Guidelines and Procedures for Complex & Non-Complex IDIQ-MAC Utilization:
Applicability
• All emergent, scheduled, continuous maintenance, modernization, and repair requirements for CM & EM availabilities conducted under the Complex and Non-Complex IDIQ-MACs.
Intent
• To ensure all possible CM/EM availability opportunities are afforded to Small Businesses.
Process
• Project Manager (PM) will make contract vehicle recommendation to Administrative Contracting Officer (ACO) no later than A-85.
• The Contract Decision Point will be made by the ACO no later than A-83.
Deviations
• Utilizing the Non-Complex IDIQ-MAC for work on critical systems as defined in CNRMCINST 4700.5B.
• Utilizing the Complex IDIQ-MAC for work not on critical systems.
