General Information

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a(n) Request For Proposal (RFP).

3. This solicitation document and incorporated provisions and clauses are those in effect through:

Requirement Information

Description:

This Statement of Objectives (SOO) defines requirements for Contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) expansions to add and integrate five (5) new RSSs into the existing standalone GV system at RAF Fairford and one (1) new RSS into the existing standalone GV system at RAF Welford to provide for areas lacking real-time intelligible acoustic coverages. The GV expansion at RAF Fairford shall reuse the existing UHF frequency for the digital two-way UHF radio communications links, and the GV expansion at RAF Welford shall reuse the existing VHF frequency for the digital two-way VHF radio communications links. The GV expansion at RAF Fairford shall include upgrading two (2) existing outdated CCSs, adding and integrating one (1) new CCS, and relocating one (1) existing RSS. The GV expansion at RAF Welford shall include upgrading and relocating one (1) existing outdated CCS. All GV expansions shall also include configuration, integration, equipment reuse and upgrade, radio equipment, wooden poles, AC circuit extensions, battery backups, solar panels, lightning protection, grounding, cabling, and other components necessary to complete and place each standalone expanded GV system at RAF Fairford and Welford in full service.

Instructions to Offerors

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

A. To assure timely and equitable evaluation of the proposal the offeror must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. The response shall consist of three (3) parts; Part I - Price, Part II - Technical, and Part III -Past Performance.

B. The Government's terms, conditions, and respective provisions and clauses contained within this solicitation are prescribed in accordance with United States Federal Acquisition Regulation (FAR), and are not subject to conditionally proposed revisions or changes requested by offerors. Offeror's specific terms and conditions that may be contingently quoted for subsequent inclusion into the contract if awarded will not be considered by the Government in its evaluation of quotes. Offerors that are not able to comply with the aforementioned conditions, will be determined as non-compliant with the solicitation requirements, and therefore may be removed from consideration for award.

C. PROPOSAL CONTENTS:

PART I - PRICE

Pricing is required to be submitted on Attachment 1, Pricing.

Please Note: Pricing is to be in United States Dollars or Great British Pounds.

PART II - TECHNICAL

Offeror shall provide a detailed and comprehensive proposal to include:

a) INSTALLATION PLAN. The proposal shall provide an approach for satisfying the technical objectives as identified in the SOO. The approach shall provide sufficient detail to clearly demonstrate the Offeror's understanding and ability to accomplish the task. Specific detail shall be provided to demonstrate the following criteria is satisfied:

1. A narrative proposal, detailed sufficiently, that sufficiently addresses technical and logistical requirements of this

SOO.

2. List of materials, including the material specifications.

3.The proposal shall provide an installation schedule identifying the applicable milestones for the project through completion to include any required data submittals.

4. Drawings in Microsoft Visio (*.vs*) (with a courtesy copy in *.pdf format) showing the floor plan, connectivity, cabinet elevations, cable paths, power panel schedules, grounding methodology and schematics for the equipment to be installed.

5. The contractor shall provide a list of all codes, standards and specifications used to implement this project/delivery order.

6. The contractor shall provide a methodology and schedule of cutover and testing the technical requirements outlined in the SOO. The contractor shall also provide a description of the method that will be used to correct any unsatisfactory test results.

b) QUALITY CONTROL PLAN. The proposal shall provide a quality control plan clearly identifying the measures to be taken to ensure the quality of work including on-site and off-site technical and administrative support.

c) SCHEDULE. The proposal shall provide an installation schedule identifying the applicable milestones for the project

d) STAFFING PLAN. The proposal shall provide a staffing plan identifying the proposed staffing mix to assure coverage for the workload estimates provided to support the project. The staffing plan will include proposed labor categories, experience, security clearances, and technical certifications of management and installation personnel for both on-site and off-site locations.

PART III - PAST PERFORMANCE

(a) Offerors shall complete Section A of Attachment 3, the Past Performance Questionnaires (PPQs) with their company information and send the PPQs to their current or former customers for completion of Sections B and C. After completion, the PPQs are to be e-mailed to christina.smith.44@us.af.mil and 501csw.rco@us.af.mil. The number of PPQs for each offeror is limited to a maximum of five (5).

The government will use all questionnaires received from the offeror's referenced customers and data independently obtained from other government and commercial sources to determine if the Past Performance information is recent and relevant and then assess it for acceptability.

- Recent means performance within five (5) years of the date of this solicitation.

- Relevant means performance of similar requirements to those stated in the SOO either in whole or in aggregate if performed simultaneously under multiple contracts.

(b) In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "unacceptable".

