About this file
This is a Common Carrier Attestation form required by Pinellas County, Florida for contractors seeking to provide banking services to the Pinellas County Board of County Commissioners and the Pinellas County Clerk of the Circuit Court and Comptroller. The attestation requires contractors to certify compliance with Florida Statute 92.525 and confirm they will not knowingly transport unauthorized aliens into Florida during the contract term, except to facilitate detention, removal, or departure. An authorized representative of the contracting entity must execute the attestation under penalty of perjury, providing their name, signature, date, and Federal Work Authorization User Identification Number. The contractor must reference the specific Pinellas County contract name and contract number on the form. The contract term extends 120 months with potential for two additional 24-month extensions.
The County reserves the right to terminate the associated agreement for cause if the contractor is found in violation of the Common Carrier Attestation. This compliance requirement is mandatory for all proposers responding to RFP 26-0180 Banking Services and represents a condition precedent to contract execution. No pricing, set-asides, or incumbent information is contained in the attestation document itself; however, the related banking services procurement requires proposers to meet extensive qualifications including Federal Reserve System membership, Qualified Public Depository status with capacity to hold balances exceeding $350 million, and maintenance of at least five full-service branches throughout Pinellas County. Final proposals for the banking services contract are due February 19, 2026, at 3:00 p.m., submitted electronically through the OpenGov procurement portal.
