A. General Instructions

The evaluation of proposals will be conducted utilizing the lowest priced technically acceptable (LPTA) evaluation approach. The quote will be evaluated for contractor’s ability to meet the terms of the Performance Work Statement

(PWS). For those offerors which are determined to be technically acceptable, award will be made to the offeror with the lowest overall price. This is a selection in which technical acceptability is considered the most important factor. Offeror must also be deemed responsible in accordance with FAR 9.104-1. Under this evaluation approach, a proposal would not receive any additional credit for exceeding the requirements of the evaluation plan. Offeror must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale. By submission of its offer, the

Offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. For the purpose of award, the government shall evaluate offers based on the three (3) evaluation factors described below:

FACTOR 1 – TECHNICAL ACCEPTABILITY:

Technical quotation will be evaluated to determine if the Offeror provides a sound, compliant approach that meets the requirements of the Performance Work Statement (PWS) and demonstrates a thorough knowledge and understanding of those requirements with minimum risk to the Government.

Evaluation emphasis for this factor includes the following:

1. Evaluation of the Contractor’s proposed solution to tasks outlined in the PWS to ensure the solution effectively meets the proposed technical capability and PWS requirement. The Government will evaluate whether the

Offeror’s program management support structure, relationships, roles and responsibilities meets the Government’s requirement.

2. Whether the proposed approach to integrating the various background, education and experience of Subject

Matter Expertise meet the requirements of the PWS;

3. Suitability of contractor staff proposed to meet PWS requirement. This includes determining if the proposed labor mix successfully supports the execution of the PWS requirements. This includes each functional area of the requirements and education and experience of Key Personnel.

4. The Contractor will be evaluated on their corporate expertise and experience in providing similar

Media Relations support as well as their ability to coordinate and communicate across various levels of leadership.

5. Whether the Contractor’s approach to reducing or mitigating the effect of contractor’s employee turnover will be effective.

6. The Offeror will be deemed acceptable or non-acceptable in this area.

FACTOR 2 – COST/PRICE:

1. Quotation will be evaluated, for award purposes, based upon the total price proposed for the basic requirements (basic award) and all options for price reasonableness. Offeror is advised that the evaluation of options shall not obligate the government to exercise such options.

2. Offeror shall include a Cost/Price Substantiation Section. The offeror shall use Microsoft Office Excel. Files should not be read only or password protected. All Excel formulas, lookup tables, and links should be intact, and no links should exist to files not included with the submission. Excel workbooks should not contain hidden spreadsheets.

FACTOR 3 – PAST PERFORMANCE:

1. Past Performance will be evaluated based on information obtained using internal systems. Offeror is not required to submit Past Performance information. The Government will use information obtained using other sources, such as the

Contractor Performance Assessment Reporting System (CPARS) or similar systems. The Offeror will either be deemed acceptable or non-acceptable in this area. If Offeror has no relevant Past Performance, Offeror will be deemed acceptable.

(End of Addendum to 52.212-1)

The provision at 52.212-2 Evaluation – Commercial Items, applies to this acquisition. The Addendum to the provision at

52.212-2, Evaluation – Commercial Items, applies to this acquisition and is incorporated by Full Text as follows:

1. Discussions. As set forth in FAR 52.212-1, The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest and waive informalities and minor irregularities in offers received.
