Instructions to Offerors—Commercial Products and Commercial Services

(8) The offeror is required to submit a plan describing their plan to maintain a shift schedule to allow for 24/7 manning.

(9) The offeror is required to submit a standard operating procedure for government ordered generator backup power outside of monthly tests

(10) The offeror shall demonstrate previous work references for maintaining similar equipment of the same age and specifications as listed in the PWS and corrective actions taken to return systems to functionality.

(11) The offeror shall provide certifications, training, resumes, and/or corporate history for operating switchgears, transfer switches, generators, and analog/digital types of power generation.

(12) The totality of the quote shall be no more than 30 pages and submitted in one PDF via email. Any pages beyond 30 will be removed and not considered or reviewed.

(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

(d) Contract award. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The

Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

(e) Explanations for Unsuccessful Quoters. The government will provide a brief explanation of the award decision that explains why the unsuccessful quoters was not selected in accordance with RFO 12.301(b). If an award notice is not posted to the GPE, the information required at

RFO 5.301(c) will also be provided.

(End of provision)

52.212-2 Evaluation—Commercial Products and Commercial Services.

As prescribed in 12.205(a)(2), insert a provision substantially as follows:

Evaluation—Commercial Products and Commercial Services (Deviation Date)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

(1) The quotations will be ranked according to their total evaluated price (TEP) by adding the CLIN total pricing on page 8-9 of this solicitation. CLIN series XX02 will not be included in the TEP as it is government furnished for future work that may be added as needed. The offeror’s price will be evaluated by using the procedures in RFO 12.204 in order to determine price reasonableness. For a price to be reasonable, it must represent a price that a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through competitive quotations as described in RFO 12.204.

(2) The submitted technical information will be evaluated based on the below information:

(I) Shift schedule ensuring 24/7 manning with craft type to support 24hr, 365 day maintenance and operations in accordance with paragraph 1.2.2, 1.6, 4.1 of the PWS.

(II) Provided a SOP for government ordered generator backup power outside of monthly tests such as DoW directed exercised and/or local Offutt AFB exercised in accordance with paragraph 1.6 of the PWS.

(III) Provided previous work references for maintaining similar equipment of the same age and specifications, as well as technical actions taken to return system to functionality

(A) Cooper Bessemer Model Year 1970

(B) General Electric Alternating Current Generator Type ATI

(C) Cummins Diesel Model Year 2009

(D) GM Electro-Motive Model Year 1995

(IV) Provided work experience, certifications, resumes, corporate history and/or other documentation with operating:

(A) Switch Gears

(B) Transfer Switches

(C) Generators

(D) Analog & Digital types of power generation equipment and facilities

(E) Black start capable, synchronous transfer, multiple feeds, multiple generators, 10-Mega-Watt, or larger, power plant.

(F) Manual seamless parallel power transfers from commercial to generator, generator to generator, and from generator to commercial

(G) Performing medium voltage distribution primary feeder and alternative feeder circuit operations

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the

Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Basis for award. The government will evaluate quotes in order starting at the lowest TEP until three quotes are found to be technically acceptable, or all quotes have been evaluated. If only one quote is received, award can be made if the Contracting Officer finds the quote to be technically acceptable and the price to be fair and reasonable in accordance with RFO 12. The government intends to award the contract without discussions. If the government decides to conduct discussion, all offerors will be notified as soon as possible. Clarifications conducted to resolve minor errors will not constitute discussion and the Contracting Officer reserves the right to award a contract without the opportunity for quote revisions. The government intends to award a contract without discussions (while keeping with RFO 12).
