About this file
Amendment No. 2 to Contract No. PL352 is between the Florida Department of Environmental Protection (DEP) and ForesTech Consulting, Inc. (dba F4 Tech), headquartered in Tallahassee, Florida. The contract, originally executed on December 22, 2015, involves approved subcontractors including Natural Resource Planning Services, Inc.; Big Bend Forestry; Atkins; SAM Surveying and Mapping, LLC; and UF School of Forest Resources and Conservation. The amendment addresses a rate increase request and modifies contract terms regarding subcontracting authority and compliance certifications.
The contract provides comprehensive data-driven resource inventory and management system development and associated services through an indefinite delivery vehicle with fully loaded hourly rates for personnel classifications and equipment usage. The amendment approves rate increases not to exceed 5% annually for F4 Tech personnel ranging from $88.00 to $269.00 per hour and corresponding increases for approved subcontractors. Equipment and vehicle usage rates are charged daily or weekly, with vehicle reimbursement at Florida state rates for personally owned vehicles. Travel expenses and per diem are reimbursed per Florida Statutes Chapter 112.061 upon submission of State of Florida Travel Vouchers with receipts. The rates are effective for the first twenty-four months of the contract, with future increases permissible upon sixty-day advance written notice supported by detailed justification. Either party may request rate decreases, with termination for convenience as an option if agreement cannot be reached.
