About this file
This document is a comprehensive Project Specifications manual for the Orange County Corrections Buildings D, E, and F Mechanical and Fire Protection Systems Upgrade Project, prepared by TLC Engineering Solutions on April 28, 2023. The project involves replacing existing HVAC systems, smoke control systems, and building automation systems to separate normal HVAC from smoke control operations across three buildings. The work will be completed in three distinct phases, with each phase focusing on a different building (Phase 1: Building F, Phase 2: Building E, Phase 3: Building D), and will include architectural revisions, plumbing modifications, fire protection updates, and electrical/fire alarm system modifications. The project requires detailed coordination with Orange County Corrections, adherence to Florida Building Code and other applicable standards, and will involve system testing, training for owner personnel, and provision of record drawings and maintenance manuals.
The estimated project cost is not explicitly stated in this document, but the related contract opportunity notice indicates a budget of approximately $12,000,000. Funding appears to be from Orange County, with the project aimed at upgrading critical infrastructure in the corrections facility. The contract will require electronic bid submission through the ProcureNow OpenGov e-Procurement Platform, with bids due by August 15, 2023. Bidders must create a free account on the platform and submit all documentation electronically. The project includes specific requirements for professional qualifications, system compatibility, code compliance, and comprehensive documentation of all modifications and installations. Warranties for equipment and workmanship are specified, with a minimum two-year system warranty required for furnished equipment, materials, and labor.
