Request for Quote, 15F06724Q0000065, Video Production Services for the Federal Bureau of Investigation

The Federal Bureau of Investigation (FBI) is issuing a Request for Quote (RFQ), on a restricted basis, open only to small business concerns, under solicitation number RFQ – 15F06724Q0000065. The Government anticipates issuing a single contract award. The award will be an Indefinite Delivery/ Indefinite Quantity (IDIQ) contract not to exceed $5.0M. Task Orders (TO) may be Firm-Fixed Price (FFP), Labor Hour (LH), or Time and Materials (T&M) The ordering period for this IDIQ is from the effective date of the contract through 60 months.

All responsible sources may submit a quote which will be considered by the agency. This acquisition will utilize the policies of FAR Part 12 in conjunction with the solicitation, evaluation, and award procedures prescribed in FAR Part 13.

The minimum guarantee for this IDIQ is $1000.

2. Description:

A. Description of Requirement: This is a contract to provide:

The FBI Academy at Quantico, Virginia has a twofold mission: to lead and inspire, through excellence in training and research, the education and development of FBI employees and the criminal justice community, and to influence change and forge partnerships that ensure the safety and security of the citizens of the United States and the world. To that end, the Creative Media Development Unit (CMDU) has a requirement to produce instructional media, live multicast events, animations, and other multi-media materials in order to accomplish this mission. The FBI requires commercial services to provide additional technical production staff, actors, voice talent, equipment, set design and construction, web-hosting services, and other related video production and post-production services as needed. The types of productions that may need support could be instructional videos, live multicast events, demonstration videos, scenarios, and other videos that may support classroom instruction.

The support requests may be small, medium, or large, requiring anywhere from one day to several months to complete. Both parties must agree upon the basis and requirements of each specific task before work begins.

Individual requirements shall be included in the Statement of Work (SOW) provided with each Task Order awarded under the IDIQ. Additional details may be found in the IDIQ SOW.

B. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

C. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02. The Government anticipates issuing a single contract award, however, reserves the right to award multiple contracts if determined to be in the best interest of the Government.

52.212-1 Instructions to Offerors—Commercial Products and Commercial Services.

Instructions to Offerors—Commercial Products and Commercial Services (Sep 2023) applies to this requirement.

Instructions to Offerors addendum:

All information shall be submitted in English. Each Quoter must submit a quotation consisting of the requested information in strict accordance with these instructions. Failure to comply with these requirements may result in a Quoter’s submission being rejected as being materially non-conforming to RFQ requirements.

Quoters are advised to read the entire RFQ document, including any attachments, prior to submitting questions and/or preparing their quote. Omission of any information from the quote submission requirements may result in rejection of the quote.

Only UNCLASSIFIED information shall be submitted. Any Quoter submitting proprietary information shall mark information accordingly. If the quote does not contain all volumes or is not received by the due date and time, it will be considered late and will not be opened, nor evaluated.

The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The quote shall not simply rephrase or restate the Government’s requirements but rather shall provide convincing rationale to address how the Quoter intends to meet these requirements. A Quoter’s failure to provide adequate details may result in exclusion from further award consideration. Quoters shall assume the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in their quote.

Quotes shall be submitted in programs compatible with Microsoft Office 2013 or newer (Word, Excel, and/or PowerPoint) or searchable PDF format, unless the file is a Microsoft Excel Spreadsheet or PDF Attachment provided by the Government. All portions of the non-price quote shall be single line spaced, 12-point Times New Roman font for the body, 9-point Times New Roman font for the graphics and tables and have one-inch margins. The pre-populated fonts and sizes for Attachment A – Pricing Template, shall remain unchanged. Physical or hard copies will not be accepted.

A quote submission shall consist of five (5) Documents / Volumes, which are as follows:

There shall be no price data contained in any volume other than Volume IV.

The volumes are designed to ease evaluation for the Government. Failure to comply with the Government’s instructions may lead to the Quoter’s response being rejected and ineligible for award consideration.

The table below specifies the page limits the Government has set for each volume. The page limits are maximums, not recommended lengths. If page limitations are exceeded, the excess pages will not be read or considered in the evaluation of the quote. Quoters are strongly encouraged to keep their responses succinct. Information outside what is required by the RFQ is not encouraged.

QUOTE CONTENTS

COVER LETTER

The Quoter shall provide a cover letter with the following information:

Quoter Name and Address

Quoter CAGE code and SAM Unique Entity ID (UEID)

Date of Submission

Solicitation Name and Number

Indication that quote is valid for at least 180 days from the date of submission.

