(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation number is W911QX25QA034. This acquisition is issued as an Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05, effective 7 August 2025.
(iv) The associated NAICS code is 333517. The small business size standard is 500.
(v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable):

(vi) Description of requirements:
The Contractor shall provide One (1) 1000 Watt (W) High power, pulsed, solid state laser system for ablative laser cleaning with following minimum salient characteristics:
· One (1) CL1000 - 1000W High power, pulsed, solid state laser system for ablative laser cleaning that operates on a 480 volt (V), 3-phase, 20 amperage (amp) power connection
· One (1) 1D-Optical system OSH50 - Hand-held, manually controlled, low-weight, pistol-grip laser with up to 80 millimeters (mm) beam deflection and integrated point-source suction channel
· One (1) Mobil-Housing – Welded steel frame housing for all components of laser system on rolling wheel with water/air cooling
· One (1) 20 meters (m) optic fiber system for mid-power laser systems - Heavy duty fiber optic cable
· One (1) Quick Connect Fiber Coupler (QCF) – for connecting the fiber optic cable to the housing
· Internal vacuum to remove vapor at point of generation
· One (1) Laser Fume Extractor (LFE) 401 - Laser fume extractor filter with High Efficiency Particle Air (HEPA) or Ultra Low Penetration Air (ULPA) filters and dust collection bin.
· One (1) CleanTOUCH - Digital controls to adjust laser beam parameters with data logging and error reporting with status indicator lamp for safety
Additional Requirements:
· Four (4) 5M FLEX-GUARD - Laser curtains for safety; minimum 6 feet (‘) X 6 feet (‘) for each
· One (1) Teka 501 portable fume and particle extractor with spark arrestor
· One (1) set of five (5) Laser safety glasses
· Four (4) days of onsite installation required
· The system shall be compliant with demonstrations and validations as described in Air Force Technical Manual Technical Order (TO) 36-1-191, 6.14.10.3
· The system shall be capable of removing 3-4mil (0.003-0.004 inches) of Chemical Agent Resistant Coatings to a Society for Protective Coatings - Surface Preparation (SSPC-SP) 10/ National Association of Corrosion Engineers (NACE) Number (No). Two (2) equivalent level of clean in a single pass and fully clearing a 4 x 6 inch area in under 30 seconds or meet coating removal rates exceeding two (2) Square (sq) Feet (ft) per minute per mil of coating
(vii) Delivery is required within Nine (9) months after the contract award. Delivery shall be made to 6375 Johnson Rd, Building 321, Aberdeen Proving Ground, MD, 21005, truck shipments are accepted Monday through Friday (except holidays) from 8:00 AM to 3:30 PM only at Logistics Warehouse, Building 321, 6375 Johnson Road, Aberdeen Proving Ground, MD 21005. The FOB point is the Destination.
(viii) The provision at 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition. The following addenda have been attached to this provision: None
(ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows:
In accordance with FAR 13.106-2(b)(3), comparative evaluation procedures will be utilized. Comparative evaluation is the comparison of all offers received in response to this solicitation against each other. An item-by-item comparison of each offer to one another will be performed to determine which offer provides the most benefit to the Government. Award will be made to the offer that is most advantageous to the Government. The Government may award to the lowest priced offeror that meets the Government’s minimum requirements; however, the Government reserves the right to award to a higher priced offeror exceeding the minimum requirements if it is most advantageous to the Government. In order to be considered for award, an offer shall meet the Government’s minimum technical requirement contained in this solicitation. To ensure sufficient information is available, vendors shall furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. The below evaluation factors will be utilized during evaluation (in no order of relative importance):
