SOO – Giant Voice System Expansion at RAF Fairford and Welford, UK

1. BACKGROUND. The existing Giant Voice (GV) system at Royal Air Force (RAF) Fairford is a standalone ATI GV system consisting of 2 Central Control Stations (CCSs) and 4 Remote Siren Stations (RSSs) or High Powered Speaker Stations (HPSSs). Each existing station is associated or equipped with a conventional J/F-12 APX6500 Ultra High Frequency (UHF) radio base station using the radio frequency (RF) 407.XXX MHz for the digital two-way UHF radio communications between the CCSs with the RSSs. The existing CCSs are located in the Fire Station, building B31 and the Base Defense Operations Center (BDOC), building 491, and both are currently utilizing the outdated REACT 4000 Central Control Units (CCUs) and Windows 7 desktop computer stations.

The existing GV system at RAF Welford is also a standalone ATI GV system consisting of 1 CCS and 3 RSSs (HPSSs). Each existing station is equipped with a conventional J/F-12 APX6500 Very High Frequency (VHF) radio base station using the RF frequency 153.XXX MHz for the digital two-way VHF radio communications between the CSSs with the RSSs. The existing CCS is located in the 420 MUNS Control Station, building B40 with the CCS currently utilizing the outdated REACT 4000 CCU and Windows 7 desktop computer station.

Each existing standalone GV system at RAF Fairford and Welford also uses an IP Integration Module (IIM64) to interface and interoperate with the current Net-centric Network Alerting System (NCAS) from the Blackberry AtHoc vendor to activate and broadcast alert notifications or messages over the GV system from AtHoc web-based consoles. The IIM64 module for the existing standalone GV system at RAF Fairford is located in the BDOC, B491, and the one for the existing standalone GV at RAF Welford is in the 420 MUNS Control Station, B40.

2. SCOPE. This Statement of Objectives (SOO) defines requirements for Contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) expansions to add and integrate five (5) new RSSs into the existing standalone GV system at RAF Fairford and one (1) new RSS into the existing standalone GV system at RAF Welford to provide for areas lacking real-time intelligible acoustic coverages. The GV expansion at RAF Fairford shall reuse the existing UHF frequency for the digital two-way UHF radio communications links, and the GV expansion at RAF Welford shall reuse the existing VHF frequency for the digital two-way VHF radio communications links. The GV expansion at RAF Fairford shall include upgrading two (2) existing outdated CCSs, adding and integrating one (1) new CCS, and relocating one (1) existing RSS. The GV expansion at RAF Welford shall include upgrading and relocating one (1) existing outdated CCS. All GV expansions shall also include configuration, integration, equipment reuse and upgrade, radio equipment, wooden poles, AC circuit extensions, battery backups, solar panels, lightning protection, grounding, cabling, and other components necessary to complete and place each standalone expanded GV system at RAF Fairford and Welford in full service.

3. GENERAL INFORMATION.

3.1 Place of Performance. The place of performance shall be RAF Fairford and Welford, UK.

3.2 Performance Period. The period of performance for this project shall be determined based on the proposed schedule and actual contract award date. All works shall be completed within the scheduled timeframe. Any request or justification for change shall be made to the designated Contracting Officer (CO) in writing and must be approved by the CO.

3.3 Hours of Operation. The Contractor shall perform routine work during normal duty hours of the base (normally Mon-Fri 0730-1600 UTC/GMT). However, mission requirements may necessitate work outside normal hours (maintenance windows, nights, and/or weekends), especially if existing services must be interrupted. Any site work requested by the Contractor to be performed outside of normal duty hours shall be coordinated with the CO and designated base Point of Contact (POC) in advance for pre-approval

3.4 Holidays/Down Days. The Contractor shall not perform under this contract on federal holidays or site-unique down-days unless expressly authorized by the CO and coordinated with the base POC.

4. GENERAL REQUIREMENTS. The Contractor shall provide for removal and disposal of any equipment, poles, cabinets, cabling, and any associated components by coordinating with the base POC. All equipment removal shall remain U.S. Government property. The Contractor shall remove and retain as spares for the Government or dispose of equipment in accordance with (IAW) the base POC’s instructions. The Contractor shall coordinate with the base POC, tenants, and other involved parties to ensure mission continuity and support requirements.

4.1 Site Coordination. The Contractor shall coordinate with the 422 AGB/XP or base POC a minimum of ten (10) business days prior to arrival on-site.

4.2 Project Management. The Contractor shall identify by name a Project Manager (PM), who shall be the prime Contractor’s employee, responsible as the single POC from award to final acceptance. The PM shall remain on site as necessary to ensure successful performance. The Contractor shall identify the PM’s range of authority to act for the Contractor relating to daily contract operation.

4.3 Contractor Supervision. The Contractor shall be responsible for supervision of all contract personnel and performance of all Contractor-related functions.

