5Section "Volume I – Contract DocumentationThe RFP mentions the place of performance includes, but is not limited to, Quantico, VA, indicating a preference or requirement for proximity. Could you clarify whether it is sufficient for one member of a teaming arrangement to be located within 50 miles of Quantico to meet this requirement? If so, does this entity need to be the prime contractor, or can it be any member of a JV or other teaming arrangement?There is no proximity requirement. See revised SOW Section 11.
6Section "Volume I – Contract DocumentationIn the case of Attachments E (ARQ) and F (KMPL), should they be completed by both JV partners, or is it sufficient for the partner with the relevant clearances to complete these?Both JV partners must complete the ARQ and KMPL.

72Attachment C - Labor CategoriesSome positions, such as Actor, have great variations in pricing, depending on things like Union/Non-Union, length of time involved, and whether they work at scale or are above scale. How does the government want us to price these LCATs? Should we propose all possible variations, or target what may be considered 'most common'?All rates proposed are for the National Capitol Region (NCR). Rates for locations other the NCR will be determined at the Task Order level.
73Attachment C - Labor CategoriesFor those LCATs that require materials to support their work (for instance, the makeup artist requires makeup products, and special effects specialists require the raw materials to produce the effects), will the government accept those requisite products as ODCs in addition to the rate that is defined?Yes.
74Synopsis Document, page 6, Volume IIThe governemt requires that all past performance must have been performed as a Prime Contractor. However, often times video production work is subcontracted as ODCs. This requirement would prevent companies with significant and relevant expertise from competing on this solicitation.
