About this file

This is a Construction Plans document from the Iowa Department of Agriculture and Land Stewardship, Division of Soil Conservation & Water Quality, outlining nutrient reduction wetland projects and related bidding opportunities. The document provides a comprehensive bid table for multiple wetland construction projects across Iowa counties, with bid openings scheduled throughout 2025. Key projects include nutrient removal wetlands featuring break point designs, sheet pile installations, tile systems, water control structures, and seeding across various flood plain and upland configurations. Notable projects include Bid 25-17 (Emm1003114B) with a pre-bid meeting on November 19, 2025, and bids due December 17, 2025 at 3:00 PM via IMPACS, as well as Bids 25-18, 25-19, and 25-20 with pre-bid meetings in early December 2025 and identical bid due dates of December 17, 2025. The document specifies that prospective bidders must be added to the plan holders list to receive meeting minutes and addenda, and all bids must be submitted electronically through IMPACS rather than in-person. Wetland types vary across projects, including break point in flood plain configurations, oxbow designs, sheet pile weirs with tile systems, and installations incorporating erosion control measures such as wattles and riprap.

Estimated construction costs range from $350,000 to $450,000 for individual projects, with liquidated damages set at $175 per day for non-completion by June 1, 2025, and $125 per day for seeding delays beyond June 30, 2025. Bid bonds of 10% of the bid amount and Performance/Payment Bonds for 100% of the contract price are required. The division maintains a prequalification program for professional engineering consulting, land surveying, and design services for abandoned coal mine reclamation, nutrient reduction infrastructure, and urban conservation practices. Interested firms must submit a Letter of Interest to Tracy Bruun at tracy.bruun@iowaagriculture.gov, including office location, contact information, and service types. Projects are funded through state agricultural conservation programs focused on nutrient reduction and watershed management, with construction observation and design services provided by Shive-Hattery Architecture + Engineering. Materials are exempt from state taxation under the program.

Division Engineering Prequalification

The Division contracts several types of professional engineering consulting, land surveying, and design services, and maintains a list of prequalified firms or individuals interested in performing such services. Prequalification is not an award and does not create an obligation on behalf of the Division. Prequalified firms and individuals will receive a Request for Proposal (RFP) whenever the Division requires the type(s) of services for which they are prequalified. Service types included for prequalification at this time are:

Abandoned Coal Mine Land Reclamation engineering and design services for both traditional and natural landform designs;

Engineering design and land surveying services for nutrient reduction infrastructure practice types including:

- Wetlands (traditional breakpoint, flood plain, oxbow, tile zone, and pumped);

- Edge-of-field practices (saturated buffers, woodchip bioreactors, drainage water management); and

- Grade stabilization structures

Engineering design review services for urban conservation practices; and

Update and review of the Iowa Stormwater Management Manual chapters

If you are interested in submitting a Statement of Qualifications (SOQ) for any of the above service types, please submit a Letter of Interest (LOI) to Tracy Bruun at tracy.bruun@iowaagriculture.gov. Letters of interest must include the firm or individual’s office location, contact information, and which types of services they are interested in submitting qualifications for. If you have previously requested an SOQ review and were not considered qualified, your LOI must also include the date of previous SOQ submission(s) and a list of changes that address the previously unmet requirement(s). Upon receipt of an LOI, interested firms and individuals will be sent the full SOQ requirements and instructions.
