Video Production Contract
Indefinite Quantity Indefinite Delivery (IDIQ)

FEDERAL BUREAU OF INVESTIGATION
FINANCE DIVISION | PROCUREMENT SECTION
1. Introduction
1.1 Background
The FBI Academy at Quantico, Virginia has a twofold mission: to lead and inspire, through excellence in training and research, the education and development of FBI employees and the criminal justice community, and to influence change and forge partnerships that ensure the safety and security of the citizens of the United States and the world. To that end, the Creative Media Development Unit (CMDU) has a requirement to produce instructional media, live multicast events, animations, and other multi-media materials in order to accomplish this mission.
The FBI requires commercial services to provide additional technical production staff, actors, voice talent, equipment, set design and construction, web-hosting services, and other related video production and post-production services as needed.
The types of productions that may need support could be instructional videos, live multicast events, demonstration videos, scenarios, and other videos that may support classroom instruction.
The support requests may be small, medium, or large, requiring anywhere from one day to several months to complete. Both parties must agree upon the basis and requirements of each specific task before work begins.
1.2 Scope
This is a contract to provide a one (1) year base, plus four (4) one (1) year (12 month) option periods, for various technical support functions to the Federal Bureau of Investigation (FBI) for the Training Division’s (TD) Creative Media Development Unit (CMDU) and other FBI Divisions as required.
This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
2. Contract Type/Pricing Task Orders may be Labor Hour (LH), Time and Materials (T&M), or Firm Fixed (FFP) to fulfill the requirements outlined in this SOW. The contractor is required to provide a fixed hourly rate, which includes wages, indirect costs (including overhead, fringe benefits, and general and administrative expenses), and profit for the labor categories specified in Attachment 1 Labor Categories (LCATs). All terms and conditions of the Video Production IDIQ shall apply to the Task Order(s).
Requirements
3. General
This is a non-personal services contract. As such, the Government will not exercise any supervision or control over Contractor employees performing the services herein. Such Contractor employees shall be accountable solely to the Contractor, who in turn is responsible to the Government.
4. Contractor Tasks Individual requirements shall be included in the Statement of Work (SOW) provided with each Task Order awarded under the IDIQ.
Perform Professional video production services as needed by the FBI.
Attend all preproduction meetings as required for individual productions and make appropriate recommendations for required individual productions.
Provide the appropriate technical staff for the required production services.
a. Technical Production Staff shall be professionally attired for their assigned task.
b. Technical Production Staff shall report either 30 minutes or one hour prior to the start time of the task order.
c. provides required equipment on time at different locations.
The deliverables for each task shall be specified in the SOW document for each task order.
Deliverables shall be sent to the Contracting Officer Representative (COR).
When there are a significant number of tasks, the FBI may request regular meetings with the Vendor to discuss task status as necessary. These will normally be telephone conferences.
However, occasional in person meetings may be required. Security classification level will dictate the venue of the meetings.
Written documentation shall be delivered before, but not later than ten (10) business days after completion of the assigned task. Upon receipt, the COR will review and approve deliverables within ten (10) business days.
5. Place of Performance Task order Key Personnel under this IDIQ may be assigned to work in CMDU’s work area (Building 6, Room 207) of the FBI Academy. The contractors shall not be permitted to enter any other FBI Academy area or building without prior FBI approval. The majority of work shall be performed at the FBI Academy, Quantico, Virginia.
Other on-location sites may be required at the task order level.
6. Period of Performance
The anticipated period of performance for this effort will be as follows:
BASE PERIOD 3/26/2024 - 3/25/2025
OPTION YEAR 1 3/26/2025 - 3/25/2026
OPTION YEAR 2 3/26/2026 - 3/25/2027
OPTION YEAR 3 3/26/2027 - 3/25/2028
OPTION YEAR 4 3/26/2028 - 3/25/2029
7. Personnel All candidates shall meet the minimum requirements of the IDIQ Attachment 1 Labor Categories (LCATs).
The FBI reserves the right to re-evaluate staffing levels, as needed, to adapt to a changing threat climate. To best support this mission, the labor categories and number of FTEs at the TO level could decrease because of technological improvements, process, and staffing efficiencies, and/or funding/budget constraints at any time.
7.1 Key Personnel
The Contractor shall provide Key Personnel to be determined at the Task Order level with the requisite education and experience to fulfill each requirement. Prior to any person being assigned to a Key Personnel position, the Contractor shall provide the CO and COR with a résumé detailing the qualifications of persons being considered for such a position. The Contractor shall also provide a demo reel (when applicable).
