This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will is being issued. Solicitation Number 140P1120Q0049 is issued as a Request for Quotation (RFQ) constitutes the entire solicitation. Proposals and price quotations with detailed breakdown are being requested. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2020-07, effective July 2, 2020. This is a small business set-aside. The North American Industry Classification System (NAICS) code is 512110, Motion Picture and Video Production, and the related small business size standard is $32.5 million. Questions are due on or before 10:00 am ET August 12, 2020. Responses are due on or before 10:00 am ET August 27, 2020.

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

REQUIREMENT: The contractor shall provide all services, including labor, materials, equipment, facilities, fees, research, licensing, and travel necessary to produce one 18 to 20-minute ultra-high-definition (UHD) interpretive film with Audio Description (AD), Subtitles for the Deaf and Hard of Hearing (SDH), Closed Captions, and Spanish Language Subtitles; one Blu-Ray replicating master with cover and discface artwork; and one Digital Video Disc (DVD) replicating master with cover and discface artwork for North Cascades National Park Service Complex in Washington.

Offerors who contact anyone outside of the Office of Acquisition Management regarding this requirement, may automatically be excluded from competition.

All quotation information shall be submitted for receipt no later than 10:00 am ET on August 27, 2020.

Offerors are hereby notified that if your quotation is not received by the date/time and at the location specified in this announcement, that it will be considered late. The quote shall be submitted electronically via email to jason_albright@nps.gov with the Subject line clearly identifying “Solicitation Number 140P1120Q0049 – Interpretive Film for North Cascades National Park Service Complex.” Offers by telephone, transmitted via facsimile (fax), or submitted through Beta.Sam.gov will not be accepted. Refer to the solicitation for requirements for submission of samples.

All contractors must be registered in www.SAM.gov to be considered eligible for award.
