About this file
This is a Bid Submittal Form for an indefinite quantity Job Order Contract (JOC) with Pinellas County, Florida, related to the replacement of air handling units at the STAR Center. The contract requires bidders to submit adjustment factors that will be applied to unit prices contained in the Construction Task Catalog. These adjustment factors serve as multipliers to establish pricing for various categories of work: Non-Secure Areas during Normal Working Hours, Non-Secure Areas during Other than Normal Working Hours, Secure Areas during Normal Working Hours, Secure Areas during Other than Normal Working Hours, and Non Pre-priced Tasks. Bidders must submit a single adjustment factor that applies uniformly across all unit prices, with no separate factors permitted for individual line items. The form requires all adjustment factors to be expressed to four decimal places using conventional rounding methodology.
The bid evaluation process uses weighted work distributions to calculate an Award Criteria Figure, with the following percentage weights: Non-Secure Areas Normal Working Hours (60%), Non-Secure Areas Other than Normal Working Hours (10%), Secure Areas Normal Working Hours (10%), Secure Areas Other than Normal Working Hours (10%), and Non Pre-priced Tasks (10%). Bidders must adhere to specific mathematical relationships between adjustment factors, including requirements that overtime and secure area factors meet or exceed their corresponding base factors, and that non pre-priced work factors equal or exceed 1.0000. The County reserves the right to correct arithmetic errors using the submitted adjustment factor bids to recalculate extended totals and the final Award Criteria Figure. No assurances are provided regarding the actual distribution of work orders under the contract relative to these weighted percentages.