8. Personnel Availability The Contractor’s normal workday will typically be between the hours of 6:00 a.m. and 6:00 p.m.
Core work hours are 9:00 a.m. through 3:00 p.m. Flexibility within the normal workday shall be coordinated with the COR.
9. Government Furnished Equipment or Information The Government shall provide key personnel assigned to this contract with a typical working environment including office furniture and furnishings, unclassified telephone service, personal computers (PCs) and related software. All furnished government property is provided for work related use only and is afforded for the convenience of the government to ensure maximum efficiency. All use of government furnished property must be lawful and must not be converted into or used for personal gain.
Contractors shall not operate government owned motor vehicles.
10. Security Requirements
Key personnel will be required to have a to access the FBI’s UNET, which requires a to have a Top Secret SSBI. The FBI has determined that performance of work under this Statement of Work/Task Order will not require that the Vendor and Vendor employees have access to FBINET.
11. Travel Travel is not anticipated. If any TOs require performance outside of the National Capitol Region (NCR), a travel CLIN will be provided on the TO. All travel must be preauthorized by the CO/COR and shall be performed in accordance with Federal Travel Regulations (FTR) and FBI travel policies. The FTR is available at http://www.gsa.gov.
Should the Government authorize travel (Contracting Officer (CO)/Contracting Officer's Representative (COR) pre-authorized in writing as a bona fide need, directly task related, or as an Other Direct Cost (ODC) under the Task Order(s), such travel shall be conducted in accordance with Federal Travel Regulations (FTR) and FBI travel policies. The FTR is available at http://www.gsa.gov.
Travel will not be reimbursed within a 50-mile radius of the primary work site. No costs associated with commuting to and from one's domicile to work locations will be authorized or reimbursed.
The Contractor shall minimize travel and encourage cost savings alternatives for meetings, e.g., teleconferencing. Local travel to attend official (off-site) meetings may be authorized by the CO/COR in advance and in writing. Other travel to attend conferences and training with, for example, a narrow focus relative to work performed under this Statement of Work/Task Order may be permissible with prior written approval by the CO/COR. If approved, the Contractor shall provide receipts for all travel expenses incurred to the CO/COR. Only actual expenses will be paid with no mark-up for overhead or profit. Travel reimbursements will be limited to the amount funded each base/option year unless otherwise modified. No overseas or foreign (OCONUS) travel is anticipated under this Statement of Work/Task Order.
12. Deliverables The Contractor shall provide monthly status reports to the Contracting Officer (CO) and the Contracting Officer Representative (COR). The format will be agreed to by the Contractor and COR at the start of performance, but the contents shall contain the following, at a minimum:
Staffing Summary, Hours and Labor performed, Current Management and Administrative problems, and Action items. The Contractor shall also provide a bi-weekly status report that describes the activities that were completed (highlights), areas of risk, and personnel and their responsibilities for that time period.
13. Media Licensing The Contractor shall be the official licensor of any stock footage, stock photography, sound effects, animation templates, and 3-D models as requested by CMDU personnel and as itemized per an individual Task order. The Contractor shall not identify themselves as FBI or acting on behalf of the FBI.
14. Materials The vendor may be required to purchase materials which will be determined at the task order level.
15. Invoicing Instructions The Federal Bureau of Investigation (FBI) has transitioned its invoice payment processing operations to the Invoice Processing Platform (IPP). All invoices must be processed thru IPP.
Invoices should be submitted by the end of each month or at the completion of the required task.
IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency. To learn more about IPP, please visit IPP.gov.
16. Contract Administration The functions inherent to this contract shall be performed by the designated Contracting Officer.
The duly assigned COR shall ensure all actions pertaining to this contract are requested via the Contracting Officer.
16.1 Contracting Officer (CO)
The CO is the appointed authority to bind the government to the extent of the authority delegated.
Direction that will modify the scope, schedule, term and conditions, funding, or any other action that may modify the agreement as originally entered with the government must be given only by the CO. The CO for this contract is:

16.3 Contracting Officer Representative (COR)
The COR will be identified via letter of COR delegation authority issued by the CO for this contract. The COR is responsible, as applicable, for: receiving all deliverables; inspecting and accepting the supplies or services provided hereunder in accordance with the terms and conditions of this contract; providing direction to the Contractor which clarifies the contract effort, filling in details or otherwise furnishing information necessary to accomplish the SOW; evaluating performance; and certifying all invoices/vouchers for acceptance of supplies or services furnished for payment.
The COR does not have authority to alter or modify the Contractor’s obligations, contract terms, conditions, specifications, or cost. If as a result of technical discussion, it is in the Government’s best interest to alter/change contractual obligations or the SOW, the CO will issue such changes.
