not an award and does not create an obligation on behalf of the Division. Prequalified firms and individuals will receive a Request for Proposal (RFP) whenever the Division requires the type(s) of services for which they are prequalified. Service types included for prequalification at this time are:

Abandoned Coal Mine Land Reclamation engineering and design services for both traditional and natural landform designs;

Engineering design and land surveying services for nutrient reduction infrastructure practice types including:

- Wetlands (traditional breakpoint, flood plain, oxbow, tile zone, and pumped);

- Edge-of-field practices (saturated buffers, woodchip bioreactors, drainage water management); and

- Grade stabilization structures

Engineering design review services for urban conservation practices; and

Update and review of the Iowa Stormwater Management Manual chapters

If you are interested in submitting a Statement of Qualifications (SOQ) for any of the above service types, please submit a Letter of Interest (LOI) to Tracy Bruun at tracy.bruun@iowaagriculture.gov. Letters of interest must include the firm or individual’s office location, contact information, and which types of services they are interested in submitting qualifications for. If you have previously requested an SOQ review and were not considered qualified, your LOI must also include the date of previous SOQ submission(s) and a list of changes that address the previously unmet requirement(s). Upon receipt of an LOI, interested firms and individuals will be sent the full SOQ requirements and instructions.