4.4 Personnel Training and Certifications. All Contractor personnel identified to support this requirement must be trained and/or certified on the systems involved in this effort. The Contractor personnel identified to perform electrical AC installation works shall require to be UK certified electrician. The Contractor shall be able to provide certifications or qualifications upon Government request.

4.5 Safety. The Contractor shall comply with all Federal, State, and Base security and safety laws, regulations, policies, and requirements. If at any time it is determined that equipment is unsafe and/or work is being performed in an unsafe manner, all work will be immediately suspended until the Contractor has corrected the problem to the satisfaction of the base. The Contractor shall meet with the base safety officer (SO) immediately upon arrival on site for review of the specific safety requirements prior to implementation.

4.6 Accident/Incident Reporting and Investigation. The Contractor shall record and report all available facts relating to each instance of injury to either Contractor or Government personnel to the base SO or POC unless otherwise stated in the SOO. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the base POC. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

4.7 Security Clearance. Some of this work may take place in secure and restricted areas where all Contractor personnel must be escorted at all times. It is the Government’s responsibility to provide escorts. The Contractor shall coordinate access with the base POC to the secure and restricted areas at least fourteen (14) business days ahead of time. All Contractor personnel shall comply with established security procedures for entering an installation and its facilities, including special security procedures for entry to restricted areas. The Contractor shall obtain necessary badges, Entry Authorization Letters (EALs), or documents required for entry to restricted areas, if applicable, to meet the requirements of this project. The Contractor personnel working under this project shall not require a security clearance but, as a minimum, shall have a favorable National Agency Check. However, if the proposed solution requires a need for access to Government system(s) requiring a higher security level, the Contractor shall ensure personnel have the proper security requirements at no additional cost to the Government.

4.8 Base Access. The Contractor shall coordinate with the base POC for base access requirements. The Contractor shall meet requirements specified in Army in Europe Regulation (AER) 190-16 to obtain temporary base access or regular base access. The Contractor personnel who will be performing work on this Task Order shall complete USAFE IMT Form 79 Request for Base Entry Identification in which to identify names, social security numbers, passport numbers, driver license numbers with country/state of issue, birth date, home addresses, security clearance, etc. This information is required to grant access to the base. If required by the base, the Contractor shall provide identification badges for their employees. All Contractor personnel shall wear these badges while on duty on the Government site. The badges shall identify the individual and company name, be clearly and distinctly marked as Contractor, and be IAW host base regulations.

4.9 Identification/Marking. The Contractor shall clearly mark all Contractor-furnished Property and Equipment (CFP/CFE) with their company's name. The Contractor shall place an easily read, very visible, sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation indicating the company name and both the Contractor POCs and local telephone numbers.

4.10 Environmental Management. The Contractor shall comply with the most stringent host base, host nation, local environmental laws and regulations and Air Force policies, instructions, and plans. The Government is not exempt from compliance with environmental regulations. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on RAF Fairford and Welford. The prime Contractor shall ensure their sub-contractors, if any, comply with these requirements.

4.11 Permits. The Contractor shall complete and process all permits as required to complete the installation. For example:

• Digging permit, AF Form 103 shall be submitted through the base CE 21 calendar days in advance of any digging, trenching, boring, restoration and/or compacting activities.

• Base CE Work Clearance Request, AF Form 332 and Request for Environmental Impact Analysis, AF Form 813 required to complete the installation shall be submitted through the base CE 21 calendar days in advance of any construction activities.

4.12 System for Award Management (SAM). The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://www.sam.gov (SAM replaces the previous ECMRA application hosted on http://www.ecmra.mil.) Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While the inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. The Contractor may direct questions to the help desk.

4.13 Labor Compliance. The Contractor shall be responsible for complying with all Federal labor laws and with applicable regulations governing installation access.

4.14 In-brief and Out-brief. The Contractor shall conduct an in-brief prior to the implementation and an out-brief at the conclusion of the implementation. The in-brief shall inform the customer of implementation plans and necessary support. The out-brief shall inform the customer of implementation result and necessary maintenance, including warranties.

4.15 Work Area(s). At day’s end, the Contractor shall remove all debris and surplus materials from the workplace. Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard.

4.16 Packaging, Handling, Storage, and Transportation. The Contractor shall be responsible for packaging, handling, storage, transportation, staging, and deployment of any equipment and materials provided as part of this project. The Contractor shall coordinate with the base POC to identify any necessary base support, such as laydown and storage areas and provide a plan to deliver all materials to the work site. The Contractor shall be responsible for equipment inventory. The contractor shall return all government-furnished lay-down and storage areas to their original condition upon completion of the project. The Contractor shall be responsible for off-base disposal of residues and removed equipment IAW the base POC instructions and host base, host nation, local environmental laws and regulations.

