TASK DESCRIPTION
Long Term Strategic Planning and Decision Support, Phase I
1. TASK DESCRIPTION: FORESTECH Consulting, Inc. (dba F4 TECH) (hereinafter referred to as the “Contractor”) will perform the following services, actions, and/or tasks in completing the associated work for the Department of Environmental Protection (hereinafter referred to as the “Department” or “DEP”).
This Task Assignment pertains to the development of a long term strategic plan which shall be data driven, exists within the parameters of the Unit Management Plan of each Park, acknowledges the operational and budgetary requirements of the Department, supports the known objective for habitat restoration and maintenance, and ultimately prioritizes management actions and the efficient use of funding.
A. Assess Current Methods and Processes.
1. Conduct scoping sessions and interviews with Department staff to be used to investigate the mechanics of the Department’s current natural resource management activity planning process.
2. Determine protocols and standards currently being utilized to develop annual natural resource management plans.
3. Identify how stands or community types are selected for treatments (burned, treated, mowed, etc.) in the coming year and future years.
4. Identify consistency of management practices applied across geographical boundaries.
5. Determine options for Data/System Communication and Integration. Investigate the various data management systems (i.e.- Natural Resources Management Tracking
System, SOLARIS, GIS, etc...) to determine how they can be leveraged to enhance data-driven planning processes.
B. Develop Long-Term Strategic Plan. To date, natural resource data has been collected via
Task Assignments 1 and 9 on the uplands of 31 parks, which represents approximately
120,526 acres of Florida Park Service (FPS) managed lands. This Plan shall initially focus on this footprint of acreage within the lands managed by the Department within the FPS.
The Contractor shall consider means for extrapolating data for use on additional park lands outside this dataset.
1. Evaluate current conditions of natural communities and compare against desired future conditions in deriving resource management needs which support
Department goals.
2. Use modelling tools in developing schedules / plans that target prioritization of actions and allocation of resources. The Contractor shall provide a draft strategic plan for FY 2018. In addition, the Contractor shall identify the procedures and methods that will provide the basis to continue strategic planning into two additional fiscal years (FY 19, FY 20).
C. Expand capabilities of the Simulation Planning Tool (SPT) Version 1.1 - 1.2 and develop
V2.0.
1. Update processes and complete transition from an Excel-based tool to a web-based platform.
2. Simulate natural community (NatCom) vegetation growth of polygons, including composition development, and treatment effects through time.
3. Expand from single year processing to multi-year capabilities within the planning cycle; present options for tracking potential negative effects of non-action or
DEP Contract PL352, Task Assignment 15 Change Order 2, Page 4 of 5 delaying land management actions. Prototype a process that will use the target projections to pre-populate a ten (10) year operational schedule prior to each unit management plan cycle.
4. Expand acres covered to include all vegetation plot data where a desired future condition can be described quantifiably in order to score that natural community.
2. DELIVERABLES: The Contractor shall submit the following deliverables to the Department on the specified dates:
A. Assess Current Methods and Processes.
1. Meeting notes/minutes. For each in-person, or conferenced meeting conducted, the
Contractor shall provide the Department with written documentation of meeting events in a format pre-approved by the Task Manager or Contract Manager.
2. Report of Current Methods and Processes due October 31, 2016.
3. Data review and systems integration assessment report due December 1, 2016.
B. Develop Long-Term Strategic Plan.
1. Draft report of findings shall be due March 15, 2017.
2. Modelling outputs shall be provided as needed in collaboration with the Department.
Final version of modelling outputs and Plan shall be due by March 31, 2017.
C. Expand Simulation Tool Capabilities.
1. Meeting notes/minutes. For each in-person, or conferenced meeting conducted, the
Contractor shall provide the Department with written documentation of meeting events in a format pre-approved by the Task Manager or Contract Manager.
2. Modeling outputs/results shall be provided as needed in collaboration with the
Department. All modeling results will be available to the Department from the web-based platform. Final version of modeling outputs and Plan shall be due by December 1, 2018.
3. Draft report of findings/procedures document. The Contractor shall prepare and submit a brief report summarizing actions, outcomes, and procedures regarding how to use the SPT V2.0 by December 1, 2018.
3. TRAVEL: The Contractor shall be authorized to travel in order to support the services, actions, and tasks described above. Total travel costs shall not exceed $5,000.00, and are included in the time and materials estimate of $507,523.17.
