Combined Synopsis/Solicitation for Integrated Solid Waste Management Contract Specialist: Clarissa Baker

1. This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
***NOTE***
All instructions, templates, and formats contained herein should explicitly be adhered to; otherwise, a quote is determined to be incomplete and may not be considered for award.
If you are the apparent awardee, the Government will notify you immediately by sending a copy of the contract for your signature. The signed contract shall be returned to the Government within 48 hours once it is received, and will then be distributed once the contract is awarded. If you do not meet the required deadline, the Government reserves the right to award to the next technically acceptable offeror. The Government reserves the right to enter into discussions with all, some, or none of the offerors.

10. Description of requirements for the items to be acquired:
The Civil Engineering Squadron (66 ABG/CE) has a continuing requirement for integrated solid waste management services. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform integrated solid waste management (municipal solid waste (MSW) collection and single stream recycling services) at Hanscom AFB, MA;
Fourth Cliff Recreation Annex, Humarock, MA; Sagamore Hill Observation Annex, Hamilton, MA; FAM Camp; Patriot Golf Course. The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations.

Be advised: in accordance with FAR 52.204-7(b)(1) that all interested parties must be registered in the System for Award Management (SAM) Database in order to submit an offer or quotation and to receive an award. If you are not registered, you may make a request through the SAM website at http://www.sam.gov. Please include your organizations CAGE and/or UEI (Unique Entity Identifier) code along with your proposal to aid in verification or registration within SAM. For Small Business Set-Asides, the Contractor shall have a current SAM registration with a Small Business certification under this solicitation NAICS code size standard listed on page 1.
Be advised: CUI will be provided to the awardee at time of contract award. The security requirements required by contract clause DFARS 252.204-7012 , shall be implemented for all covered defense information on all covered contractor information systems that support the performance of this contract. The Offeror represents that it will implement the security requirements specified by National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 “Protecting Controlled Unclassified Information in Nonfederal Information Systems and Organizations” (see http://dx.doi.org/10.6028/NIST.SP.800-171) that are in effect at the time the solicitation is issued or as authorized by the contracting officer not later than December 31, 2017. In order to be considered for award, the Offeror shall have a current assessment ( i.e., not more than 3 years old unless a lesser time is specified in the solicitation) (see DFARS 252.204–7020) for each covered contractor information system that is relevant to the offer, contract, task order, or delivery order.

Be advised: IAW DFARS 252.232-7003(b) all invoices shall be submitted via Wide Area Workflow (WAWF) located at https://wawf.eb.mil/. (Procedures and POC’s specific to this contract will be added to the contract).
Be advised: IAW FAR 52.232-18 Availability of Funds Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
Be advised: The Government reserves the right to cancel this solicitation at any time. In the event the government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred.
Be advised: IAW the REAL ID Act of 2005, anyone 18 years or older who plans to visit Hanscom AFB, MA for a site visit or contract performance will need a REAL ID-compliant driver's license or must present a second form of identification along with their non-REAL ID-compliant identification. Acceptable forms of secondary identification include:
o U.S. passport or passport card o Military ID card (Common Access Card or CAC, DoD retired ID card) o Permanent resident card (Green Card) o Transportation Worker Identification Credential (TWIC) o Enhanced Driver's License (EDL) o Other forms of identification accepted by the Department of Homeland Security

Addendum to FAR 52.212-1, Instructions to Offerors
The following is to be added to FAR 52.212-1 paragraph (b):
1. Please provide your price quote on the attached bid schedule. Bid shall not exceed two decimal places. Please note missing this attachment in your proposal submission may result in your proposal being determined unacceptable.
2. The quote in its entirety shall not exceed twenty (20) pages.
3. Please provide the following documentation in your quote:
a. All documents required under #18 of this document.
i. Technical Proposal
ii. Completed Bid Schedule
iii. Recent and Relevant Past Performance Information (see note on page 5)
b. The following provisions incorporated by reference include fillable fields that shall be completed by the offeror to be considered for award. The offeror shall provide verification of completion and provide additional disclosures (if applicable) to the following:

4. A site visit will NOT be held for this requirement.
5. All questions are due on or before 1:00 PM ET, Monday, 28 July 2025. Answers will be posted to SAM.gov no later than 1:00 PM ET, Thursday, 31 July 2025.
6. Offers shall be emailed to Contract Specialist Clarissa Baker via e-mail at clarissa.baker@us.af.mil and Contracting Officer Michelle Huard via e-mail at michelle.huard@us.af.mil. Failure to respond to both may result in you being technically unacceptable. Please DO NOT post offers to SAM.gov.
7. Offers are due on or before 1:00 PM ET, Tuesday, 5 August 2025. Offers shall be valid for a period no less than 90 days. Please request read receipt on all submitted quotes.
18. The Following Provisions Are Incorporated By Full Text:
FAR 52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
(i) Non-Price Factors

(ii) Price
Award will be made on the basis of the Lowest Evaluated Price of Technically Acceptable quotes in accordance with FAR 13.106-2.

NON-PRICE FACTORS:
a. Technical Factor:
The Contractor’s proposal shall demonstrate an understanding of the Government’s requirements by including the following:
The Contractor shall submit their technical approach for the completion of this effort and statement acknowledging they have the technical capabilities to perform the requirements as stated in the Performance Work Statement.
The Technical Proposal should be specific and complete. Legibility, clarity, and coherence are very important. Provide as specifically as possible the actual methodology you would use for accomplishing/satisfying the effort as outlined in the attached Performance Work Statement. Any plans for teaming or subcontracting must be clearly stated, followed by a demonstration of how these arrangements will meet the requirements. Address your technical solution for meeting the government’s minimum performance or capability requirements. All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation. It is not necessary or desirable for you to tell us so in your proposal. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation/attachments.
Contractors will be evaluated as acceptable or unacceptable according to the following definitions:
Acceptable: The proposal clearly meets the minimum requirements of the solicitation.
Unacceptable: The proposal does not meet the minimum requirements of the solicitation.
b. Small Business:
The award of this acquisition will be a total set aside made exclusively to a small business concern. The Contractor shall be a small business concern, and must complete and return with offer, representation IAW FAR 52.212-3 (See page 4, #17).
Acceptable: The proposal clearly meets the minimum requirements of the solicitation.
Unacceptable: The proposal does not meet the minimum requirements of the solicitation.
c. Past Performance
The Contractor’s quote shall indicate whether their company is currently performing this type of work or has performed similar work in the last five (5) years. Please clearly identify the similarity of the product/service, complexity of the acquisition, dollar value, contract type, contract number (if an Air Force contract) and extent of subcontracting/teaming (if applicable).
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305[a][2][iv]). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.
Acceptable: Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown (see note above) Unacceptable: Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will successfully perform the required effort, To receive a Technically Acceptable rating for the Non-Price Factors, ALL required documentation must be evaluated as technically acceptable.
PRICE FACTOR:
ONLY bids that are evaluated as Technically Acceptable will be evaluated for Price. The price evaluated for this factor will be the sum of the base year and all four option years. Price will be evaluated for reasonableness in accordance with FAR 13.106-3.
Award will be made on the basis of the Lowest Evaluated Price of Technically Acceptable quotes in accordance with FAR 13.106-3 to the Contractor who is determined to be responsible in accordance with
FAR 9.103.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
