Combined Synopsis/Solicitation / 140A0422R0006 /BIA Rocky Mountain Region Wind River Agency in Fort Washakie Wyoming-Electronic Security System Upgrade Title: The Department of Interior, Bureau of Indian Affairs (BIA) intends to award a lowest price technically accepted firm fixed price contract for a Request for Proposal for an Electronic Security System Upgrade at the Bureau of Indian Affairs Rocky Mountain Region's Fort Washakie Adult Detention Center in Fort Washakie, Wyoming to include Access Control, Door Control, Camera and Intercom per the attached Statement of Work, Drawing and PREA Standards.

The BIA is utilizing an antiquated jail security system with analog closed-circuit television (CCTV) surveillance system. The system consistently struggles to operate. The existing CCTV system has an insufficient number of cameras to meet the required surveillance tasks and lacks adequate storage space for the recorded data.

Set-aside: Total Small Business (SB)

Quote Response Details: The quoter shall respond to this RFP via email response to: Kathy Eder at email: kathy.eder@bia.gov no later than 4PM MT, Wednesday March 30, 2022.

Award Basis: The Government will review the lowest quote for technical acceptability (which will include a review of the quoted materials that are to be installed and the quoter’s demonstrated experience and technical capability), as well as make a responsibility determination of the vendor. The vendor must also be registered in SAM.Gov as an SB under the awarding NAICS code in order to be eligible for award. If the lowest quoted vendor is technically acceptable, is determined to be responsible and meets the set-aside requirements, that company shall receive the award (if pricing is determined to be fair and reasonable). If it is determined that the lowest quoter does not meet the requirements stated above, the government will review the next lowest quote and review in accordance with the steps as stated herein.

SCA Wage Rates shall apply to the work to be performed under this Contract and those rates are attached.

Pricing:

Contractor to provide a lump sum price to include all labor and material to complete the project as outlined in the Statement of Work and all applicable attachments. Proposal price should be stated on Page 2 Item 26 and on page 2 Line 20 Amount Column of the SF-1449.

Work Hours:

The performance period established for this contract is based upon all work being conducted during regular working hours between 8:00am and 5:00pm, Monday through Friday, excluding government holidays. If the Contractor desires to carry on work outside regular hours, including Saturdays, Sundays, and government holidays, a request must be submitted to the Contracting Officer in sufficient time to allow satisfactory arrangements to be made by the Government for access to the work site and inspection.

Safety and Quality Control Plan:

Contractor must have in place effective quality assurance and safety plans and to provide a copy if requested by the Government.

Statement of Work/Period of Performance:

See Attachments for the Statement of Work, Drawings, Site Map and Pictures for Security System for the Bureau of Indian Affairs Rocky Mountain Region Wind River Agency in Fort Washakie, Wyoming. Period of Performance shall begin on Monday April 18, 2022 with completion on June 30, 2022.

Submittal of Questions:

Offeror is to consolidate questions and email to the point of contact by March 25, 2022. All questions must be submitted in writing to Kathy.eder@bia.gov. Appointment of Contractor Representative/Superintendent:

Prior to commencement of work on this contract, the contractor shall provide to the Contracting Officer and Contracting Officer Representative (COR) Raymond Standing Bear the name and telephone number of at least one responsible individual who will serve to respond to operational problems and/or emergencies on a daily basis. The contractor agrees that the notice to the designated representative shall constitute notice to the contractor and agrees to be bound by any commitments or representations made by the representative.
