About this file
This is a Common Carrier Attestation document required by Pinellas County, Florida for the STAR Center AHU -104, -161, -162 Replacement project (ITB-C #26-0306). The attestation certifies that the contractor complies with Florida Statute 92.525 and Section 908.111, Florida Statutes, and confirms the contractor will not knowingly transport unauthorized aliens into Florida during the contract term, except to facilitate detention, removal, or departure from the state or United States. The document requires an authorized representative of the contractor to sign and provide their Federal Work Authorization User Identification Number, full name, signature, and date. The attestation must reference the specific Pinellas County contract name and contract number. Pinellas County reserves the right to terminate the associated agreement for cause if the contractor violates the attestation.
The Common Carrier Attestation is a mandatory compliance requirement for contractors bidding on the STAR Center project, which involves construction services with a Step 1 Qualification Submittal deadline of March 10, 2026 at 3:00 PM and Step 2 Bid Submission deadline of March 26, 2026 at 3:00 PM. This certification, along with E-Verify registration, Human Trafficking Affidavit, and Foreign Country of Concern Affidavit, must be completed and submitted as part of the contractor's proposal. The document does not contain pricing information, set-asides, or other financial terms, as it functions solely as a compliance certification form confirming the contractor's adherence to Florida immigration-related statutes applicable to common carriers providing services on state and local contracts.