4.17 Documentation. The Contractor shall verify accuracy of all government-furnished documents, layout, and/or drawings.

4.18 Implementation. The Contractor shall have ultimate responsibility for successful project completion with each standalone integrated GV system completely placed into full service at RAF Fairford and Welford. Any work deemed non-compliant shall immediately be re-worked at the Contractor’s expense. The Contractor shall plan and manage daily operations and activities associated with project performance. The Contractor will employ effective management tools and methods to assure control of cost, schedule, and performance. The Contractor shall conduct, support, or participate in program management and technical reviews, meetings, and conferences, as required, to ensure effective and efficient execution of this project. The Contractor shall ensure protection of government property to prevent damage during project performance.

5. SPECIFIC REQUIREMENTS. The Contractor shall provide all personnel, transportation, supervision, management, labor, equipment, tools, supplies, material, hardware, software, licensing, documentation, manuals, services, and other incidentals necessary to successfully complete this project. Services include project management, configuration management, system engineering, system staging, site preparation/development, equipment installation, optimization, acceptance testing, warranty, training, and closeout. All equipment, supplies, hardware, and materials shall be new and not refurbished.

5.1 Site Survey/Walk-thru. The Contractor shall conduct or utilize site survey/walk-thru with the 422 AGB/XP or base POC to obtain all information and requirements necessary to analyze project requirements, determine best possible solution, generate outdoor acoustic propagation and coverage map, perform engineering design tasks, develop all data deliverables, and close out the project. The Contractor shall coordinate with the base POC to identify and ensure all preparation works required from the base responsibility and allied support prior to implementation as well as provide follow-on support for the base.

5.2 GV System Expansion.

5.2.1 Acoustic Coverage Expansion. In addition to the existing acoustic coverages of four (4) existing RSSs (#1 to #4) at RAF Fairford, the Contractor shall add and integrate five (5) new RSSs (#5 to #9) into the existing standalone GV system to provide for areas lacking intelligible acoustic coverages as shown in Attachment A, RAF Fairford Acoustic Coverage Expansion Requirement. In addition to the existing acoustic coverages of three (3) existing RSSs (#1 to #3) at RAF Welford, the Contractor shall add and integrate one (1) new RSS (#4) into the existing standalone GV system to provide for area lacking intelligible acoustic coverage as shown in Attachment B, RAF Welford Acoustic Coverage Expansion Requirement. The Contractor shall analyze, optimize, and adjust to provide adequate alert notifications or messages for the base population and keep sound bleed/spill over the local communities in the surrounding areas at RAF Fairford and Welford at a minimum.

5.2.2 Remote Siren Station (RSS). The major equipment requirement of five (5) new RSSs for expansion at RAF Fairford is attached in Attachment C, Table C-2, RAF Fairford Remote Siren Station Equipment Requirement for Expansion and one (1) new RSS for expansion at RAF Welford is in Attachment D, Table D-2, RAF Welford Remote Siren Station Equipment Requirement for Expansion.

5.2.2.1 Siren Pole/Tower. The Attachment E includes layouts and pictures at installation locations for five (5) new RSSs at RAF Fairford and Attachment F for one (1) new RSS at RAF Welford. The Contractor shall coordinate with the base POC and CE for approval of installation at these locations.

RAF Fairford: For the new RSS #5 and #6, the Contractor shall provide and install new direct-burial 60ft Class-1 treated wooden poles within 1m (3.28ft) from the adjacent B590 and B1185 respectively with each pole attached to the adjacent building by two wall-mounted brackets. For the new RSS #7, #8, and #9, the Contractor shall leverage the existing CCTV towers 2002, 1023, and 1047 respectively for equipment installation.

RAF Welford: For the new RSS #4, the Contractor shall leverage the existing wooden pole newly built adjacent to the B550 for equipment installation.

5.2.2.2 Lightning Protection and/or Grounding. The Contractor shall provide and install properly new lightning protection and/or grounding system for the RSSs. The Contractor shall ensure proper size of solid lightning rod kits, ground rod kits, and cable down conductors.

RAF Fairford: For the RSS #5 and RSS #6, the Contractor shall provide and install new lighting protection and grounding system for the wooden poles. For the RSS #7, #8, and #9, the Contractor shall leverage lightning protection and grounding system of the existing CCTV towers for grounding equipment.

RAF Welford: For the RSS #4, the Contractor shall provide and install new lightning protection and grounding system for the Government-furnished Equipment (GFE) wooden pole.

All lightning protection and grounding shall be IAW NECs, NFPA 780, UL96A, and LPI175 standards and host nation, host base codes and rules. The Contractor shall test lighting protection and grounding. The Government reserves right to test and validate to ensure they meet compliance.

