About this file
This is a construction sections plan document prepared by GAI Consultants, Inc. for Clay County Public Works Engineering Department in Florida, detailing the design specifications for the Moccasin Slough Boardwalk project. The project encompasses approximately 7,642 linear feet of boardwalk construction divided into five segments along the St. Johns River shoreline within Moccasin Slough Park in Harold CDP. Segment 1 comprises 932.53 linear feet (STA 9+71.25 to STA 19+03.78) and serves as the base bid, with Segments 2 through 5 available as alternates, ranging from 548.65 to 4,145.74 linear feet. The project includes construction of an observation tower with multiple elevated levels, a pavilion structure with educational facilities, overlook platforms with safety railings, ADA-compliant access features, and site restoration measures. Electronic bids are due February 12, 2026, by 4:00 p.m., with a non-mandatory bid opening on February 13, 2026, at 9:00 a.m. Segment 1 requires substantial completion within 145 days from Notice to Proceed, with final completion within 30 calendar days after punch list delivery and liquidated damages assessed at $100.00 per day for delays.
The project is funded through a Florida Recreation Development Assistance Program (FRDAP) grant providing $200,000 in state funds from the Department of Environmental Protection (Agreement No. 2023.2024.93), with no federal funds or grantee match required. Contractors must be Florida-licensed under Chapter 489 with minimum five years of experience performing similar work and must self-perform 40% of the work with their own workforce. Required bonding includes a 5% bid bond and performance and payment bonds at 100% of contract value. Contractors must maintain commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, workers' compensation coverage at statutory limits, and builder's risk insurance at 100% of project value. Bidders may propose pressure-treated lumber or composite decking alternatives. The County reserves the right to reject any and all bids without cause and award the project in whole or in part based on available funding and project priorities. No set-asides for disadvantaged, women-owned, or minority-owned businesses are designated. All bidders must submit W-9 forms, Electronic Funds Transfer authorization forms, and certificates of payment with their proposals.
