Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 13 and FAR subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06, Effective May 6, 2020.

The associated North American Industrial Classification System (NAICS) code for this procurement is 238210, with a small business size standard of $15.0 Million.

All interested companies shall provide quotation(s) for the following:

0001 PROVIDE ALL SERVICE, TOOLS, and PERSONNEL to provide data, power, and equipment backing support for A/V servers, camera mounts, speaker and/or microphones in 10 rooms. Data will need to be pulled from data closets located in Bldg. 2 to each room to support the equipment specified in the site assessment report.

Evaluation

Award shall be made to the offeror whose quotation offers the best value to the government, considering technical capability and price. The government will evaluate information based on the following evaluation criteria: LOWEST PRICE TECHNICALLY ACCEPTABLE.

The following evaluation factors will be used in awarding a contract:

a. Technical Acceptability: The Government will review the contractor’s proposed technical approach to verify that it will result in successful contract performance.

The proposal will be determined “acceptable” when it meets the following:

A written narrative describing a sound and reasonable approach to complete the CAT 6 data cable installation for multiple rooms.

A logical and sound progress schedule demonstrating each phase of work for each room to include identifying any long lead material items, and project completion within the specified period of performance.

b. Price Evaluation: Lowest price will be determined based on the total evaluated price.

The price proposal shall include quantities and prices for each construction work element in accordance with the specifications/summary of work provided. If the lowest priced offeror is determined technically acceptable and determination of price fair and reasonable is made, an award will be made to that offeror.

This is an open-market combined synopsis/solicitation for CAT 6 Cable and Power installation as defined herein. The government intends to award a Firm-Fixed Price Contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.

Submission shall be received not later than June 15, 2020 at 1:00 PM EST. All correspondence shall be sent to marty.bost@va.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