5.2.2.3 Siren Control Unit (SCU). The Contractor shall provide and install new SCUs for five (5) new RSSs at RAF Fairford and one (1) RSS at RAF Welford. The new SCUs shall include a NEMA-4X rated stainless steel enclosure with a separate ventilated battery compartment, enclosure mounting brackets and hardware, siren controller, Class-D amplifiers, intelligent control gateway (ICG) board with digital storage for pre-recorded voice messages, intrusion switch, temperature compensated battery charger, interconnecting cables, and power ON/OFF circuit breaker. Mounting the SCU enclosures on the wooden poles shall be no more than 10ft from the ground to the top of the enclosure. Mounting the SCU enclosures on the CCTV towers shall be in any available space at the base of the towers.

5.2.2.4 Siren Speaker Array. The Contractor shall provide and install new 3 x 400W siren speaker array (speaker horns with drivers) for the RSS #5, 2 x 400W for the RSS #6, 4 x 400W for the RSS #7 and #8, and 1 x 400W for the RSS #9 at RAF Fairford and 3 x 400W siren speaker array for the RSS #4 at RAF Welford. siren speaker arrays (speaker horns with drivers) for five (5) new RSSs at RAF Fairford and one (1) new RSS at RAF Welford. Mounting the siren speaker arrays on the wooden poles shall be on the top location without exceeding 60ft and meet height restriction for airfield as specified by RAF Fairford and Welford. Mounting the siren speaker arrays on the CCTV towers shall be determined by the Contractor with appropriate height and orientation that meet intelligible acoustic coverage requirements and are not exceed hearing damage level 123dB for anyone at ground level in the immediate vicinity of the siren speaker arrays as recommended by Committee on Hearing, Bioacoustics, and Biomechanics (CHABA). All exterior speaker cable runs shall be completely enclosed in conduits/PVCs with proper weatherhead and drip loop, and all speaker cable feed-thru holes shall be completely sealed.

5.2.2.5 Primary AC Power for RSS. The Contractor shall coordinate with the base POC and CE to provide 220VAC 16A power source circuits from the adjacent buildings and/or the CCTV towers’ electrical service panel boxes for each new RSS at RAF Fairford and Welford. The Contractor shall provide and install AC circuit extension to each new RSS from the GFE 220V 16A power source circuit including new electrical safety disconnect box, circuit breaker, and conduit/PVC. All exterior power cable runs shall be completely enclosed in conduits/PVCs and installed underground where required, and all power cable feed-thru holes shall be completely sealed. All electrical AC installation works shall require UK certified electrician and comply with NECs, NFPA 70, UFC 3- 520-1, host nation, and host base code and standard requirements.

5.2.2.6 Secondary Solar Power for RSS. The Contractor shall provide and install new solar power panel including solar charge regulator for each RSS at RAF Fairford and Welford. The Contractor shall determine appropriate location and orientation for installation of the solar power panels on the wooden poles and CCTV towers. All exterior solar power cable runs shall be completely enclosed in conduits/PVCs with proper weatherhead and drip loop, and all solar power cable feed-thru holes shall be completely sealed.

5.2.2.7 Battery Backup Unit for RSS. Each new RSS including radio equipment at RAF Fairford and Welford shall require battery backup power to maintain operations during emergencies that could result from temporary loss of both normal base electrical utilities IAW NFPA 72. The battery backup unit for each RSS shall be capable of supplying power for operation under quiescent (non-alarm) load for a period of 72 hours and then for operation under an emergency condition for 60 minutes at maximum connected load. The Contractor shall provide and install a new battery backup unit of four (4) new maintenance-free sealed 12V 100AH gel batteries for each new RSS.

5.2.3 Relocation of Existing RSS #2 at RAF Fairford. The Contractor shall relocate the existing RSS #2 in the Area 15 at RAF Fairford to a new location in the proximity of the Area 15’s main gate, including the existing steel pole, radio equipment, obstruction beacon light, and solar power panel.

The proposed location is attached in Attachment C, Table C-3, RAF Fairford Existing RSS #2 Relocation Requirement. The Contractor shall coordinate with the base POC and CE for approval of the new location and to provide a 220VAC 16A power source circuit nearby. The Contractor shall provide and install a new concrete foundation with PVC duct and stub-out for electrical feed at the new location including rebar, J-anchor bolts, nuts, and washers for relocating and securing the existing pier-mounted steel pole. The Contractor shall also provide and install new lightning protection and grounding system. Design and installation of the new concrete foundation shall withstand strong load and other conditions associated with the local environment and IAW the latest International Building Codes (IBC). The Contractor shall provide and install AC circuit extension to the RSS #2 at the new location from the GFE 220VAC 16A power source circuit including circuit breaker and conduits/PVCs. All exterior power cable runs shall be completely enclosed in conduits/PVCs and installed underground where required. The Contractor shall ensure all AC, solar power, and speaker cable runs shall go inside the steel pole as possible, and all power cable feed-thru holes shall be completely sealed. All electrical AC installation works shall require UK certified electrician and comply with NECs, NFPA 70, UFC 3-520-1, host nation, and host base code and standard requirements.

