Evaluation Criteria

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

- Price - Quotes will be evaluated from the offeror with the lowest evaluated price. Offerors must price each item on the item list and enter total overall price.

- Technical acceptability - Will be evaluated through an offerors quote being in accordance with the Performance Work Statement (Attachment 1) and able to conform to the salient characteristics (Attachment 2). The Contractor shall submit their technical approach for the completion of this effort and statement acknowledging they have the technical capabilities to perform the requirements as stated in the Performance Work Statement. The Technical Proposal should be specific and complete. Legibility, clarity, and coherence are very important. Provide as specifically as possible, the actual methodology you would use for accomplishing/satisfying the effort as outlined in each specific task or Para number in the attached Performance Work Statement.

Address your technical solution for meeting or exceeding the government’s minimum performance or capability requirements.

All the requirements specified in the solicitation are mandatory. Not addressing each task specified in the PWS will be grounds for unacceptable quote. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation. Do not merely reiterate the price of the requirements specified in the solicitation

(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
