Vendors that are not able to comply with the aforementioned conditions will be determined as noncompliant with the solicitation requirements and therefore may be removed from consideration for award.
ADDENDUM TO RFO 52.212-2, EVALUATION OF OFFERS
a) The Government will award a firm-fixed-priced contract resulting from this solicitation to the responsible quoter whose offer conforms to the solicitation and will be most advantageous to the Government, price considered.
Interchanges may be held with the vendors. The following factors shall be used to evaluate offers:
Factor 1: Total Evaluated Price
Price analysis will be performed to determine the reasonableness of the Offer's price. Reasonableness will be based on the total evaluated price. The total evaluated price will be calculated as the sum of the Estimated Total Price for all the Contract Line Item Numbers (CLINs).
The proposed price will be evaluated for reasonableness. Analysis of the cost/price quote will be performed using one or more of the techniques defined in RFO 15.404-1 (b) in order to determine price reasonableness. Reasonableness must represent a price to the Government a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through adequate price competition but may also be determined through cost and price analysis techniques.
Evaluation steps: Price Factor:
Step 1: Evaluate the quotation for responsiveness.
Step 2: Make a Best-Value decision based on a determination that the price is fair and reasonable.
Factor 2 : Technical Proposal
Contractors shall submit a technical proposal document (not to exceed 7 pages) addressing the PWS requirements and how they’re going to accomplish the intended purpose.
Evaluation Factor:
1. Price A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The government will rank the TEPs found to be reasonable from responsible offerors whose offers conform to the solicitation in a lowest to highest manner.
2. Technical Proposal
The technical proposal document will be evaluated on an “Acceptable” or “Unacceptable” basis. An award then will be made to the offeror with the lowest TEP (as described above) and an “Acceptable” rating on the technical proposal.