5.2.4 Central Control Station (CCS). The major equipment requirements of three (3) new/upgraded CCSs at RAF Fairford is attached in Attachment C, Table C-1, RAF Fairford Central Control Station Equipment Requirement and one (1) upgraded/relocated CCS at RAF Welford is in Attachment D, Table D-1, RAF Welford Central Control Station Requirement.

5.2.4.1 RAF Fairford Existing Fire Station (B31) and BDOC (B491) CCS Upgrade. The Contractor shall upgrade the existing CCSs in the Fire Station, B31 and the BDOC, B491 at RAF Fairford by replacing the existing outdated ATI REACT 4000 with new REACT 5000 CCU and the existing outdated Windows 7 OS computer station with latest one. The existing AtHoc IIM64 module located in the BDOC B491 shall be reused for connection with the AtHoc NCAS system.

The new computer station shall include standard computer, standard 22" monitor, keyboard, mouse, latest Windows OS, latest ATI MassAlert software package, Ink Jet Printer, Serial Port and RS232 Cables, and multi-strip power outlet.

5.2.4.2 RAF Fairford New Command Post (B29) CCS. The Contractor shall provide and install new REACT 5000 CCU and latest Windows computer station for new CCS in the new CP, B29 at

RAF Fairford. The proposed location of the new CCS in the CP, B29 is attached in Attachment E, Figure E-1, Proposed Locations for New CP CCS and UHF Antenna at B29, RAF Fairford. The new computer station shall include standard computer, standard 22" monitor, keyboard, mouse, latest Windows OS, latest ATI MassAlert software package, Ink Jet Printer, Serial Port and RS232 Cables, and multi-strip power outlet.

5.2.4.3 RAF Welford Existing 420 MUNS Control Station (B40) CCS Removal. The Contractor shall decommission and remove the existing outdated CCS in the 420MUNS Control Station, B40 at RAF Welford, including the existing AtHoc IIM64 module and APX6500 VHF radio base station equipment (APX6500 VHF radio, antenna, cabling, and antenna lighting surge arrestor or polyphaser). The Contractor shall retain and reuse the existing AtHoc IIM64 module and APX6500 VHF radio for the new CCS relocated to the new location in B491 at RAF Welford.

5.2.4.4 RAF Welford New Location (B491) CCS. The Contractor shall provide and install new REACT 5000 CCU and latest Windows computer station for new CCS relocated to the new location in B491 at RAF Welford. The proposed location of the new CCS in the B491 is attached in Attachment F, Figure F-1, Proposed Locations for New CCS and VHF Antenna at B491, RAF Welford. The Contractor shall reuse the existing AtHoc IIM64 module and APX6500 VHF radio from removal of the existing CCS in the 420 MUNS Control Station, B40 for this new location. The new computer station shall include standard computer, standard 22" monitor, keyboard, mouse, latest Windows OS, latest ATI MassAlert software package, Ink Jet Printer, Serial Port and RS232 Cables, and multi-strip power outlet. The Contractor shall coordinate with the base POC to provide a new NIPR data drop nearby at this new location for connection of the existing AtHoc IIM64 module.

5.2.4.5 Primary AC Power for CCS. The Contractor shall reuse the same AC power outlets from removal of the existing CCS equipment for the upgraded CCSs in the Fire Station, B31 and BDOC, B491 at RAF Fairford. For the new CCSs in the CP, B29 at RAF Fairford and in the B491 at RAF Welford, the Contractor shall coordinate with the base POC and CE to provide new or existing AC power outlets nearby.

5.2.4.6 Uninterrupted Power Supply (UPS) for CCS. Each CCS including radio equipment shall require battery backup power to maintain operations during emergencies that could result from temporary loss of normal base utilities. Backup power capacity for fire alarm systems is defined in National Fire Alarm Code, NFPA 72. As stated in NFPA 72, mass notification systems should have the same backup power capacity as fire alarms. NFPA 72 states that the backup power supply for the control station shall be capable of supporting alarm operation for a minimum of 4 hours of full load operation. The Contractor shall provide and install new smart UPS or replace existing UPS with new one for each CCS at RAF Fairford and Welford to meet backup power capacity requirement.

5.2.5 Intelligent Control Gateway (ICG) Board Upgrade. Besides all new RRSs for expansion and all new/upgraded CCSs included with new ICG boards, the Contractor shall also upgrade all the existing RSSs at RAF Fairford and Welford by replacing the old message communication boards with the new ICG boards.