Primary POC who can legally bind the company (name, title, telephone number, and email address)

Facilities Security Officer’s (FSO) name, telephone number, and email address

Recertification of size status under NAICS code

Non-Government Advisors Disclosure Statement o NON-GOVERNMENT ADVISORS DISCLOURE STATEMENT

Quoters are advised that technical and cost/pricing data submitted to the Government in response to this RFQ may be released to non-Government advisors for the purpose of quote review, analysis, and preparation of contractual documents. Non-Government advisors will not evaluate quotations or be a part of the source selection evaluation committee. All non-Government advisors have signed non-disclosure statements. The non-Government advisors support may be provided by Hive Group, LLC

Quoters shall provide a statement as detailed in paragraph (B) below or provide written objection to disclosure as indicated in paragraph (A) below. If the Quoter objects to disclosure of a portion of the quote, the consent in paragraph (B) should be provided for the remainder of the quote.

Include paragraph (B) below and paragraph (A), as applicable, within the Cover Letter.

Any objection to disclosure shall include a detailed statement of the basis for the objection. The detailed statement shall identify the specific portions of the quote the Offeror objects to disclosure to non-Government advisors.

A. I understand technical and cost/pricing data submitted to the Government in response to this RFQ may be released to non-Government advisors. I consent to release of all (unless objection is provided as detailed in paragraph A. above) proprietary, confidential, or privileged commercial or financial data provided in response to this RFQ, to non-Government advisors for review, analysis, and document preparation.

VOLUME I – CONTRACT DOCUMENTATION (GATEKEEPER)

The Quoter shall provide verification or evidence of an active Defense Counterintelligence and Security Agency (DCSA) Facility Clearance (FCL), at the “Top Secret” level. Appropriate verification or evidence of an Quoter’s FCL shall consist of a printout from the National Industrial Security System (NISS) in Adobe PDF format. The Government will not accept interim facilities clearances.

The Quoter shall provide their completed ARQ (Attachment D) and KMPL (Attachment E), which may be submitted as a password protected email sent to the FBI Issuing Office POCs indicated this solicitation.

If the Quoter fails to provide all required items for this Volume, or does not have the appropriate FCL, their quote will be rated “UNACCEPTABLE” and will not be considered for further evaluation.

VOLUME II – TECHNICAL APPROACH

The Quoter shall provide a narrative demonstrating their approach for fulfilling the provided Attachment H – Mock Script. It shall include but is not limited to a description of the labor categories and level of effort needed.

VOLUME III – RELEVANT EXPERIENCE

The Quoter shall provide up to three (3) Relevant Experience Narratives (REN) on the provided Attachment that describe its relevant experience successfully providing similar services within the past five (5) years as a Prime contractor.

The Quoter shall include current and accurate contact information for at least two (2) points of contact (POC) for each contract listed on a REN sheet. If necessary, the Government may contact the POCs to verify the information provided in the REN. A list of typical POCs may include the following (or commercial equivalents):

Contract Administrator with direct oversight of contractor performance Contracting Officer’s Representative Contracting Officer’s Technical Representative Quality Assurance Evaluator Program/Project Manager, or equivalent

VOLUME IV – PRICE

The Quoter shall submit a completed price quote using the provided pricing template (Attachment A), to include all two (2) tabs. The Quoter shall not alter the format or formulas in the pricing template. The Quoter shall complete all two (2) tabs in the spreadsheet in accordance with the instructions below. The completed price quote shall be submitted as an unlocked version in Microsoft Excel. Failure to provide a complete price quote utilizing the provided Pricing Template (Attachment A), to include all two (2) tabs, may eliminate the Quoter from consideration for award.

The Quoter may add an additional tab for any assumptions.

The Quoter shall enter their proposed fully loaded labor rates into the tab entitled “LCATs” of the provided Pricing Worksheet. The Quoter shall ensure all LCATs, and rates quoted align with the required LCAT descriptions. The Government has identified by name the LCATs required to perform this requirement within the pricing template and included a description of each LCAT as a separate attachment.

All proposed rates are for the National Capitol Region (NCR). Locations required outside the NCR will be established at the Task Order level.

o MOCK SCRIPT

The Quoter shall utilize tab 2 entitled “Mock Script” to populate their proposed price for accomplishing the Mock Script attachment. The Quoter may populate the tab in any method they chose but it shall include at a minimum: proposed labor mix, proposed labor rates, and total price.

52.212-2 Evaluation—Commercial Products and Commercial Services.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in descending order of importance:

Technical Approach, Relevant Experience, and Price

Technical and Relevant Experience, when combined, are more important than price. The Government will evaluate quotes on the best value tradeoff method. If the highest technically rated quote is also the lowest priced, no tradeoff will be conducted.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the

Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
