PERFORMANCE WORK STATEMENT
FOR
MAINTENANCE AND REPAIR SERVICES FOR TAPE DRIVES
1.0 General
1.1 Introduction
The mission of the National Archives and Records Administration is to store, preserve, and provide public access to the permanently valuable records of the Federal Government. The mission of the Digital Records Division is to provide the essential lifecycle management including accession, preservation, and public accessibility of non-textual and born-digital records.
1.2 Objective
1.2.1 The National Archives and Records Administration (NARA) has a requirement for maintenance and repair services for data tape drives supporting the Archival Interim Storage System (AISS). The maintenance and repair services will cover data tape drives of various formats, examples of which are listed in Section 2.1. This maintenance is needed due to repeated use and the age of the drives and to ensure that they remain functional. NARA holds additional tape drives that may be available to use for spare parts as needed.
1.2.2 Most tape drives are utilized to process unclassified and classified data for archival preservation purposes. The AISS is a custom-developed software system used by NARA to manage the technical metadata associated with electronic records on magnetic tape within NARA to facilitate accessioning, preservation, and reference. As of recently, the AISS is used to copy records on legacy media to processing environments for eventual upload to classified electronic records preservation systems or the unclassified Electronic Records Archives System (ERA 2.0). The ERA 2.0 system does not have the capability to extract electronic records from data tape.
1.3 Scope of Work
1.3.1 The Contractor must provide comprehensive on-site and off-site maintenance and repair services for both current and legacy data tape technologies. The Contractor must provide on-site services for immediate needs. The Contractor may provide off-site services for more complex repairs. There are approximately 170 tape drives (e.g., 3480, 3490, DLT, 8000, 9-track, etc.) that will require maintenance and repair services due to the age of the drives to ensure that they remain functional for NARA use.
1.4 Background
The National Archives and Records Administration (NARA) is the designated steward for the permanent preservation of electronic records produced by the various agencies of the U.S. federal government, ensuring their long-term integrity and continuous accessibility. A cornerstone of this mission is the Archival Interim Storage System (AISS), which assists in the management of accessioned digital assets. AISS primarily serves NARA’s need to copy electronic records received on legacy media to processing environments for eventual upload to classified electronic records preservation systems or the unclassified Electronic Records Archives System (ERA 2.0).
1.5 Type of Contract Contemplated
1.5.1 This will be a firm fixed price contract.
1.6 Period of Performance
1.6.1 The period of performance will consist of a base year plus four option years.
1.7 Place of Performance

1.7.3 The Federal Government holidays are New Year’s Day, Martin Luther King Jr.’s Birthday, Inauguration Day, Washington’s Birthday, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. Some of these holidays “float” from year-to-year so the dates must be researched for each calendar year.

2.2 Quarterly and Supplemental Maintenance and Repair Services
2.2.1 There are approximately 170 tape drives on-line and ready to be used. However, not all tape drives are being used consistently. On each quarterly and supplemental maintenance visit, the NARA COR will identify those tape drives that have been used excessively and need maintenance, those that need repair, or new drives in need of initial setup.
2.2.1.1 On a typical visit, there will be approximately 10-20 tape drives needing maintenance and 2-7 of those requiring repairs. The Contractor must determine if repairs can be completed on-site or must be moved to an off-site facility. The NARA COR will prioritize which drives are to be worked on for any visit based on current demand and workload.
2.2.1.2 All off-site repairs must be completed and returned within 30 business days of removal via a mutually agreeable method or a scheduled supplemental maintenance visit. If off-site repairs cannot be completed within 30 business days, the Contractor must inform the NARA COR.
2.2.2 Quarterly maintenance and repair services must be coordinated by the NARA COR.

2.2.4 The Contractor must provide maintenance services on the tape drives identified by the NARA COR. Maintenance services must include:
· Inspection of system and tape drives
· Cleaning drives
· Making any necessary adjustments
· Basic manufacturer suggested maintenance
· Troubleshooting drive functionality with NARA staff
· Setup of new drive
2.2.5 The Contractor must provide repair services for broken or malfunctioning drives and provide replacement parts as required.
2.2.6 The Contractor must get approval from the NARA COR prior to performing any on-site or off-site repair services on broken or malfunctioning drives.
2.2.7 The Contractor must be responsible for installation of drives to interface with NARA’s AISS system. Specific configurations may be required to be completed by NARA staff. The Contractor must receive approval from the NARA COR prior to completing any installation services.
2.2.8 Acceptance of repair work is contingent on full functionality of serviced tape drives. The NARA COR and staff will test the full functionality of the tape drives to determine if the repaired tape drives are performing with functional read/write accuracy. The testing will be conducted within two business days after receiving the Contractor’s maintenance and repair report.
2.2.9 The Contractor must provide all parts, tools, and personnel necessary to perform maintenance and repair services.
2.2.10 NARA may provide drives not covered under this contract to replace drives covered under this contract or to be used for replacement parts to repair drives covered under this contract.
2.2.11 The Contractor must submit invoices quarterly after services have been provided.
2.2.12 NARA reserves the right to request the return of drives utilizing an approved package delivery service or alternatively in person during a scheduled supplemental maintenance visit.
2.2.13 If, in accordance with FAR 52.242-15, Stop-Work Order, the Contractor is required to stop the work called for by this contract, the Contractor shall return all tape drives to within two business days.

3.2 The Contractor must provide status updates via direct email to the NARA COR every ten days until the unit is returned to service.
3.3 The Contractor must maintain 100% preventative maintenance compliance for all legacy drives, prioritizing quarterly head cleanings and SCSI bus termination audits to extend the life of the hardware with all actions recorded in the quarterly maintenance and repair report submitted to the NARA COR.
4.0 Deliverables
4.1 After each quarterly or supplemental maintenance or repair visit, the Contractor must provide a maintenance and repair report detailing any findings and meet with the NARA COR to discuss the findings. The maintenance and repair report must include general information about hours spent performing work and the list of drives identified for maintenance and repair by NARA COR. The maintenance & repair report must include specific information about the drives including asset ID, location, operating status before and after maintenance and repair, and a summary of performed maintenance and repair services. The maintenance and repair report must be submitted to the NARA COR within five business days after completion of the services.
4.2 The Contractor must conduct a thorough inventory of the drives covered under this requirement during the first quarterly maintenance visit of each performance year. The inventory must contain the drive type, manufacturer information, serial number, asset ID, location, operating status, list of tape formats compatible with the drive, and recommended maintenance actions.
4.3 All information and data related to this contract that the Contractor gathers or obtains will be both protected from unauthorized release and considered the property of the government.