5.2.6 Blackberry AtHoc Interface and Interoperability. The Contractor shall provide latest MassAlert software and new REACT 5000 CCUs which must be fully compatible and functional with the existing AtHoc IIM64 modules. The AF EMNS PMO has current contract with Blackberry AtHoc for support of the AtHoc IIM64 interface and integration with the AtHoc NCAS system. The

Contractor shall coordinate with the base POC to contact and provide the AtHoc vendor with a new “Activation Matrix” (i.e., listing table of keys, functions, areas, etc.) for update to match those in the AtHoc NCAS system. The Contractor shall coordinate with the base operators of each standalone expanded GV system at RAF Fairford and Welford to test and ensure the GV system is fully operational with the existing AtHoc IIM64 via the new REACT 5000 CCUs.

5.2.7 Radio Communications Link. The Contractor shall reuse the existing UHF frequency for the digital two-way UHF radio communications links of the expanded GV system at RAF Fairford and the existing VHF frequency for the digital two-way VHF radio communications links of the expanded GV system at RAF Welford.

5.2.7.1 Radio Base Station. The Contractor shall provide the new/upgraded RSSs and CCSs with radio base station for the digital two-way UHF/VHF radio communications links of the expanded GV system. All radios shall be JF-12 certified and capable of utilizing Frequency Shift Keying (FSK) modulation scheme.

RAF Fairford: The Contractor shall provide and install new conventional J/F-12 APX6500 UHF radios and omnidirectional UHF antennae for one (1) new CP CCS in the B29 and five (5) new RSSs (#5 to #9), including new RF cables and polyphasers. The proposed installation location of the new UHF antenna for the new CP CCS on the B29's structure is attached in Attachment E, Figure E-1, Proposed Locations for New CP CCS and UHF Antenna at B29, RAF Fairford. The Contractor shall reuse the existing conventional J/F-12 APX6500 UHF radio stations for two (2) upgraded CCSs: one at Fire Station, B31 and the other at BDOC, B491.

RAF Welford: The Contractor shall provide and install new conventional J/F-12 APX6500 VHF radio and omnidirectional VHF antenna for one (1) new RSS (RSS #4), including RF cable and polyphasers. The Contractor shall reuse the existing conventional J/F-12 APX6500 VHF from removal of the existing CCS in the 420 MUNS Control Station B40, provide one (1) new omnidirectional VHF antenna including new RF cable and polyphaser, and install them for the new CCS relocated to the new location in B491. The proposed installation location of the new VHF antenna for the new CCS on the B491's structure is attached in Attachment F, Figure F-1, Proposed Locations for New CCS and VHF Antenna at B491, RAF Welford. The Contractor shall ensure to comply and meet the Hazards of Electromagnetic Radiation to Ordnance (HERO) certification and management requirements of the weapon system safety and explosive safety IAW AFI91-208.

The Contractor shall perform line sweeping test to ensure maximum power transfer efficiency and minimal signal loss for the RF cable paths. All exterior RF cable runs shall have drip loops with exterior RF cable connections or couplings completely waterproofed and weatherproofed and cable feed-thru holes completely sealed. The Contractor shall determine appropriate height for antenna installation on the CCTV towers and wooden poles and appropriate height of galvanized steel extension poles for antenna installation on the building structure to meet reliable end-to-end UHF/VHF radio communications signal strengths. For antenna installation with extension pole on the B29’s structure for the new CP CCS at RAF Fairford, the height shall not exceed 15m (about 49ft) above the roofline on the north side of the B29 IAW UFC 3-260-01 as shown in Attachment E, Figure E-2, 7:1 Slope Ratio with 15m Allowed above North Roofline of B29, RAF Fairford.

5.2.7.2 RF Communications Link Test. The Contractor shall test digital two-way UHF and VHF radio transmit (TX) and receive (RX) communications signals between the CCSs and RSSs. Testing shall be accomplished to ensure proper operations of each standalone expanded GV system at RAF

Fairford and Welford with the digital two-way radio communications link signals.

5.2.8 Wind Load Capacity. All new wooden poles, concrete foundations, extension poles, and other mounting hardware shall be designed and installed with capabilities of supporting full weight of the RSS and CCS equipment attachments for the GV expansion and withstanding strong wind load of sustained winds up to 100mph and 3s wind gusts up to 130mph and other conditions associated with the local environment and IAW the latest International Building Codes (IBC). Data on weather conditions can be obtained through the base POC or CE at RAF Fairford and Welford.

5.2.9 Waterproof/Weatherproof/Sealing. The Contractor shall install proper service entrance cap/weather heads, liquid tight fittings, sealants, and cable drip loops to prevent moisture, water, and insects from entering the outdoor equipment cabinets or enclosures. All exterior cable runs shall be completely enclosed in conduits/PVC PVCs and installed underground where required. All exterior cable connectors/couplings shall be completely waterproofed and weatherproofed. All cable feed-thru holes shall be completely sealed. All installations shall follow common practices and industry codes for waterproofing, weatherproofing, and sealing.