Evaluation Criteria

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

(A) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(1) Price

(2) Technical Acceptability

(3) Past Performance

(B) A Lowest Price Technically Acceptable (LPTA) process in accordance with Federal Acquisition Regulation (FAR) Part 12 and Subpart 13.5 will be utilized for the purpose of the Government's evaluation of proposals and resultant award determination. Under the LPTA evaluation process, Technical Capability will be evaluated and rated on an acceptable or unacceptable basis whereby unacceptability of any of the respective sub-factors will result in an unacceptable technical capability-rating. In addition, ratings for past performance will be assigned utilizing an evaluation basis of acceptable or unacceptable.

(C) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

501st Combat Support Wing (USAFE)

The Government intends to award a contract without interchanges with respective offerors. However, the Government reserves the right to conduct interchanges if deemed in its best interest. Exchanges conducted with regard to adverse past performance or to resolve minor or clerical errors will not constitute interchanges, and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.

BASIS FOR CONTRACT AWARD

By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications. The evaluation process shall proceed as follows:

A. Price Evaluation

An offeror's quoted prices will be evaluated based on the Total Evaluated Price (TEP). The TEP = Sum of the total price of all CLINS + the Evaluated Price of Option to Extend Services IAW FAR 52.217-8. The Evaluated Price of Option to Extend Services shall be calculated by multiplying half the quantity by the unit price of CLIN 0001. The price for the Option to Extend Services shall not be included in the contract value, and should the Government choose to exercise this option, a CLIN will be added to the contract at the time the option is exercised. The offeror's proposed price will be determined by multiplying the quantities identified by the quoted unit price for each Contract Line Item Number (CLIN) to confirm the extended amount for each. If there is a discrepancy, the Government will multiply the Unit Price by the Quantity for the extended amount for each.

Offers will be ordered by Price, with only the lowest priced offer being evaluated for technical acceptability. If the lowest priced offer is deemed unacceptable then the next lowest offer will be evaluated for technical acceptability. This process will continue until an offer is deemed technically acceptable.

Only the technical acceptable quote will be evaluated for past performance. If the technical acceptable offer is deemed unacceptable for past performance the next acceptable technical quote will be evaluated for acceptable past performance (per the process above).

This process will continue until an offer is deemed to have acceptable past performance, and then the evaluation process will be complete.

B. Technical Acceptability

The government shall evaluate the Technical quote submitted by offerors and assign a rating of Acceptable or Unacceptable to each subfactor based on whether or not they meet the requirements of the solicitation. A rating of Unacceptable on any subfactor will result in the entire Technical Plan being rated as Unacceptable.

The Technical Quotes shall be evaluated against the following subfactors:

1. Installation Plan

2. Quality Control Plan

3. Schedule

4. Staffing Plan

C. Past Performance

(2) The government will evaluate past performance on a pass/fail basis and assign an Acceptable or Unacceptable rating as described below:

Acceptable = Past performance demonstrates a reasonable expectation that the offeror will successfully perform the requirements of the SOO.

Unacceptable = Past performance does not demonstrate a reasonable expectation that the offeror will successfully perform the requirements of the SOO.

In the evaluation of Past Performance, the Government will consider the information provided through the questionnaires, as well as information obtained from other sources, such as, but not limited to, the Past Performance Information Retrieval System (PPIRS).

When a completed PPQ does not match the Contractor Performance Assessment Report (CPAR) rating, CPAR will take precedence.

The Offeror's past performance efforts will be assess for: Recency, Relevancy and Performance Quality. The Government will only evaluate performance quality on past efforts that are determined to be both recent and relevant.

(i) Recency: Services must have been performed within the last five (5) years from the issuance date of solicitation.

(ii) Relevancy: Past performance has to be similar in scope. Scope is defined as Giant Voice Expansion projects or similar to the work requirements outlined in this solicitation and associated Performance Work Statement.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the past performance rating will be considered "unknown". For the purpose of evaluation, an "unknown" past performance rating will be considered an unacceptable rating and will not be considered for award.

(iii) Performance Quality: The quality assessment consists of an evaluation of recent and relevant past performance information available, regardless of its source. The quality assessment may reveal positive or adverse past performance information. Adverse past performance is defined as past performance information that supports an unsatisfactory rating on any evaluation element or any unfavorable comment received from sources without a formal rating system. Multiple ratings of less than "Satisfactory" in Contractor Performance Assessment Reporting System (CPARS) and/or Past Performance Questionnaires (PPQs) may result in a past performance rating of "unacceptable". Offerors may be given an opportunity to respond to adverse past performance information for which they have not previously had an opportunity to address.

52.217-9. Option to Extend the Term of the Contract

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5years and 6 months.

52.232-18, Availability of Funds

Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

5352.201-9101 Ombudsman

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
