About this file

This is a Price Schedule (Exhibit D) for a conference services contract with the Minnesota Bureau of Criminal Apprehension (BCA) for the 2026 Internet Crimes Against Children (ICAC) and Human Trafficking Investigations Conference scheduled for November 4-6, 2026. The solicitation requires one venue located within 35 miles of the Post Office at 422 Laurel Street, Brainerd, Minnesota, to accommodate approximately 300 attendees and provide lodging for 5 guests on November 3, 2026, and 300 guests on November 4-5, 2026. The venue must include all aspects of the event, including audio/visual equipment, meals, lodging rooms, and meeting spaces. The Price Schedule specifies detailed requirements for lodging (5 rooms on November 3 and 300 rooms for November 4-5), shuttle services between facilities, parking, and multiple meeting rooms including a registration area, general session room accommodating 300 attendees, breakout session rooms for approximately 60 attendees each, an exhibitor/vendor area, and a dining room. Catering requirements include breakfast, lunch, dinner, morning and afternoon breaks, and all-day beverages for the specified number of attendees and days. Questions or clarifications regarding the solicitation must be submitted in writing to Mai N. Lor, Buyer I, at Mai.N.Lor@state.mn.us by June 25, 2026, no later than 2:00 PM Central Time.

The Price Schedule requires the contractor to itemize all charges in United States currency, with no additional costs or fees permitted beyond those listed on the spreadsheet. The contractor must specify a cancellation policy in dollar amounts for services other than lodging (with notice periods ranging from 117-60 days prior through 0-14 days prior to the conference) and for lodging cancellations (with notice periods ranging from 30-15 days through less than 24 hours prior). If shuttle services between the lodging facility, conference facility, and parking are required because these locations are not within one-quarter mile of each other, the contractor should preferably provide them at no additional cost to the State, though fees may be charged and listed per attendee per day. All charges, including room charges, surcharges, and taxes, must be specified for each line item with quantities and the number of days required. The State will not pay for any services not listed on the Price Schedule, and any cancellation fees stated as formulas, percentages, or non-specific currency amounts will be recognized as zero.