5.2.10 Grounding. The Contractor shall properly ground all expanded GV system equipment, radio equipment, lightning protection, and electrical power installs IAW the host nation, host base, local, state, and federal codes, laws, NECs, NFPA 780, UL-96A, and MIL-STD-188-124B.

Technical Order (TO) 31-10-24 “Installation Practices – Communication Systems Grounding, Bonding, and Shielding” must also be adhered to. The grounding shall not tie into existing facility grounding system unless coordinate with the base POC and be approved by the base CE.

5.2.11 Bonding. Shield bonding connectors, bond bars, braids, ribbons, clamps, etc., shall be provided to maintain cable shield continuity at splices and at ground connections. Bonding connectors shall be provided IAW the Rural Utilities Service (RUS) Bulletin 1753F-803 (PE- 33), NECs, MIL-STD-188-124B, and MIL-HDBK 419A Vol. I and II. Shields shall be grounded and continuous throughout the cable distribution system.

5.2.12 Electrical AC Power. The base CE shall support providing electrical 220VAC power source circuits nearby required for the expanded GV system equipment. The Contractor shall ensure to correctly identify the electrical 220VAC power requirements and request the base CE or POC for support. The Contractor shall coordinate with the base CE Electrical Shop on any electrical power removal, modification, and/or installation. All electrical AC installations shall require UK certified electrician and comply with NECs, NFPA 70, UFC 3-520-1, host nation, and host base code and standard requirements.

5.2.13 Power Source Check. The Contractor shall ensure the appropriate voltage and current are provided to the expanded GV system’s electrical loads. The Contractor shall test voltage, current, wire size, distance, transformer size, fuses, breakers, batteries, solar power regulator, current limiting devices, and other variables to ensure they are correctly utilized to drive new loads.

5.2.14 Wiring. The Contractor shall provide and install all signaling wiring, cabling, extensions, jumpers, connectors, and/or couplings including digital two-way conventional UHF/VHF radio communications links to completely provide for each standalone expanded GV system at RAF Fairford and Welford.

5.2.15 Hardware, Firmware, and Software. The Contractor shall provide the latest versions of hardware, software, firmware, and/or operation system (OS) for each standalone expanded GV system at RAF Fairford and Welford.

5.2.16 Labelling. All expanded GV system equipment, radio equipment, enclosures, poles, powers, and cabling shall be labeled appropriately IAW the host base standards. The labelling shall be completed via permanent method. Handwritten labelling shall not be authorized.

5.2.17 System Features and Capabilities. Each standalone expanded GV system at RAF Fairford and Welford shall provide following features and capabilities, include but not limited to:

• Alert software shall have an interactive, user-friendly graphical user interface (GUI) to control, operate, activate, and monitor the entire system in real-time; include a base-specific customizable map displaying the facilities with geo-locations and general statuses of the RSSs (both new RSSs for expansion and existing ones) shown on the map as color-coded icons; and provide easy independent adjustment of dB levels within the system for all the RSSs without having to physically visit each RSS location.

• The system shall provide pre-recorded voice alert messages, informational messages, action to be taken, playing of taps, retreat, reveille, and active shooter announcement messages to all personnel in the event of an emergency, terrorist threats, Force Protection contingencies, and exercises.

• The CCSs shall have capability to execute all of the GV activations in the event there is a computer or software failure.

• The system shall provide the summary report of status changes, all troubles, equipment failure, power system troubles, intrusion, unsolicited messages, tampers, amplifier status, last activation and synchronization error, and operator log on/off and report/display success, failure, not verified, normal, abnormal, and out of service indicating the system statuses at all times.

• The siren speakers shall deliver alert, warning, and informational messages of what to do before, during and after an emergency, exercises or disaster by the operators at the CCSs.

• The CCSs shall transmit emergency announcements as live voice messages to alert and warn base personnel through remote siren speakers via microphone to any individual or group zone or all zone speakers.

• The system shall be capable of being activated, monitored, and controlled over the digital two-way conventional UHF/VHF radio communications links and received real-time remote status monitoring of all system activities from the CCSs.

• The system shall be capable of integrating, interfacing, and interoperating with the NCAS system from the Blackberry AtHoc vendor to allow to remotely activate and broadcast alert notifications or messages over the system from the AtHoc web-based console.

• The system shall allow operators to activate, test, and cancel the RSSs independently, in groups, or as an entire system.

• The system shall be equipped with a silent test or quite test diagnostic that allows it to test all major system components and identify faults without producing an audible signal.

• The RSSs shall allow for multiple activation sequences to be programmed remotely from the CCS locations or locally at the RSS locations.

