About this file
This document is a Performance Work Statement (PWS) for a federal contract to provide 1,000 tons of Bituminous Stoker Coal to the Malmstrom Air Force Base Central Heating Plant. The contractor must meet specific coal quality requirements including screen size, moisture content, volatile matter, fixed carbon, ash, sulfur, BTU, ash softening temperature, and sodium oxide. The contractor must provide a 50-lb sample from every 1,000 tons produced for laboratory testing and approval prior to delivery. Deliveries are limited to weekdays between 7 AM and 3:30 PM. The period of performance is April - September 2024. The government may reject or adjust pricing for coal that does not meet the approved test results.
The related federal contract opportunity is a sole-source notice for the purchase of Bituminous Stoker Coal, with the 341st Contracting Squadron intending to award the contract to Gebhardt Post Plant & Sawmill, as they are the only entity able to meet the exact specifications. This is not a competitive solicitation, but any responsible source may submit a quote, which will be considered if it demonstrates the competition would be advantageous to the government.