• The RSSs shall use extremely efficient hot swappable pulse width modulated amplifiers or single board amplifiers to provide highest reliability and efficiency, allow easier maintenance, and increase redundancy in a small modular weatherproof enclosure.

• The system shall be programmed to perform automatic daily/weekly, or monthly activations and/or tests; daily, weekly, or monthly quiet testing, growl testing, or full system testing; and other regularly scheduled events and routine reports.

5.2.18 System Interface. Each standalone expanded GV system at RAF Fairford and Welford shall provide following interface features, include but not limited to:

• Application Programming Interface (API) to remotely activate audible alerts.

• Standard TCP/IP network protocols, RS 232, RS-485, and audio-in input.

• The API shall conduct all interactions using XML messages conforming to the OASIS (Organization for the Advancement of Structured Information Standard) Common Alerting Protocols (CAP) Standard.

• The API shall allow an external system to initiate specified pre-recorded audio alerts in the GV system.

• Target activation of specific sirens or speakers.

• Request reports on the status of delivery and activation of an alert already in progress;

specifically, if the alert was delivered to all targeted speakers and these speakers are sounding the alert.

• Terminate an alert already in progress.

• Request reports on system health status, replying with a detailed response.

• The Giant Voice system shall allow the activation of target siren or speaker via dry contacts and audio-in input.

5.2.19 Pre-programming. Each standalone expanded GV system at RAF Fairford and Welford shall be pre-programmed with a list of messages in English and an option, if required, for dominant language of local personnel IAW AFI 10-2501, para. 5.11.3.3. The Contractor shall coordinate with the base POC to provide an exact list of messages or verify if the list of messages from the existing GV system can be used for the expanded GV system. The following list is intended as a general list.

5.2.19.1 Broadcasting Messages.

5.2.20 Zone Selectable. Each standalone expanded GV system shall provide a siren speaker zone selective capability. All zones are linked to provide simultaneous activations and selective zone ability to activate each individual zone or group of zones or all zones. Each system shall allow for the pre-configuration of zones, which can be selected by the operator to promptly issue an announcement to the selected area. The zone configuration will be determined at the walk-thru.

5.2.21 Override. Not Applicable

5.2.22 Audible Signal. When broadcasting tone alerts for different warnings and when used as a vocal giant voice system for command and control instructions, the speaker system shall produce audible signals, maximum pre-recorded messages and intelligible voice messages to any personnel located in the populated areas.

5.2.23 Music and Voice. Each standalone expanded GV system shall be capable of broadcasting standard military music selections and recorded voice in English and an option, if required, for dominant language of local personnel IAW AFI 10-2501, para. 5.11.3.3.

5.3 Service Outages. The Contractor shall be responsible for preventing any unscheduled (i.e., cutting or disabling any in-service cables or equipment) interruptions of communications capabilities and services that are properly identified. The Contractor shall coordinate planned outages with the base POC at least 2 calendar days in advance of the outage if the implementation necessitates disruption of service (e.g., communications, electrical, or other utilities).

5.4 Residue Disposal. The Contractor shall dispose of all residues from this project off base and IAW the base POC instructions and host nation, host base, and local, environmental laws and regulations. All excess Automatic Data Processing Equipment (ADPE) equipment items shall remain U.S. government property and be retained as spares or disposed of on base IAW the base POC instructions.

5.5 Restoration. The Contractor shall restore all disturbed area/base property to the “as found” condition or better after installation. Any wall penetrations shall be restored to meet NFPA 1, NFPA 70, NFPA 72, and base standards.

5.6 Contractor-Furnished Materials. The Contractor shall furnish all materials for this project, except the equipment and/or hardware which is currently owned or leased by the government.

Material and/or equipment specified by the Contractor must interface properly with existing government equipment that has already been determined to be reutilized. Unless otherwise specified, the Contractor shall provide copies of commercial-off-the-shelf (COTS) technical or equipment manuals and warranty documentation and procedures for Contractor-furnished end-item system equipment maintenance. The Contractor shall transfer warranties to the Government at project acceptance.

5.7 Warranty. The Contractor shall provide warranty services for workmanship deficiencies and installed equipment for a minimum period of one (1) year, including all break-fix support, field trips, telephone support, and shipping costs. The warranty period shall start from the date of final acceptance. The Contractor shall provide written procedures and required information for warranty services in the final acceptance form or as an attachment to the final acceptance form at or prior to site acceptance. This information shall include, but is not limited to, written confirmation of the warranty period and phone numbers and contact information & procedures for technical support, troubleshooting assistance, and replacement of faulty equipment. The Contractor shall notify the base POC ninety (90) days prior to warranty expiration.

5.8 Manuals and Practice. The Contractor shall provide the base POC with at least two (2) PDF copies of the latest version of operation, installation, and maintenance manuals and practices as provided by…
